झारखंड के छात्र आंदोलन में भाजपा के ‘इकोसिस्टम’ का पूरा प्रभाव, JPSC में गड़बड़ी और जवाबदेही एक गंभीर मुद्दा बना हुआ है

JPSC और सरकारी नौकरियों की नियुक्तियों में गड़बड़ी और जवाबदेही की कमी बहुत ही गंभीर मुद्दा है। लेेेेकिन छात्र आंदोलन में भाजपा का ‘इकोसिस्टम’ का पूरा प्रभाव दिख रहा है – छिपा हुआ व सामने से भी। कुछ उदाहरण। जिस मेन टेंट में अभ्यर्थी आंदोलन पर बैठे हैं, वहाँ चारों ओर भाजपा व आरएसएस संस्थाओं से जुड़े लोग दिख रहे हैं। बड़ी संख्या में दिख रहे हैं।

सांप्रदायिक भाषणों से समाज को बांटने वाले नेता व उनके चेले चारों तरफ दिख रहे हैं। यह भी दिखता है कि मेन आंदोलन टेंट की तुलना में JLKM टेंट में आदिवासी-मूलवासी ज़्यादा दिख रहे हैं। नियुक्तियों में स्थानीयता में गड़बड़ी के मुद्दे पर मेन टेंट में पोस्टर न के बराबर हैं।

14वें JPSC में हुई गड़बड़ियों पर एक के बाद एक निकल रहे सबूत तो चौंकाने वाले हैं ही। इस परिस्थिति और राज्य सरकार के विरुद्ध छात्रों और अभ्यर्थियों का गुस्सा और आंदोलन जरूरी भी है और वाजिब भी। अनशन कर रहे अभ्यर्थियों और युवा नेताओं को सलाम।

लेकिन यह भी स्पष्ट है कि इस आंदोलन में भाजपा की एक भूमिका है। विपक्ष के रूप में बिल्कुल भाजपा को इस मुद्दे पर हर स्तर पर जनता का साथ देना चाहिए। लेकिन सामने से। न कि पर्दे के पीछे से आंदोलन के नरेटिव को अपनी राजनैतिक विचारधारा अनुसार बनाकर।

भाजपा का IT सेल और गोदी मीडिया हर तरफ CJP को नीचा दिखाने और हेमंत सरकार को बदनाम करने का कुचक्र रच रहा है

जो गोदी मीडिया जंतर-मंतर आंदोलन को शुरू से बदनाम करने में लगी रही और जमीनी रिपोर्टिंग ईमानदारी से नहीं की, वही यहां पूरे जोश में अपने नरेटिव को चलाने में दिख रही है।

 भाजपा इकोसिस्टम वाले कई सोशल मीडिया इंफ्यूलेंसर भी। यह महज इत्तेफाक नहीं है कि जंतर-मंतर जैसे राष्ट्रीय आंदोलन को इतने दिन लगे लोगों तक पहुँचने में, वहीं यह आंदोलन कुछ ही दिनों में राष्ट्रीय खबर बन गई है।

आंदोलन टेंट के आसपास में उपस्थित अनेक लोग मीडिया के समक्ष जंतर-मंतर आंदोलन, CJP और AISA पर जैसी टिप्पणी कर रहे हैं, वही नरेटिव भाजपा के नेता और IT सेल हर तरफ फ़ैला रहे हैं (देश-विरोधी आंदोलन, नारे, विदेशी फंड आदि)। भाजपा का कोई भी नेता-विधायक आंदोलन को समर्थन देने पहुँच रहा है, तो प्लैकार्ड लिए खड़े व टेंट आसपास के कई लोग तुरंत जाके उनके पैर छू रहे हैं या गुरु-शिष्य के तरीके से मिल रहे हैं।

छात्र-युवा आंदोलन कहीं भी हो, कभी एक दूसरे के विरुद्ध नहीं हो सकता है। चाहे जंतर-मंतर का राष्ट्रीय आंदोलन या बिहार, झारखंड व अन्य राज्यों में चल रहे छात्र-युवा आंदोलन।

जितना जरूरी NEET आंदोलन था, उतना ही जरूरी JPSC आंदोलन भी है। लेकिन जिस प्रकार भाजपा नेताओं एवं आंदोलन में चारों तरफ भरे लोगों+गोदी मीडिया+इंफ्यूलेंसर द्वारा JPSC आंदोलन का इस्तेमाल कर जंतर-मंतर आंदोलन व नेताओं के विरुद्ध राजनैतिक नरेटिव  बनाया जा रहा है, यह छात्र-युवा आंदोलनों की एकजुटता के लिए हानिकारक है।

JPSC के पहले अध्यक्ष डॉ दिलीप प्रसाद के समय ही भ्रष्टाचार के बीज बो दिये गये थे

दरअसल झारखंड लोक सेवा आयोग में गठन से पहले ही भ्रष्टाचार के बीज बो दिये गये थे. यही कारण था कि डॉ दिलीप प्रसाद को आयोग का अध्यक्ष बनाया गया, जो राज्य के शिक्षा- प्रशासन जगत के पहले सफे से बाहर के हज़रत थे. जेपीएससी का अध्यक्ष बनने के लिए इनकी सबसे बड़ी काबलियत थी, इनका संघी होना. बाकी सदस्यों के चयन का आधार भी अमूमन यही रहा.

“कोटा फर्स्ट ” के मूल मन्त्र के साथ इनलोगों ने अपने और अपने राजनीतिक आकाओं के लोगों को न्याय देना शुरू किया और आयोग गिरोह की तरह काम करने लगा. धांधली पहली परीक्षा और नियुक्ति से ही शुरू हो गई थीं, लेकिन लोक सेवा आयोग की दूसरी परीक्षा में भ्रष्टाचार की पराकाष्ठा. अफसर बननेवालों में नेता का बेटा, नेता का भाई, आयोग के सदस्यो के बेटे-बेटियां, करीबी रिश्तेदार सब के सब शुमार.

सीधे तौर पर आप किसी को कुछ कह नहीं सकते थे, प्रतिभावान कोई भी हो सकता है, लेकिन अफसर बने कई लोगों और उनकी काबिलियत की जानकारी व्यक्तिगत तौर पर थी. लिहाज़ा इससे सम्बंधित कुछ जानकारी कार्मिक से मांगी.

मेरे आवेदन पत्र देने के दो-तीन दिन बाद ही आयोग के एक सदस्य के बेटे ने मुझ पर तंज किया था. कुछ नहीं कबाड़ पाओगे. बाद के दिनों में खबरें छपी, जाँच हुई, जेल भी गये लोग, लेकिन आयोग में बोये भ्रष्टाचार के बीज का कोई कुछ “कबाड़” नहीं पाया. आयोग के कामकाज पर हर बार सवाल उठते हैं, जाँच की बात होती, मुकदमें भी चल रहे हैं और भ्रष्टाचार का खेल भी. अभी तक तो यही होता आ रहा है.
