गिरिडीह : सरकार के पेचीदापूर्ण रवैया के कारण माईका उद्योग यहां समाप्ति के कगार पर है। भारतीय जनता पार्टी के नेता और जिला अधिवक्ता संघ के महासचिव ने रविवार को पत्रकारों के साथ बातचीत कर रहे थे.
बातचीत के क्रम में उन्होंने कहा कि किसी जमाने में गिरिडीह की पहचान माईका उद्योग से थी. लाखों मजदूर यहां माईका से जुड़े हुए थे। लेकिन कालांतर में कई कारणे से माईका उद्योग धीरे-धीरे समाप्त होने लगा। पहले तो माईका माइनिंग बंद हुई, फिर सरकार की कुछ नीतियां ऐसी थी कि बात बनने की जगह और बिगड़ गई. अब तो इसपर चर्चा तक नहीं होती.
सरकार ने माईका को माइनर मिनरल से मेजर मिनरल में डाल दिया. जिस कारण कई कानूनी और प्रावधानों के पेंच में यह व्यवसाय पूरी तरह से बर्बाद हो गया. एक जमाने में माईका के कारोबार से भारी मात्रा में देश को विदेशी मुद्रा मिलती थी।
अभी सरकार ने माईका स्क्रैप और फ्लेक्स के निर्यात पर अनुमति नहीं दे रही है। इसके लिए निर्यातकों को डीजीएमएस जैसे संस्थानों के कई कानूनी प्रक्रिया से होकर गुजरना पड़ेगा। जिसकी पेचीदगियों को सुलझाने में ही लंबा समय निकल जाएगा.
माइनिंग बंद होने से मजदूर माइका स्क्रैप के कारोबार से जुड़े
उन्होंने कहा कि माईका माईनिंग बंद होने के बाद भारी संख्या में मजदूर यहां माईका स्क्रैप के कारोबार से जुड़ गए। ऐसे व्यवसायियों के लिए स्क्रैप और फ्लेक्स का कारोबार संजीवनी साबित हुआ था, लेकिन अभी ना तो सरकार किसी को लीज दे रही है और ना ही डंप की अनुमति दे रही है।
कुछ वर्ष पहले सरकार ने माईका व्यापारियों को राहत देते हुए डंप करने की अनुमति दी थी, लेकिन ऑक्शन बंद हो जाने के कारण डंप भी वीरान हो गया है। क्योंकि काफी समय से माईका का स्क्रैप का ऑप्शन नहीं हुआ है। जिस कारण व्यापारियों के पास कोई काम नहीं बचा है.
झारखंड में लीज पूरी तरह से बंद, राजस्थान और आंध्र प्रदेश में माइनिंग लीज जारी
देश के दूसरे राज्य राजस्थान और आंध्र प्रदेश में आज भी माइनिंग का लीज है. लेकिन झारखंड में लीज पूरी तरह से बंद है। ऐसे में इससे जुड़े मजदूर और व्यापारियों में त्राहिमाम मचा हुआ है। रही सही कसर स्क्रैप और फ्लेक्स के निर्यात की अनुमति नहीं मिलने से स्थिति बद से बदतर हो गई है।
श्रीकांत ने कहा कि इस संदर्भ में एक शिष्टमंडल राज्य के पूर्व मुख्यमंत्री और नेता प्रतिपक्ष बाबूलाल मरांडी से मिलकर पूरी समस्या से अवगत कराएगा। क्योंकि श्री मंराडी माईका मजदूर और व्यवसायियों के दर्द वाकिफ हैं। उनके विधानसभा क्षेत्र का एक बड़ा हिस्सा मायका के कारोबार से जुड़ा हुआ है। लेकिन वर्तमान सरकार से अब कोई उम्मीद नहीं बची है.
