15 लाख के स्क्रैप की सुरक्षा में खर्च हुए तीन करोड़ रुपए

डकरा : डकरा बी ब्लॉक में सीसीएल (सेंट्रल कोलफील्ड्स लिमिटेड) का लगभग 10 लाख रुपये मूल्य का स्क्रैप की सुरक्षा पर सीसीएल ने तीन करोड़ रुपये से अधिक खर्च कर दिए हैं, लेकिन इसके बावजूद वहां से लगातार स्क्रैप की चोरी हो रही है। शनिवार रात को स्क्रैप चोरी की सूचना और सीआईएसएफ (केंद्रीय औद्योगिक सुरक्षा बल) जवानों द्वारा पत्रकारों के साथ किए गए दुर्व्यवहार के कारण यह मामला फिर से चर्चा में आ गया है। सीआईएसएफ की निगरानी में यहां से लगातार हो रही चोरी के बावजूद इस खराब प्रबंधन पर किसी का ध्यान नहीं है।

पूर्व में डकरा बी ब्लॉक में करकट्टा परियोजना का वर्कशॉप बनाया गया था। 2010 में जब करकट्टा खदान को रोहिनी और पुरनाडीह में मर्ज किया गया, तब यहां रखा स्क्रैप वहीं छोड़ दिया गया। तब से इस स्क्रैप की सुरक्षा के लिए तीनों शिफ्ट में तीन सीआईएसएफ जवानों की तैनाती रहती है। एक जवान का वेतन औसतन 60 हजार रुपये महीना होता है।

इस तरह एक साल में तीन जवानों पर वेतन के रूप में सीसीएल 21 लाख 60 हजार रुपये खर्च कर रही है, जो 14 सालों में तीन करोड़ दो लाख 40 हजार रुपये हो गए हैं। जानकार बताते हैं कि इस स्क्रैप को बेचने पर अधिकतम 10 से 15 लाख रुपये ही मिल सकते हैं, और समय के साथ चोरी होने के कारण इसका मूल्य और भी घट गया है। ऐसे में इसकी सुरक्षा पर प्रति वर्ष लगभग 21.6 लाख रुपये खर्च करना वित्तीय कुप्रबंधन का स्पष्ट उदाहरण है।

स्क्रैप हटाने के नाम पर लोडिंग का प्रयास

20 दिन पहले इको पार्क में सिविल वर्क के लिए वहां पड़े स्क्रैप को हटाने के लिए सीसीएल-केडीएच से क्रेन मंगवाया गया था। जब क्रेन आया, तो उससे वहां पड़े स्क्रैप को टेलर में लदवाने के लिए कहा जाने लगा। चालक ने ऐसा करने से मना कर दिया, जिससे लाखों का स्क्रैप चोरी होने से बच गया। कई बार बैरिकेडिंग उखाड़कर भी प्रयास किया गया है।

कुप्रबंधन रहा है, लेकिन अब ऑक्शन होगा: पीओ

स्क्रैप की सुरक्षा पर इतना बड़ा खर्च करना घोर कुप्रबंधन रहा है, लेकिन अब जल्द ही इसका ऑक्शन होने वाला है। कमेटी बन गई है और रिपोर्ट बनाकर मुख्यालय भेज दी गई है। यह जानकारी डकरा पीओ अनील कुमार सिंह ने दी है।
