गुमला जिला मुख्यालय स्थित नगर परिषद् क्षेत्रों में रहने वाले लोगो के लिए नए नियमों के मुताबिक हर परिवार और संस्थान को अपने अपने परिसरों में चार अलग-अलग रंग के डस्टबिन रखने होंगे

गुमला : – गुमला नगर परिषद क्षेत्र में रहने वाले लोगों को आने वाले दिनों में कचरा प्रबंधन की आदतें बदलनी होंगी। केंद्र सरकार के नए ठोस अपशिष्ट प्रबंधन नियम-2026 लागू होने के बाद हर घर, अपार्टमेंट, होटल, बाजार, धार्मिक संस्थान और व्यावसायिक प्रतिष्ठानों के लिए कचरे की छंटनी अनिवार्य कर दी गई है। नए नियमों के तहत अब लोगों को घरों में चार अलग-अलग डस्टबिन रखने होंगे। जिनमें गीला, सूखा, सेनेटरी और घरेलू हानिकारक कचरा अलग-अलग जमा करना होगा। नए नियम लागू होने के बाद निकाय को अलग-अलग श्रेणी के कचरे के संग्रहण, परिवहन और प्रसंस्करण की व्यवस्था विकसित करनी होगी। 20 हजार वर्गमीटर से अधिक क्षेत्रफल वाले आवासीय परिसर, 5 हजार वर्गमीटर से बड़े होटल, रेस्टोरेंट और बाजार, 100 किलोग्राम प्रतिदिन से अधिक कचरा उत्पन्न करने वाले प्रतिष्ठान बल्क वेस्ट जनरेटर की श्रेणी में आएंगे। नियमों का पालन नहीं करने पर आर्थिक दंड भी लगाया जा सकेगा।

गुमला नगर परिषद् के सूत्रों ने बताया की पहले कचरे को मुख्य रूप से गीले और सूखे के रूप में अलग किया जाता था। लेकिन अब चार श्रेणियों में पृथक्करण अनिवार्य होगा। नए प्रावधानों के अनुरूप तैयारी की जाएगी। व्यावसायिक प्रतिष्ठानों और अपार्टमेंट में रहने वाले लोगों को नियमों की जानकारी दी जाएगी तथा कचरा पृथक्करण के प्रति जागरूक किया जाएगा। केंद्र सरकार ने कचरा प्रबंधन की निगरानी के लिए केंद्रीय ऑनलाइन पोर्टल भी शुरू किया है। इसके जरिए स्थानीय निकाय, रीसाइकलिंग एजेंसियों और कचरा संग्रहण संस्थाओं का पंजीकरण होगा। कचरा उठाने से लेकर उसके अंतिम निस्तारण तक पूरी प्रक्रिया डिजिटल रूप से ट्रैक की जाएगी। यदि किसी सामाजिक, धार्मिक या वैवाहिक कार्यक्रम में 100 से अधिक लोगों के शामिल होने की संभावना है, तो आयोजकों को पहले से स्थानीय निकाय को सूचना देनी होगी। साथ ही कार्यक्रम में निकलने वाले कचरे के पृथक्करण और प्रबंधन की व्यवस्था भी सुनिश्चित करनी होगी। गीला कचराः भोजन अवशेष, फल-सब्जियों के छिलके, पत्तियां। सूखा कचराः कागज, गत्ता, प्लास्टिक, धातु, कांच, पुराने कपड़े। सेनेटरी कचराः डायपर, सेनेटरी नैपकिन, टिशू पेपर और घरेलू मेडिकल वेस्ट। हानिकारक कचराः बैटरी, मोबाइल, चार्जर, बल्ब, केमिकल व एक्सपायर्ड दवाइयां। अब तक लोग घरों से निकलने वाले सभी प्रकार के कचरे को एक ही डिब्बे में डाल देते थे। लेकिन अब ऐसा नहीं चल सकेगा। नए नियमों के मुताबिक हर परिवार और संस्थान वाले लोगों को नियमों की जानकारी दी जाएगी तथा कचरा पृथक्करण के प्रति जागरूक किया जाएगा। केंद्र सरकार ने कचरा प्रबंधन की निगरानी के लिए केंद्रीय व्दारा ऑनलाइन पोर्टल भी शुरू किया है। इसके जरिए स्थानीय निकाय, रीसाइकलिंग एजेंसियों और कचरा संग्रहण संस्थाओं का पंजीकरण होगा। कचरा उठाने से लेकर उसके अंतिम निस्तारण तक पूरी प्रक्रिया डिजिटल रूप से ट्रैक की जाएगी। यदि किसी सामाजिक, धार्मिक या
