झारखंड में राज्यसभा चुनाव का होगा साइड इफेक्ट…? आखिर क्या है हेमंत सोरेन की खामोशी का राज…?

रांची : राज्यसभा चुनाव में गठबंधन के कांग्रेसी प्रत्याशी की हार के बाद कोहराम मचा है. भाजपा ने एक तीर से दो निशाने साधे- एक तो निर्दलीय प्रत्याशी नाथवानी की जीत से अपने पक्ष को मजबूत कर लिया, दूसरे महागठबंधन के घटक दलों के बीच आपस में अविश्वास का वह जहर बो दिया कि इंडिया गठबंधन की बुनियाद हिला दी. घटक दल खुल कर एक-दूसरे के खिलाफ विषवमन कर रहे हैं. गड़े मुर्दे उखाड़े जा रहे हैं. इसका खमियाजा उन्हें निश्चित रूप से भुगतना पड़ेगा. लेकिन सबसे हैरान करने वाली है झामुमो सुप्रीमो और राज्य के मुख्यमंत्री हेमंत सोरेन की चुप्पी. महागठबंधन में कांग्रेस 

हेमंत सोरेन न सिर्फ महागठबंधन के राज्य में शीर्ष नेता और राज्य के मुख्यमंत्री हैं, बल्कि महागठबंधन को एकजुट रखने की जिम्मेदारी भी उन्हीं की है. जाहिर है, कि महागठबंधन में फूट पड़ी तो तत्काल उनकी सरकार का भविष्य भी दाव पर लग जायेगा और भविष्य की राजनीति खतरे में पड़ जायेगी. हालात यह कि तरह तरह के उटपटांग प्रस्ताव उनके सामने रखा जाने लगा है. क्रास वोटिंग भारतीय राजनीति का सामान्य परिदृश्य बन गया है. धन बल से नैतिकता की सारी मर्यादायें खत्म हो जाती हैं. लेकिन इसी त्रासद परिस्थिति में राजनीति को गतिमान रखना हैं. एनडीए खेमे से क्रास वोटिंग नहीं हुई, तो राज्य के सबसे बड़ी क्षेत्रीय पार्टी से भी क्रॉस वोटिंग नहीं हुई. इसलिए यह कह देना कि पूरी राजनीति और हर जन प्रतिनिधि भ्रष्ट है, समस्या का जवाब नहीं.

क्रास वोटिंग का पता लगाया जाना चाहिए

होना तो यह चाहिए कि जिन जनप्रतिनिधियों ने क्रास वोटिंग की, उनका पता लगाया जाना चाहिए और दल-बदल कानून के दायरे में सख्त कार्रवाई होनी चाहिए. हेमंत सोरेन न सिर्फ राज्य के मुख्यमंत्री हैं, बल्कि झारखंड के सभी राजनीतिक दलों के मिजाज को, उसके नेताओं के चाल-चलन को जानते-समझते हैं. उनके लिए यह मुश्किल कार्य नहीं है कि वे क्रास वोटिंग करनेवालों की शिनाख्त चुटकी बजाते कर लें.

शायद उन्होंने अब तक यह जानकारी प्राप्त भी कर ली होगी कि क्रास वोटिंग किन विधायकों ने की. फिर वे एनडीए के नेताओं को, जिन्होंने इस कदाचार को जनम दिया, बेलगाम टीका टिप्पणी और महागठबंधन के घटक दलों की खिल्ली उड़ाने की छूट क्यों दे रखी है?  क्या कांग्रेस प्रभारी श्री राजू झूठ बोल रहे हैं? क्रास वोटिंग करने वाले कांग्रेस के ही थे और ठीकरा राजद और माले पर फोड़ रहे हैं? माले ने आक्रामक तरीके से इस बात का खंडन किया है कि माले के दोनों विधायकों ने क्रास वोटिंग की.

राजद सुप्रीमो तेजस्वी स्पष्ट रूप से इस आरोप का इंकार करने के बजाय यह फेरहिस्त पेश कर रहे हैं कि कांग्रेस के विधायकों ने कब कब पूर्व में क्रास वोटिंग की. क्या हेमंत इसलिए खामोश हैं कि दलबदल कानून के तहत यदि दोषी विधायकों के खिलाफ कार्रवाई हुई तो सरकार का अस्तित्व ही नाजुक स्थिति में पहुंच जायेगा? या फिर उनकी स्थिति परिवार के उस मुखिया जैसी हो गयी है जो अपने परिजनों के अनैतिक आचरण से हतप्रभ हो कर रह गया है?

लेकिन उन्हें इस मनःस्थिति से निकलना होगा. किसी सरकारी एजंसी से या फिर घटक दल के जिम्मेदार नेताओं की कमेटी से इस मामले की जांच करानी होगी. कांग्रेस आलाकमान से इसकी उम्मीद करना बेमानी है. घर में आग लगी है और राहुल युवाओं को रिझाने में लगे हैं. वही नहीं, कांग्रेस के बेहद मुखर कई प्रवक्ताओं ने भी इस मामले में खामोशी की चादर ओढ़ ली है. इसलिए पहल तो हेमंत को ही लेनी होगी. राज्य के मुख्यमंत्री, महागठबंधन के नेतृत्वकर्ता और झारखंडी जनता के प्रति जवाबदेह होने के नाते. वे राहुल गांधी की तरह मुंह चुरा नहीं सकते.
