यह बात सिरे से ग़लत है कि डालर के मुकाबले रुपया ऐतिहासिक रूप से गिरा है। बिलकुल नहीं गिरा है। मुझे कोई बताए कि 2014 के बाद रुपया चढ़ा कब था, जो गिरता? जो चढ़ेगा, चढ़ने की कोशिश करेगा, वही तो गिरेगा, जिसने ऐसी बदतमीजी की ही नहीं,वह गिरेगा कैसे? बैठे-बैठे,लेटे-लेटे गिर जाएगा? थोड़ा दिमाग लगाया करो भाइयों-बहनों। मोदी जी का मज़ाक़ उड़ाने के लिए बात को ठीक से समझे बगैर ले उड़ते हो! जो रुपया, गिरने का आनंद पिछले ग्यारह साल से मुसलसल उठा रहा है, वह गिरेगा कहां! जमीन पर ही न! इससे नीचे तो वह गिर नहीं सकता। वह रुपया है। गिरने के बाद भी उसकी इतनी इज्ज़त है कि उसके गिरने की चर्चा होती है।

हिंदुस्तानी आदमी का दिल दुखता है। रुपया मोदी जी, शाह जी, राजनाथ जी, आदित्यनाथ जी नहीं है, जिनके लिए गिरना दैनिक कर्म का दर्जा हासिल कर चुका है। ये तो नई से नई, अनजानी से अनजानी निचाई तक गिरने के लिए सदा तैयार रहते हैं। मौका न हो तो भी आपदा को अवसर बनाकर गिरने का मौका ढूंढ लेते हैं। कीचड़ में गिर पड़ते हैं। चुल्लू भर पानी में गिर जाते हैं। नाली में गिरने से मन नहीं भरता तो नाले में गिर पड़ते हैं। गड्ढा खोदकर, कुआं खोदकर उसमें गिर जाते हैं। गिरने का इन्हें इतना शौक है कि ये पाताल में गिर जाते हैं और फिर पाताल के भी पाताल में गिरने की कोशिश करते हैं।

रुपया बेबस है…और किसी की बेबसी का मज़ाक़ उड़ाना भारतीय संस्कृति में मना है!

रुपए की अपनी हैसियत है मगर इन जैसी नहीं कि गिरने के लिए गंदी से गंदी जगह ढूंढे। वह जमीन पर गिरता है और अगर जमीन ही धंस जाए तो रुपया भी क्या करे!यही हुआ है। रुपया बेबस है। और किसी की बेबसी का मज़ाक़ उड़ाना भारतीय संस्कृति में मना है!

जब डालर के मुकाबले रुपया 90 से भी कम गिरा था, तब कहा गया था कि गिरावट ऐतिहासिक है, अब 90 से भी ज्यादा ऊंचाई से गिरा है तो भी कहा जा रहा है कि गिरावट ऐतिहासिक है। इस काल में जो भी गिरता है, ऐतिहासिक रूप से गिरता है। इससे कम में गिरना किसी को पसंद ही नहीं !

नान बायोलॉजिकल प्रधानमंत्री की गिरावट हमेशा ऐतिहासिक होती है। उनके भाषणों ,उनकी विदेश यात्राओं, उनके उद्घाटनों में यह गिरावट साफ पानी की तरह नज़र आती है। अब तो भक्तों को भी उनके नाक, कान, मुंह, दांत, आंत में ऐतिहासिक गिरावट दिखाई देने लगी है।

उन्होंने नोटबंदी की, वह ऐतिहासिक थी। कोराना काल ऐतिहासिक था। करोड़ों लोगों ने आजादी के बाद पहली बार पुलिस की मार खाते हुए सैकड़ों किलोमीटर पैदल चलना, ऐतिहासिक था। आक्सीजन के अभाव में कोरोना के दौरान मरीजों का मरते चले जाना ऐतिहासिक था। उनके शवों के अंतिम संस्कार के लिए धन के अभाव में गंगा किनारे दफ्न कर आना, ऐतिहासिक था। मोदी युग में इतिहास ही वर्तमान है। इनका हर मंत्री, हर सांसद, हर विधायक और हर कार्यकर्ता स्वत:स्फूर्त इतिहासकार है। व्हाट्स एप यूनिवर्सिटी से एंटायर हिस्टारिकल साइंस में एम ए, पीएचडी है। कुछ तो डी लिट हैं। ये उस इतिहास की बातें करते हैं, जो इतिहास की किताबों में नहीं मिलता। इनकी पाठ्य-पुस्तकों में भी कभी मिलता है‌ तो‌ कभी नहीं मिलता!

रुपए ने भी इनकी देखा-देखी इतिहास से अपना रिश्ता जोड़ लिया है। भारत के मौद्रिक इतिहास में रुपया गिरावट के कारण विशिष्ट जगह बना चुका है। रास्ते दोनों के अलग हैं मगर लक्ष्य एक है- भारत की जितनी और जिस तरह भी हो सके, ऐसी-तैसी करना और देशभक्ति का तमगा गले में धारण करना, ताकि सबको साफ-साफ दिखाई दे! फिर भी न दिखे तो इसे उसी तरह दिखाना, जिस तरह मुसलमानों से जयश्री राम बुलवाया जाता है!

रुपए को इस बीच उठाने की कोशिश किसी ने नहीं की और उसकी भी इच्छा उठने की नहीं हुई। उसे मालूम है कि इस समय मनुष्य हो या रुपया गिरने में ही उसका भविष्य है। उठने में खतरा है। हिंदू धर्म पर खतरा है, मोदी सरकार के भविष्य पर खतरा है। ट्रंप या अमेरिकी प्रशासन का कोई ऐरा-गैरा अधिकारी भी यह‌ कह सकता है कि रुपये को उठाया नहीं जा रहा, डालर को गिराया जा रहा है। अतः इसका सिर कलम कर दिया जाना चाहिए। और वाशिंगटन में ट्रंप साहब के अगले दिन जागने और ब्रश करने से पहले रुपए का सिर कलम कर दिया जाता है। रुपया मोदी जी के लिए संकट पैदा करना नहीं चाहता। ट्रंप-मोदी संबंधों में दरार पैदा करना नहीं चाहता। वह मोदी जी के प्रति प्रतिबद्ध है, संबंद्ध है, आबद्ध है।

रुपया होशियार है। वह दो कदम आगे चलता है। उसने भांप लिया है कि कल ये प्रधानमंत्री ब्रिटेन के सामने भी गिरा पड़ा मिल सकता है तो वह पौंड के आगे भी झुका गया। यूरो के सामने भी नतमस्तक हो गया। जापान के येन के सामने भी झुका हुआ है। फिर उसने सोचा कि जरूरी है कि प्रधानमंत्री जहां झुकें या जहां झुक सकते हैं, केवल वहीं वह झुके! वह एशिया की मुद्राओं के आगे भी झुक गया है। गर्व का विषय यह है कि अभी तक वह पाकिस्तानी रुपए के आगे नहीं झुका है। इस पर ताली-थाली बजाना चाहिए वरना मोदी जी को इसके लिए आह्वान करना पड़ जाएगा!
