जिला भू-अर्जन एवं सड़क निर्माण योजनाओं की प्रगति की उपायुक्त ने की समीक्षा, लंबित मामलों के शीघ्र निष्पादन के दिए निर्देश

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में समाहरणालय सभागार में जिला भू-अर्जन कार्यालय, गुमला द्वारा संचालित राष्ट्रीय राजमार्ग एवं राजकीय राजमार्ग से संबंधित विभिन्न सड़क निर्माण योजनाओं की समीक्षा बैठक आयोजित की गई। बैठक में जिला भू-अर्जन पदाधिकारी महेश महतो सहित संबंधित विभागों के पदाधिकारी एवं कर्मी उपस्थित रहे।

बैठक के दौरान राष्ट्रीय राजमार्ग से संबंधित पलमा-गुमला पथ चौड़ीकरण योजना, भारतमाला परियोजना अंतर्गत सीजी/झारखंड बॉर्डर से गुमला तक (एनएच-43), गुमला बाईपास सड़क निर्माण योजना एवं एनएच-143 डी जमटोली-रांची-संबलपुर इकोनॉमिक कॉरिडोर सहित विभिन्न योजनाओं की अद्यतन स्थिति की समीक्षा की गई। इसके अतिरिक्त राजकीय राजमार्गों से संबंधित संचालित योजनाओं की प्रगति एवं भूमि अधिग्रहण से जुड़े मामलों पर भी विस्तार से चर्चा की गई।

समीक्षा के क्रम में पलमा-गुमला पथ निर्माण कार्य के दौरान भू-अर्जन संबंधी विभिन्न बाधाओं एवं समस्याओं की जानकारी प्राप्त हुई। उपायुक्त ने संबंधित अधिकारियों को स्थल निरीक्षण कर समस्याओं का त्वरित निराकरण सुनिश्चित करने तथा निर्माण कार्य को निर्बाध रूप से संचालित करने का निर्देश दिया।

बैठक में भूमि अधिग्रहण से संबंधित लंबित एवं विवादित मामलों की भी समीक्षा की गई। उपायुक्त ने सभी संबंधित अधिकारियों को निर्देशित किया कि लंबित विवादों का नियमानुसार शीघ्र निष्पादन करते हुए वैध रैयतों एवं दावेदारों को मुआवजा राशि का भुगतान सुनिश्चित किया जाए।

एनएच – 43 परियोजना की समीक्षा के दौरान बताया गया कि भू-अर्जन के एवज में अब तक लगभग 83.1 प्रतिशत भुगतान किया जा चुका है। उपायुक्त ने शेष लंबित भुगतानों को भी निर्धारित समयावधि में पूर्ण करने का निर्देश दिया।

रायडीह अंचल से संबंधित लंबित भूमि मामलों की समीक्षा करते हुए उपायुक्त ने अंचलाधिकारी, रायडीह को आवश्यक प्रतिवेदन अविलंब जिला मुख्यालय को उपलब्ध कराने का निर्देश दिया। वहीं पथ निर्माण विभाग (आरसीडी) को सड़क अलाइनमेंट से संबंधित आवश्यक तकनीकी सुधार एवं समन्वय स्थापित करते हुए कार्यों में तेजी लाने का निर्देश दिया गया।

उपायुक्त ने कहा कि जिले में संचालित सभी सड़क एवं आधारभूत संरचना परियोजनाएं विकास की दृष्टि से अत्यंत महत्वपूर्ण हैं। उन्होंने संबंधित विभागों को आपसी समन्वय के साथ कार्य करते हुए भूमि अधिग्रहण एवं मुआवजा भुगतान की प्रक्रियाओं को समयबद्ध तरीके से पूर्ण करने तथा परियोजनाओं के क्रियान्वयन में किसी प्रकार की बाधा उत्पन्न न होने देने का निर्देश दिया।
