राजेश मुंडा ने पलामू में अवैध पत्थर उत्खनन को ले सीएम से लगाई गुहार, जांच का आदेश मिलने के बाद पत्थर माफियाओं और सरकारी अधिकारी सकते में

20 एकड़ से अधिक रैयती जमीन पर 5-6 साल से हो रहे पत्थर के अवैध उत्खनन पर सीएम सख्त, दिए जांच के आदेश,पत्थर माफियाओं में खदबदाहट, रैैैयत आदिवासी राजेश मुंडा को मैैैैनेज करने की हो रही कोशिश

पलामू : पलामू जिले में कई पत्थर माफिया स्थानीय प्रशासन से साठगांठ कर लंबे समय से अवैध रूप से पत्थर उत्खनन कार्य में लगे हुए हैं. झारखंड में बिहार से वास्ता रखनेवाले पलामू के एक पूर्व रेंजर कुमार नरेंद्र पर अपने सगे-संबंधियों को रैयती जमीन पर लीज दिलाने का आरोप है. पलामू के रामगढ़ के चैनपुर अंचल में लगभग 20 एकड़ 90 डिसमिल रैयती जमीन पर पिछले लगभग 5-6 साल से पत्थर का अवैध उत्खनन किया जा रहा है. लीजधारक बिहार के औरंगाबाद जिले की वीणा शर्मा हैं, जो पूर्व रेंजर की भावज बतायी गई हैं. आदिवासी रैयत राजेश मुंडा पिछले कई सालों से अपने पुरखों की जमीन पर हो रहे अवैध उत्खनन को रोकवा पाने में असफल रहा. राजेश मुंडा ने अपने स्तर से चैनपुर अंचल और पलामू के खनन विभाग से मिलकर सभी मूल दस्तावेज के साथ अवैध उत्खनन पर रोक लगाने की कई बार मांग की, लेकिन कहीं उनकी सुनवाई नहीं गई. पिछले 25 अप्रैल को मुख्यमंत्री चंपाई सोरेन के नाम सीएमओ कार्यालय को पत्र लिखकर राजेश मुंडा ने अपने पू्र्वजों की जमीन को कुछ पत्थर माफियाओं से मुक्त कराने की गुहार लगाई थी. लगभग दो माह बाद इस मामले में मुख्यमंत्री ने जांच का आदेश दिया है. लीजधारक पक्ष के कुछ लोग अब राजेश मुंडा को मैनेज करने में लगे हुए हैं. उन्हें फोन कर समझौता के लिए आमंत्रण किया जा रहा है, लेकिन राजेश ने किसी भी फोन का जवाब नहीं दिया है. पत्थर माफियाओं, खनन विभाग और चैनपुर अंचल कार्यालय में हड़कंप मच गया है.

अंचल कार्यालय की मिलीभगत से पत्थर खनन का लाइसेंस ले लिया

राजेश मुंडा ने बताया कि अवैध खनन उनकी रैयती जमीन पर धड़ल्ले से जारी है. जमीन उनके पिता स्व. लोकन मुंडा, ग्राम धावा, थाना, रामगढ़ की पैतृक संपत्ति है. मौजा धावा के खाता नं- 1 से लेकर 28 एवं 33, 85 एवं 86 जो, खतियान में राजेश मुंडा के पूर्वज मान सिंह मुंडा वगैरह के नाम से दर्ज है. राजेश मुंडा ने बताया कि उनकी जमीन पर मेसर्स सीता राम मिनरल, प्रो. वीणा शर्मा के नाम का बोर्ड लगा हुआ है, जिसमें कुल रकबा 9 एकड़ दर्शाया गया है. वहीं दूसरी तरफ मेसर्स जय मां दुर्गा क्रेशर, प्रो. लालमुनि प्रसाद, लाइसेंस नं-जे041114098, मौजा धावा, थाना रामगढ़, प्लॉट नं-10,14, खाता नं-11,02 क्षेत्र- 2 एकड़ और अवधि 2019 से….लिखा बोर्ड लगा हुआ है. राजेश मुंडा का कहना है कि लीजधारकों ने बगैर हमसे संपर्क किए खनन विभाग और चैनपुर अंचल कार्यालय की मिलीभगत से गैरकानूनी रूप से पत्थर खनन का लाइसेंस ले लिया है. राजेश मुंडा ने बताया कि खाता नं-33, प्लॉट नं-9 पर लीज ली गई है, लेकिन 5 एकड़ पर उत्खनन किया जा रहा है. राजेश की रैयती जमीन का पंजी-2 में दर्ज है और हर साल रसीद भी कटवा रहा है. अंचल कार्यालय में सारे दस्तावेज दिखाने के बावजूद न्याय नहीं मिला है.

उत्खनन कर ग्रामीण मार्ग और पहाड़ों को भी काट दिया गया

राजेश मुंडा ने मुख्यमंत्री को लिखे पत्र में कहा है कि खाता नं- 33, प्लॉट नं-09, रकबा 09 एकड़ पलामू खनन कार्यालय के राजस्व कर्मचारी एवं पदाधिकारी को प्रलोभन देकर पत्थर खनन अपने नाम से निर्गत करवा लिया है. जमीन पर अवैध तरीके से ग्रामीण मार्ग और पहाड़ों को भी काट दिया गया है. इस संबंध में पूछताछ करने पर राजेश को जान से मारने की धमकी दी जाती है. उन्होंने बताया कि कंपनी के केयरटेकर औरंगाबाद निवासी प्रमोद सिंह ने उस प्लॉट पर जेसीबी मशीन से पत्थर उत्खनन करता है और क्रेशर भी लगा लिया है. इसमें मुख्य भूमिका चैनपुर निवासी लालमुनि प्रसाद पत्थरों का उत्खनन कर उन्हें बेचा जा रहा है. राजेश मुंडा ने बताया कि कुमार नरेंद्र रेंजर रहते हुए अपनी भावज वीणा शर्मा के नाम से लीज का लाइसेंस दिलवा दिया है. कुछ साल पहले वे सेवानिवृत हुए हैं. राजेश मुंडा ने कहा है कि पलामू से सटे बिहार के कई पत्थर माफिया पत्थर उत्खनन कर बिहार, यूपी और छत्तीसगढ़ में भेज रहे हैं, करोड़ों की उगाही हो रही है और झारखंड के राजस्व की हानि हो रही है, लेकिन जिला प्रशासन मौन धारण किये हुए है.
