झारखंड की सांस्कृतिक पहचान मांदर को मिला GI पंजीकरण, पांच साल की कोशिश लाई रंग

गुमला: झारखंड की संस्कृति, लोक परंपरा और सामुदायिक जीवन की पहचान बन चुकी मांदर की थाप अब एक नई पहचान के साथ दर्ज हो गई है। गुमला जिला प्रशासन और मांदर निर्माण से जुड़े कारीगरों के वर्षों के प्रयास के बाद पारंपरिक लोक वाद्ययंत्र मांदर को भौगोलिक संकेतक यानी GI पंजीकरण मिल गया है। यह उपलब्धि न सिर्फ झारखंड की पारंपरिक कला के लिए महत्वपूर्ण है, बल्कि पीढ़ियों से मांदर बनाने वाले कारीगरों के हुनर को औपचारिक पहचान मिलने की दिशा में भी बड़ा कदम है।

मांदर झारखंड के लोकजीवन का अभिन्न हिस्सा रहा है। पर्व-त्योहार हों, पारंपरिक नृत्य हों या सामाजिक और सामुदायिक आयोजन, मांदर की थाप झारखंड की सांस्कृतिक पहचान को आवाज देती रही है। ऐसे में इसके GI पंजीकरण को स्थानीय परंपरा, कारीगरों के कौशल और पारंपरिक ज्ञान की पहचान के तौर पर देखा जा रहा है।

गुमला से शुरू हुई पहल, पांच साल तक चली प्रक्रिया

मांदर को GI पहचान दिलाने की पहल गुमला से शुरू हुई। इस पूरी प्रक्रिया में जिला प्रशासन, संबंधित संस्थाओं और स्थानीय कारीगरों की भूमिका रही। प्रशासन की ओर से मांदर निर्माण की पारंपरिक तकनीक, कारीगरों के कौशल, स्थानीय संसाधनों और इससे जुड़े सांस्कृतिक संदर्भों को व्यवस्थित रूप से दस्तावेजीकृत किया गया।

इस पहल में तत्कालीन उपायुक्त सुशांत गौरव की महत्वपूर्ण भूमिका रही। उन्होंने मांदर कारीगरों के बीच पहुंचकर उनके पारंपरिक हुनर और मांदर बनाने की प्रक्रिया को समझा। इसके बाद इस कला के दस्तावेजीकरण और GI पंजीकरण की प्रक्रिया को आगे बढ़ाने की दिशा में काम शुरू हुआ।

इसके बाद तत्कालीन उपायुक्त कर्ण सत्यार्थी के कार्यकाल में GI पंजीकरण से जुड़े तकनीकी और प्रक्रियात्मक कार्यों को गति मिली। आवश्यक दस्तावेज, शोध और तकनीकी प्रस्तुतीकरण के साथ प्रक्रिया को आगे बढ़ाया गया। बाद के चरणों में तत्कालीन उपायुक्त प्रेरणा दीक्षित की ओर से भी आवश्यक अनुवर्ती कार्रवाई और समन्वय किया गया।

24 सितंबर 2021 से शुरू हुई औपचारिक प्रक्रिया

मांदर के GI पंजीकरण की औपचारिक प्रक्रिया 24 सितंबर 2021 को आवेदन और प्रकरण विवरण दाखिल करने के साथ शुरू हुई। इसके बाद 18 अक्टूबर 2021 को औपचारिकता जांच प्रतिवेदन प्राप्त हुआ।

प्रक्रिया आगे बढ़ी और 30 जून 2022 को प्रथम अनुपालन जांच-2 जारी हुई। इसके बाद आवश्यक दस्तावेज और जवाब प्रस्तुत किए गए। 6 मई 2024 को अनुपालन जांच का उत्तर दिया गया, जबकि 24 जून 2024 को अतिरिक्त अनुपालन जांच के जवाब के साथ मानचित्र, प्रतीक चिह्न और अंतिम प्रतिवेदन समेत आवश्यक दस्तावेज जमा किए गए।

इसके बाद 30 जनवरी 2025 को परीक्षण प्रतिवेदन जारी हुआ। इसके जवाब में 23 जनवरी 2026 को आवेदक की ओर से उत्तर प्रस्तुत किया गया। कई चरणों की तकनीकी और दस्तावेजी प्रक्रिया पूरी होने के बाद अब मांदर को GI पंजीकरण मिल गया है।

60 कारीगरों को दिया जा चुका है प्रशिक्षण

GI पंजीकरण की प्रक्रिया के साथ मांदर निर्माण से जुड़े कारीगरों के कौशल और आजीविका को मजबूत करने पर भी काम किया गया। ग्राम जरजट्टा, रायडीह में 40 कारीगरों को मांदर निर्माण का प्रशिक्षण दिया जा चुका है। वहीं पालकोट के टेंगरिया गांव में 20 कारीगरों को प्रशिक्षण मिला है।

अब सिसई प्रखंड के लकेया गांव में अक्टूबर महीने में 20 कारीगरों को मांदर निर्माण का प्रशिक्षण देने की योजना है। इसके अलावा मांदर किसान उत्पादक कंपनी लिमिटेड, ग्राम जरजट्टा के माध्यम से कारीगरों को संगठित कर इस पारंपरिक कला को आजीविका से जोड़ने का प्रयास भी किया जा रहा है।

GI पंजीकरण से कारीगरों के लिए खुल सकते हैं नए अवसर

मांदर को GI पहचान मिलने के बाद इसकी प्रामाणिकता और विशिष्ट भौगोलिक पहचान को औपचारिक मान्यता मिली है। इससे स्थानीय कारीगरों के उत्पाद को व्यापक बाजार से जोड़ने, उनकी कला को पहचान दिलाने और पारंपरिक शिल्प को आर्थिक गतिविधियों से जोड़ने की संभावनाएं बढ़ेंगी।

अब आगे मांदर के संरक्षण और संवर्धन के साथ इसके उत्पादन, कौशल विकास, ब्रांडिंग, बाजार उपलब्धता और विपणन पर भी काम किए जाने की संभावना है। इससे पारंपरिक कला को नई पीढ़ी से जोड़ने और कारीगरों की आजीविका को मजबूत करने में मदद मिल सकती है।

जिला प्रशासन ने कारीगरों को दी बधाई

वर्तमान उपायुक्त दिलीश्वर महतो ने मांदर निर्माण से जुड़े सभी कारीगरों, संबंधित विभागों, अधिकारियों, तकनीकी टीम और इस पूरी प्रक्रिया में सहयोग करने वाले लोगों को बधाई दी। उन्होंने कहा कि यह उपलब्धि उन कारीगरों की पीढ़ियों से चली आ रही कला, मेहनत और पारंपरिक ज्ञान की पहचान है।

उन्होंने कहा कि मांदर को GI पंजीकरण मिलना झारखंड की पारंपरिक कला और संस्कृति को पहचान दिलाने की दिशा में महत्वपूर्ण उपलब्धि है। जिला प्रशासन का प्रयास रहेगा कि GI पंजीकरण के बाद मांदर से जुड़े कारीगरों के कौशल, आजीविका, उत्पादन और बाजार तक पहुंच को और मजबूत किया जाए।

गुमला से शुरू हुआ यह प्रयास अब मांदर की पारंपरिक कला को एक औपचारिक पहचान दिलाने के महत्वपूर्ण पड़ाव तक पहुंच गया है। झारखंड के लोकजीवन में वर्षों से गूंजती रही मांदर की थाप अब उसकी विशिष्ट भौगोलिक पहचान के साथ भी दर्ज हो गई है।
