आदिवासीयत और गरीबों की खिल्ली उड़ाते पोस्टर

पूरे देश और दुनिया में 9 अगस्त ‘विश्व आदिवासी दिवस’ के रूप में मनाया जायेगा. इसकी तैयारी हो रही है और कई शैक्षणिक संस्थानों में दो दिन पहले से आयोजन हो रहे हैं. झारखंड में भी तरह-तरह के कार्यक्रम होंगे. लेकिन जो छात्र या युवा समूह इन दिनों शिक्षा व्यवस्था में व्याप्त भ्रष्टाचार के खिलाफ सक्रिय हैं, उनका सरोकार ‘आदिवासी दिवस’ की मूल भावना से है? उस आंदोलन में आदिवासीयत की खिल्ली उड़ाने वाले पोस्टर भी बन रहे हैं, हेमंत सोरेन को कहा जा रहा है कि वे धुस्का खायें, घुघनी खायें, सत्तू पीयें, हो सकता है कल पोस्टर बने हड़िया पीयें.

इसका अर्थ यह कदापि नहीं कि शिक्षा जगत में व्याप्त भ्रष्टाचार को मैं कमतर गंभीर मुद्दा मानता हूं. लेकिन दिल्ली के जंतर मंतर से शिफ्ट होकर झारखंड में इस मुद्दे का मुखर होना कहीं न कहीं राजनीति से प्रेरित लगता है. भाजपा की सक्रियता, संघ परिवार की सक्रियता और संघ से जुड़े छात्र संगठन की सक्रियता इसे जंतर मंतर के आंदोलन से भिन्न बनाती है. वहां टारगेट पर थे संघी मंत्री, इसलिए संघ परिवार उस आंदोलन का विरोधी था.

झारखंड के छात्र आंदोलन की विशेषता यह भी है कि यहां धुर दक्षिणपंथी संगठनों और वामपंथी संगठनों की जुगलबंदी दिखाई दे रही है. हालांकि झारखंड के छात्र आंदोलन में दक्षिणपंथी विचारधारा प्रभावी है, इसलिए उनकी तरफ से चेतावनी दी जा रही है कि यहां वामपंथी संगठनों का ‘आजादी’ वाला नारा नहीं चलेगा. मेरी समझ यह भी है कि वामपंथी छात्र-युवा संगठन को पहले अपने मूल संगठन माले से यह भी अनुरोध करना चाहिए कि वे हेमंत सरकार से समर्थन वापस ले लें.

जंतर मंतर पर आंदोलन चलाने का लक्ष्य पूरा हुआ? एक संघी मंत्री की जगह दूसरा संघी शिक्षा मंत्री बन गया. फास्ट ट्रैक कोर्ट में तेजी से पेपर लीक के दोषियों पर मुकदमा चलाने और उन्हें पहले से बड़ी सजा व फाइन देने का कानून बन गया. हालांकि यह कानून दो वर्ष पहले से बना हुआ है, बस उसका कनविक्शन रेट 0 रहा है. क्या कॉकरोच पार्टी का लक्ष्य यह नहीं होना चाहिए कि पेपर लीक के मामले में हो रही कार्रवाई की सतत समीक्षा हो, उसमें गति आये? कम से कम उन्हें यह तो समझ में आता कि जब तक केंद्र में भाजपा की सरकार बनी हुई है, कोई भी सार्थक काम इस देश में नहीं हो सकता.

पूरा सिस्टम सड़ गया है. पिछले दस वर्षों के दौरान शैक्षणिक संस्थानों सहित तमाम संस्थानों में संघी दिमाग के लोग भर गये हैं. झारखंड की ब्यूरोक्रेसी में, तमाम महत्वपूर्ण कार्यालयों में गैर आदिवासी भरे पड़े हैं. भ्रष्टाचार चरम पर है. इसके खिलाफ गंभीर आंदोलन की जरूरत है. आंदोलन के नाम पर जो राजनीति उत्तर भारत के एकमात्र भाजपा से बचे आदिवासी राज्य झारखंड में चल रहा है, वह राजनीति से प्रेरित प्रतीत होता है.

इतना तो स्पष्ट दिखाई दे रहा है कि इस आंदोलन में आदिवासी और मूलवासी नहीं हैं. उनके लिए ज्यादा महत्वपूर्ण मुद्दा यह है कि झारखंड में डोमेसाईल नीति जल्द से जल्द बने. जेपीएससी या अन्य नौकरी की प्रतियोगी परीक्षाओं के पाठ्यक्रम में कुछ ऐसे बदलाव लाये जायें जिससे यहां के आदिवासी और मूलवासी भी सरकारी नौकरियों में जगह बना सकें. आरक्षण कोटा के बैकलॉग को भरा जाये.
