देश में पुलों के गिरने का सिलसिला कब थमेगा? बिहार में ही सबसे अधिक पुल क्यों गिरते हैं? जांच रिपोर्ट कहां गुम हो जाती है? सबसे बड़ा सवाल…जवाबदेही कब तय होगी?

देश में पुलों के गिरने के बाद जांच रिपोर्ट आने का इंतजार रहता है. जांच रिपोर्ट कब आती है और कब कहां दब जाती है, ये किसी को भी मालूम नहीं चलता तबतक दूसरा-तीसरा और फिर दर्जन भर पुल नदी में समा जाता है. पुल गिरने  सिलसिला बिहार में लंबे समय से चल रहा है. बिहार में 2024 में दस दिन के भीतर ही 5 पुल धराशायी हो गए. राज्य के अररिया, सिवान, पूर्वी चंपारण, किशनगंज और मधुबनी ज़िलों में पुल गिरे.इन पुलों में से तीन निर्माणाधीन और दो निर्मित पुल गिरे. पुल निर्माण में होनेवाले करोड़ों रुपये भी नदियों बह जाते हैं. इस बीच वहां के लोगों को लंबे समय तक के लिए आवागमन के लिए मोहताज रहना पड़ता है.  

एक ही पुल, एक ही परियोजना और तीन बड़े हादसे

बिहार में गंगा नदी पर बन रहा अगुआनी-सुल्तानगंज 4 लेन पुल लगभग 1710 करोड़ रुपये की लागत का प्रोजेक्ट था। निर्माण भाजपा-नीतीश गठबंधन सरकार के दौरान चल रहा था। अप्रैल 2022 में इसका हिस्सा गिरा, फिर 4 जून 2023 को पूरा सुपर स्ट्रक्चर गंगा में समा गया और अगस्त 2024 में फिर पिलर और स्ट्रक्चर का हिस्सा ढह गया। एक ही पुल, एक ही परियोजना और तीन बड़े हादसे।

बाद में विशेषज्ञों द्वारा डिजाइन और निर्माण गुणवत्ता पर सवाल उठाए गए और परियोजना को नए सिरे से डिजाइन सुधार के साथ आगे बढ़ाने की प्रक्रिया शुरू करनी पड़ी। सवाल यह है कि जिस पुल पर 1710 करोड़ रुपये खर्च हो रहे हों, वह जनता के लिए खुलने से पहले ही तीन बार कैसे गिर जाता है?

विक्रमशिला सेतु से पुराना पुल सुरक्षित खड़ा है

अब भागलपुर का विक्रमशिला सेतु को देखिए। 4.7 KM लंबा यह पुल 2001 में चालू हुआ था। विशेषज्ञ वर्षों से इसके जोड़ों और बियरिंग्स में खराबी की चेतावनी दे रहे थे। लेकिन चेतावनियां फाइलों में घूमती रहीं।

4 मई 2026 को पिलर नंबर 133 के पास का हिस्सा टूटकर लटक गया और पुल बीच से लगभग दो हिस्सों में बंट गया। भारी वाहनों का आवागमन रोकना पड़ा। सौभाग्य से कोई जान नहीं गई, लेकिन यह हादसा भी अचानक नहीं था। चेतावनियां पहले से मौजूद थीं।

उधर, 1975 में इंदिरा गांधी के समय बना फरक्का बैराज रेल-सड़क पुल आज भी भारी मालगाड़ियों और सड़क यातायात का भार उठा रहा है। विक्रमशिला सेतु से कहीं पुराना होने के बावजूद वह सुरक्षित खड़ा है। कारण सिर्फ एक है, निर्माण गुणवत्ता और रखरखाव।

हमीरपुर में निर्माणाधीन पुुल का हिस्सा तेज आंधी में ढह गया

29 मई 2026 को उत्तर प्रदेश के हमीरपुर जिले में बेटवा नदी पर निर्माणाधीन पुल का हिस्सा तेज आंधी और बारिश के दौरान ढह गया। मलबे में दबकर 6 मजदूरों की मौत हो गई। करोड़ों रुपये की परियोजना पर काम चल रहा था। हादसे के बाद जांच के आदेश दिए गए। हमारे यहां जांच अक्सर हादसे के बाद शुरू होती है, हादसे से पहले नहीं।

9 जुलाई 2025 को गुजरात के वडोदरा जिले में महीसागर नदी पर बना गंभारी-मुजपुर पुल अचानक ढह गया। कई वाहन नदी में गिर गए। लगभग 9 लोगों की मौत हुई। हादसे के बाद पूरे गुजरात में 2100 से अधिक पुलों का आपातकालीन स्ट्रक्चरल ऑडिट करवाया गया और 5 अन्य पुलों को खतरनाक मानकर बंद करना पड़ा।

पुराने पुल नए पुलों को मुंह चिढा रहे

दूसरी तरफ इतिहास देखिए। 1959 में पंडित जवाहरलाल नेहरू के समय बना राजेंद्र सेतु। उस दौर में लगभग 7 करोड़ रुपये की लागत से बना यह पुल आज भी उपयोग में है। 1982 में इंदिरा गांधी के समय बना महात्मा गांधी सेतु दशकों तक बिहार का मुख्य जीवनमार्ग बना रहा। लाखों वाहन गुजरे, भारी ट्रैफिक चला, बाद में उसके स्टील सुपर स्ट्रक्चर को और मजबूत किया गया, लेकिन निर्माण के दौरान तीन बार गिरने जैसी नौबत नहीं आई।

फिर गुजरात का मोरबी पुल हादसा याद कीजिए। मच्छु नदी पर बना ऐतिहासिक सस्पेंशन ब्रिज। मरम्मत और नवीनीकरण पर लगभग 2 करोड़ रुपये खर्च किए गए। 30 अक्टूबर 2022 को पुल जनता के लिए खुला और कुछ ही दिनों बाद टूटकर नदी में गिर गया। 135 से अधिक लोगों की मौत हुई। दर्जनों परिवार तबाह हो गए।

जांच में सवाल उठे कि पुराने केबल बदले क्यों नहीं गए? सुरक्षा परीक्षण कितने व्यापक थे? जिम्मेदारी किसकी थी? लेकिन भक्तों ने इन सवालों पर चर्चा करने के बजाय सवाल पूछने वालों पर ही हमला करना ज्यादा जरूरी समझा।

1992 में पी. वी. नरसिम्हा राव के समय 388 करोड़ रुपये की लागत से बना विद्यासागर सेतु भी एक केबल आधारित पुल है। वह आज भी कोलकाता में लाखों वाहनों का भार उठा रहा है। न वह तीन बार गिरा, न उसके उद्घाटन के कुछ दिनों बाद कोई त्रासदी हुई। फर्क सिर्फ इतना है कि वहां इंजीनियरिंग परिणाम से आंकी जाती है, प्रचार से नहीं।
1987 में राजीव गांधी के समय असम की ब्रह्मपुत्र जैसी विशाल और उग्र नदी पर बना कोलिया भोमोरा सेतु आज लगभग चार दशक बाद भी खड़ा है। हर साल बाढ़ आती है, तूफान आते हैं, नदी अपना रौद्र रूप दिखाती है, लेकिन पुल अपनी जगह खड़ा रहता है। शायद उस समय कैमरों की संख्या कम थी और इंजीनियरों की जिम्मेदारी ज्यादा।

हजारों करोड़ की लागत से पुल निर्माण के दौरान ही गिरे, तो इसका इलाज क्या है?

सबसे बड़ा सवाल यह कि अगर ऑडिट पहले हो जाता तो क्या जानें बच सकती थीं? 1965 में लाल बहादुर शास्त्री के समय बना जवाहर सेतु आज 60 वर्ष से अधिक समय बाद भी चालू है। सोन नदी पर बना यह पुल आज भी यातायात संभाल रहा है। उस दौर के इंजीनियरों के पास आज जैसी तकनीक नहीं थी, लेकिन जिम्मेदारी जरूर थी। आज की सरकारें सिर्फ जांच कराने के नाम पर खानापूर्ति करती है. कुछ दिनों बाद जांच की फाइलें कहां गुम हो जाती है. इसपर कोई सवाल नहीं उठाता. 
अब भक्तों से एक छोटा सा सवाल है। अगर नेहरू, शास्त्री, इंदिरा, राजीव और नरसिम्हा राव के समय बने पुल 40, 50, 60 साल बाद भी खड़े हैं, लेकिन आज हजारों करोड़ रुपये की परियोजनाएं निर्माण के दौरान ही गिर रही हैं, तो आखिर सवाल पूछना गुनाह क्यों है? अगर 1710 करोड़ का पुल तीन बार गिर जाए तो क्या जनता ताली बजाए? अगर 135 लोग मर जाएं तो क्या सिर्फ श्रद्धांजलि देकर मामला खत्म हो जाए? फिर बार-बार ऑडिट हादसे के बाद हो रहे हैं, इसका इलाज कोई बता पाएगा…?
