जिला बाल संरक्षण इकाई एवं चाइल्ड इन नीड इंस्टीट्यूट (सिनी) और बाल कल्याण पुलिस पदाधिकारियों का संयुक्त कार्यशाला

गुमला :- गुमला जिला बाल संरक्षण इकाई एवं चाइल्ड इन नीड इंस्टीट्यूट (सिनी) के संयुक्त तत्वावधान में जिले के सभी बाल कल्याण पुलिस पदाधिकारियों का जिला स्तरीय उन्मुखीकरण कार्यशाला का आयोजन गुमला पुलिस लाईन चंदाली के सभागार में की गयी। इस कार्यशाला का शुभारंभ मुख्य अतिथि के रूप में रामकुमार लाल गुप्ता सचिव डालसा गुमला , विशिष्ट अतिथि पुनम कुमारी प्रधान दण्डाधिकारी किशोर न्याय बोर्ड गुमला, बिरेंद्र टोप्पो पुलिस उपाधीक्षक सह नोडल पदाधिकारी गुमला, सुरेश प्रसाद यादव अनुमंडल पुलिस पदाधिकारी गुमला, प्रशिक्षक के रूप में त्रिभुवन शर्मा सदस्य किशोर न्याय बोर्ड, अमर कुमार जिला बाल संरक्षण इकाई पदाधिकारी गुमला, नेम्हंती तिग्गा अध्यक्ष बाल कल्याण समिति गुमला ने संयुक्त रूप से दीप प्रज्ज्वलित कर किया गया। मुख्य अतिथि रामकुमार लाल गुप्ता सचिव डालसा गुमला ने कहा की बच्चों के प्रति बाल कल्याण पुलिस पदाधिकारी संवेदनशील होकर काम करें, यदि क्षेत्र में बच्चों से संबंधित किसी प्रकार समस्या आती है तो उसे बहुत ही शालिनता से काम करें साथ ही बच्चों में भी ध्यान दें की बच्चों के किसी आधिकार का हनन ना हो, यदि आप किसी परेशानी में फंसते हैं तो आप सीधे डालसा की मदद ले। विशिष्ट अतिथि पुनम कुमारी प्रधान दण्डाधिकारी किशोर न्याय बोर्ड गुमला ने कहा कि बच्चों का किशोर न्याय बोर्ड में प्रस्तुत करने का जो तरीका है उसमें कैई खामियां रह जाती है जिसमें सुधार की आवश्यकता है तथा किशोर न्याय बोर्ड का नियमों का अनुपालन करना भी जरूरी है। पुलिस पदाधिकारी के कार्य अनुसंधान पर ही बच्चो का न्याय आधारित रहता है,, पुलिस न्याय प्रक्रिया के केंद्रबिंदु होते है।।किशोर न्याय में बच्चो का पुनर्वास महत्वपूर्ण है। वहीं जिला बाल संरक्षण पदाधिकारी अमर कुमार द्वारा बताया गया कि भारत सरकार द्वारा मिशन वात्सल्य योजना संचालित है, जिसके माध्यम से सभी हितधारकों को आपसी समन्वय बनाकर बच्चों के हित के लिए कार्य करने की बात उल्लेखित है, साथ किशोर न्याय अधिनियम में आवश्यकता एवं देखभाल वाले बच्चे तथा अपराध में शामिल बच्चों की प्रक्रिया का विस्तार से उल्लेख किया गया है जिसका अनुपालन किया जाना चाहिए जिससे वैसे बच्चों का चिन्हित करते नशा बाल विवाह, बाल मजदूरी, मानव तस्करी जैसे अपराधों को रोका जा सकता हैं। वहीं प्रशिक्षक त्रिभुवन शर्मा के द्वारा बाल कल्याण पुलिस पदाधिकारियों को मिशन वात्सल्य, कार्य एवं दायित्व,किशोर न्याय अधिनयम के तहत संरक्षण और देखभाल के बच्चो के लिए प्रक्रिया,,बाल कल्याण समिति के कार्य ,,बाल मित्र पुलिस के कार्य,,किशोर न्याय बोर्ड में बच्चो के न्याय निर्णय की प्रक्रिया,उम्र निर्धारण,,सामाजिक जांच रिपोर्ट की जानकारी दी।।मिशन वात्सल्य के तहत स्पॉन्सरशिप, फॉस्टर केयर, आफ्टर केयर,, चाइल्ड लाइन के कार्य की जानकारी दी ।थाने में आनेवाले बच्चो के लिए पुलिस कार्य की प्रक्रिया बतलाया गया।।जिला स्तर पर मदद करने वाले हितधारकों एवं क्षेत्र में आने वाली समस्याओं से निपटने के लिए विस्तार पूर्वक जानकारी दी गयी। वहीं बाल कल्याण पुलिस पदाधिकारियों को क्षेत्र में हो रही समस्याओं का समाधान भी बताया गया। विदित हो की पुरे गुमला जिला में इस तरह का उन्मुखीकरण कार्यशाला पहली बार आयोजित की गयी है। कार्यशाला का समापन जिला बाल कल्याण समिति के अध्यक्ष निम्हंती तिग्गा के धन्यवाद ज्ञापन के साथ किया गया मौके पर सुबोदीप अधिकारी , किशोर साहा, खुर्शीद आलम, जितेन्द्र सत्पति, संतोषी तिर्की सहित जिले के सभी बाल कल्याण पुलिस पदाधिकारी मौजूद थे।
