पंचायत की लापरवाही ने छीना विधवा का हक, 4 साल से पेंशन के लिए दर-दर भटक रही बडकी देवी

गोमिया प्रखंड के चतरोचट्टी थाना क्षेत्र अंतर्गत बडकीसीधावारा पंचायत में सरकारी योजनाओं की हकीकत एक बार फिर उजागर हो गई है। यहां पंचायत प्रतिनिधियों और जिम्मेदार अधिकारियों की घोर लापरवाही के कारण एक बेसहारा विधवा महिला पिछले चार वर्षों से अपने हक की पेंशन के लिए दर-दर भटकने को मजबूर है।
मुरपा गांव निवासी विधवा बडकी देवी का पति वर्ष 2021 में गुजर गया। नियमों के मुताबिक पति की मृत्यु के बाद उन्हें तुरंत विधवा पेंशन मिलनी चाहिए थी, लेकिन पंचायत की सुस्त व्यवस्था ने उनका जीवन और कठिन बना दिया। बडकी देवी ने मृत्यु प्रमाण पत्र के साथ पंचायत कार्यालय में आवेदन दिया, वर्ष 2023 में दोबारा आवेदन किया, सरकार आपके द्वार कार्यक्रम में भी फरियाद लगाई, लेकिन न तो फाइल चली, न प्रकरण बना और न ही कोई सुनवाई हुई।

सबसे गंभीर बात यह है कि इस दौरान दो पंचायत सचिव बदले, लेकिन बडकी देवी का पेंशन मामला वहीं का वहीं पड़ा रहा। आरोप है कि पंचायत मुखिया और सचिव की लापरवाही ने एक विधवा महिला को वर्षों तक सरकारी दफ्तरों के चक्कर कटवाए।
बडकी देवी का कहना है कि उनके पति दिहाड़ी मजदूरी करते थे। पति की मौत के बाद घर की हालत बद से बदतर हो गई। बीमारी ने उन्हें और कमजोर कर दिया है। चलने-फिरने और बोलने में भी परेशानी होती है। ऐसे में अगर पेंशन मिल जाती तो कम से कम दवा और भोजन की व्यवस्था हो पाती।
ग्रामीणों का कहना है कि पंचायत में कई ऐसे वृद्ध और विधवा महिलाएं हैं, जो कागजों की धूल में दबकर सरकारी योजनाओं से वंचित रह गई हैं। सवाल यह है कि क्या पंचायत प्रतिनिधियों की जिम्मेदारी सिर्फ कागजों तक सीमित है? और गरीबों की सुनवाई कौन करेगा?
जब इस पूरे मामले में प्रखंड विकास पदाधिकारी महादेव महतो से सवाल किया गया तो उन्होंने साफ कहा कि उन्हें इस मामले की जानकारी नहीं है। उन्होंने आश्वासन दिया कि जैसे ही आवेदन उनके संज्ञान में आएगा, उसे तत्काल स्वीकृति दी जाएगी।

अब बड़ा सवाल यह है कि

▶ चार साल तक आवेदन क्यों दबा रहा?
▶ पंचायत और प्रखंड कार्यालय की जिम्मेदारी कौन तय करेगा?
▶ क्या बडकी देवी को अब मिलेगा उसका हक या फिर उसे यूं ही भटकना पड़ेगा?
देखना होगा कि खबर सामने आने के बाद प्रशासन नींद से जागता है या नही।
