नगरपालिका (आम) निर्वाचन, 2026 की घोषणा, गुमला में विशेष प्रेस वार्ता आयोजित

गुमला : – जिला मुख्यालय गुमला स्थित समाहरणालय में, राज्य निर्वाचन आयोग के निर्देशानुसार आज जिला निर्वाचन पदाधिकारी सह उपायुक्त गुमला प्रेरणा दीक्षित की अध्यक्षता में नगरपालिका (आम) निर्वाचन, 2026 की घोषणा एवं निर्वाचन से संबंधित आवश्यक सूचनाओं के प्रसारण हेतु विशेष प्रेस वार्ता का आयोजन किया गया। प्रेस वार्ता के दौरान उपायुक्त द्वारा निर्वाचन कार्यक्रम, आरक्षण, मतदाता सूची, मतदान व्यवस्था तथा निर्वाचन व्यय अनुश्रवण सहित सभी महत्वपूर्ण पहलुओं की विस्तृत जानकारी मीडिया प्रतिनिधियों के साथ साझा की गई।
इस अवसर पर बताया गया कि राज्य निर्वाचन आयोग, झारखण्ड, राँची द्वारा पत्रांक संख्या 187, दिनांक 27.01.2026 के माध्यम से नगरपालिका (आम) निर्वाचन, 2026 की अधिसूचना जारी कर दी गई है। उक्त अधिसूचना के आलोक में गुमला नगर परिषद, जो वर्ग ‘ख’ की नगर परिषद है, में आम निर्वाचन प्रस्तावित है। निर्वाचन कार्यक्रम के अनुसार नाम निर्देशन की प्रक्रिया दिनांक 29 जनवरी 2026 से 04 फरवरी 2026 तक पूर्वाह्न 11 बजे से अपराह्न 03 बजे तक संचालित होगी, जबकि नाम निर्देशन पत्रों की संवीक्षा दिनांक 05 फरवरी 2026 को की जाएगी। अभ्यर्थियों द्वारा नाम वापसी की तिथि 06 फरवरी 2026 निर्धारित की गई है तथा निर्वाचन प्रतीकों का आवंटन 07 फरवरी 2026 को किया जाएगा।
मतदान दिनांक 23 फरवरी 2026 को प्रातः 07 बजे से अपराह्न 05 बजे तक कराया जाएगा एवं मतगणना दिनांक 27 फरवरी 2026 को प्रातः 08 बजे से प्रारंभ होगी।
नगरपालिका निर्वाचन अंतर्गत नगर परिषद अध्यक्ष एवं वार्ड पार्षदों का निर्वाचन प्रत्यक्ष एवं गैर-दलीय आधार पर कराया जाएगा, जबकि उपाध्यक्ष का निर्वाचन अप्रत्यक्ष रूप से संपन्न होगा। उपाध्यक्ष का पद अनारक्षित रहेगा। नगर परिषद अध्यक्ष का एक पद अनुसूचित जनजाति (महिला) के लिए आरक्षित किया गया है। नगर परिषद क्षेत्र में कुल 22 वार्ड हैं, जिनके लिए विभिन्न वर्गों के अंतर्गत आरक्षण व्यवस्था आयोगीय दिशा-निर्देशों के अनुरूप लागू की गई है।
प्रेस वार्ता में यह भी जानकारी दी गई कि नगरपालिका निर्वाचन हेतु मतदाता सूची भारत निर्वाचन आयोग द्वारा विधानसभा निर्वाचन के लिए अर्हता तिथि 01.07.2024 के आधार पर दिनांक 27.08.2024 को अंतिम रूप से प्रकाशित मतदाता सूची को वार्डवार विखंडित कर तैयार की गई है। इस सूची के अनुसार गुमला नगर परिषद क्षेत्र में कुल 39,290 मतदाता हैं, जिनमें 18,525 पुरुष तथा 20,765 महिला मतदाता सम्मिलित हैं। मतदान के दिन मतदाताओं की पहचान आयोग द्वारा निर्धारित पहचान पत्र अथवा आयोग द्वारा स्वीकृत 12 वैकल्पिक दस्तावेजों के माध्यम से सुनिश्चित की जाएगी।
नगर परिषद क्षेत्र में निर्वाचन कार्य के लिए कुल 44 मतदान केन्द्र निर्धारित किए गए हैं। इसके अतिरिक्त वार्ड संख्या 10 में 02 चलंत मतदान केन्द्र भी स्थापित किए गए हैं। सभी मतदान केन्द्रों में मतदाताओं की सुविधा हेतु आवश्यक बुनियादी सुविधाएं उपलब्ध कराई गई हैं। नगरपालिका आम निर्वाचन मतपत्र एवं मतपेटिका के माध्यम से संपन्न कराया जाएगा, जिसके लिए प्रत्येक मतदान केन्द्र पर आवश्यकता अनुसार दो मतपेटिकाएं तथा 10 प्रतिशत आरक्षित मतपेटिकाओं सहित कुल 112 मतपेटिकाओं की व्यवस्था की गई है।

निर्वाचन व्यय के अनुश्रवण के संबंध में बताया गया कि आयोग द्वारा निर्धारित सीमा के अंतर्गत अध्यक्ष पद के अभ्यर्थी के लिए अधिकतम 06 लाख रुपये तथा वार्ड पार्षद पद के अभ्यर्थी के लिए 1 लाख 50 हजार रुपये निर्वाचन व्यय की सीमा निर्धारित है।

प्रेस वार्ता के समापन पर जिला निर्वाचन पदाधिकारी सह उपायुक्त गुमला द्वारा सभी अभ्यर्थियों, राजनीतिक प्रतिनिधियों एवं आम मतदाताओं से राज्य निर्वाचन आयोग के निर्देशों एवं आज दिनांक (27 जनवरी ) से लागू आदर्श आचार संहिता का पूर्णतः पालन करने की अपील की गई, ताकि नगरपालिका (आम) निर्वाचन, 2026 को शांतिपूर्ण, निष्पक्ष एवं पारदर्शी रूप से संपन्न कराया जा सके।
