साहिबगंज: जिले में लंबे समय से किसी भी सरकार ने अवैध खनन पर शिकंजा कसना मुनासिब नहीं समझा. इसलिए कई सालों से राजस्व वसूली में कभी बढ़ोत्तरी नहीं देखी गयी. पिछले साल के मई माह से अब तक ईडी की छापामारी में कई पत्थर माफियाओं पर नकेल कसा गया, तो नतीजे लक्ष्य को पार कर गया. आखिर ये ईडी का ही तो कमाल है. जिले में अभी एक हजार करोड़ के अवैध खनन की जांच ईडी कर रहा है। इस वित्तीय वर्ष 2022-23 के खत्म होने के दो माह पहले यानी जनवरी में ही जिला खनन कार्यालय राजस्व वसूली के टारगेट को पार कर चुका है। खनन कार्यालय ने टारगेट से करीब छह करोड़ रुपए अधिक राजस्व महज 10 महीने में ही वसूली की है। जिला खनन विभाग में ऐसा संभवत: पहली बार हुआ है। वित्तीय वर्ष 2022-23 में खनन कार्यालय को 147 करोड़ रुपए राजस्व वसूली का टारगेट था। चालू वित्तीय वर्ष में विभाग ने 153 करोड़ रुपए राजस्व वसूली की है। यानी कि 6 करोड़ अधिक वसूली हो गई, ये तो ईडी का ही प्रभाव माना जाएगा. वित्तीय वर्ष 2021-22 और 2020-21 में खनन कार्यालय का टारगेट पूरा नहीं हुआ था। खनन विभाग के रिकॉर्ड के मुताबिक वित्तीय वर्ष 2021-22 में 115 करोड़ के राजस्व वसूली का लक्ष्य था। विभाग 110 करोड़ रुपए राजस्व वसूली की थी।

ईडी की दहशत से पत्थर माफिया परेशान

साहिबगंज में पिछले दस माह से अवैध खनन के खिलाफ चल रहे अभियान के दौरान सैकड़ों वाहन जब्त किए गए हैं। खनन विभाग के रिकॉर्ड के मुताबिक अवैध खनन में माइनिंग एक्ट के तहत वर्ष 2022 में अबतक 125 ट्रक, हाइवा व ट्रैक्टर को जब्त किया गया है। अवैध खनन में लगे करीब 28 पोकलेन व जेसीबी को भी जब्त किया गया है। इसके अलावा साहिबगंज में पिछले वर्ष 2022 में अवैध खनन के खिलाफ सबसे अधिक केस दर्ज हुए हैं। वहीं अधिकतर मामलों में गिरफ्तारी हुई है। रिकॉर्ड के अनुसार वर्ष 2022 में जिले के विभिन्न थानों में अवैध खनन के खिलाफ माइनिंग एक्ट के तहत कुल 67 केस दर्ज हुए थे। इनमें से करीब 50 फीसदी से अधिक मामलों में अभियुक्तों को संबंधित थाना पुलिस ने गिरफ्तार कर जेल भेज चुकी है। वर्ष 2021 में कुल 47 केस दर्ज हुए थे। वर्ष 2023 के जनवरी माह में माइनिंग एक्ट के तहत पांच केस दर्ज हुए हैं। ईडी की दहशत से पत्थर माफिया परेशान जरूर हैं, क्योंकि उनके व्यवसाय को गहरा धक्का लगा है.  

पूछताछ के बावजूद डीएमओ पर ईडी की नजर

साहिबगंज के जिला खनन पदाधिकारी विभूति कुमार ने बताया कि जिले में अवैध खनन के खिलाफ लगातार कार्रवाई और जिले में स्थापित किए गए पांच चेकनाका की वजह से राजस्व संग्रहण में इजाफा हुआ है. अवैध कारोबार पर अंकुश लगा है। अवैध खनन रोकने के लिए खनन पदाधिकारी के अलावा कई पदाधिकारी और लगे हुए हैं। खनन कार्य से पूर्व में जुड़े पत्थर व्यवसाइयों ने कहा कि जिले में डीएमओ स्थानीय थाने की मिलीभगत से ही अवैध माइनिंग का सिलसिला कभी नहीं रूकता. वहीं इन्हें सरकारी संरक्षण भी प्राप्त होता है. इसका सबसे बड़ा सबूत जेल में बंद पंकज मिश्रा का नाम लिया जा सकता है. कहा जाता है कि संतालपरगना में इनके इशारे पर ही पुलिस-प्रशासन को काम करना पड़ता है. ईडी ने इसका खुलासा कर दिया है. डीएमओ से ईडी पूछताछ कर चुका है, पर अब ईडी के रडार पर हैं. साहिबगंज के डीसी और एसपी भी जांच के घेरे में आ गए हैं. बहुत जल्द एसपी को ईडी का समन मिल सकता है. इसके कारण अन्य अधिकारी सकते में हैं.
