In a significant development, Delhi Police’s Special Cell has uncovered a terror module linked to Al-Qaeda in the Indian Subcontinent (AQIS), leading to the arrest of Dr. Ishtiaq, a radiologist based in Ranchi. Dr. Ishtiaq, who is accused of being a key figure in this network, had allegedly established a widespread influence, extending his reach from urban areas to remote villages. His network reportedly involved brainwashing young men and assigning them tasks related to jihad.
Madrasas and Recruitment Tactics
Dr. Ishtiaq’s operations were far-reaching. He reportedly operated a nursing home named “Medicana” in Chanho, a small town near Ranchi, which he used as a front to recruit young, impressionable men. Under the guise of offering medical services, he would indoctrinate these individuals with extremist ideologies. Sources reveal that Ishtiaq had also set up a madrasa in Chatwal, where he would summon these youths after indoctrinating them at his nursing home.
Once these recruits were sufficiently radicalized, they were assigned specific tasks within the AQIS module. Investigations suggest that at least 25 individuals were associated with this module, out of which 15 were deeply involved and had already been given roles to play in the terror network.
Brainwashing and Radicalization
Authorities have disclosed that Dr. Ishtiaq played a central role in the radicalization process. He reportedly assigned one of his close associates, a madrasa operator, the responsibility of brainwashing young recruits. This process involved exposing them to extremist content, including videos, audios, and printed materials, all aimed at cultivating a jihadi mindset.
The recruits would be shown videos that glorified extremist ideologies and encouraged acts of violence. After viewing these materials, they were summoned to the madrasa, where further indoctrination took place. Only those who demonstrated full commitment to the cause were selected for advanced training, which included handling weapons.
Illegal Practices and Health Department Violations
Dr. Ishtiaq’s operations also involved several legal violations. Under the PCPNDT Act, a doctor is only permitted to register as a radiologist in one district. However, Ishtiaq was illegally registered in multiple locations, including Ranchi and Hazaribagh, where he worked at Ideal Pathology. This breach of regulations came to light following his arrest, prompting the health department to act swiftly.
As soon as Dr. Ishtiaq’s arrest for involvement in terrorist activities was confirmed, the Ranchi Civil Surgeon moved to cancel his registration as a radiologist. Additionally, efforts were made to erase his name from official records and replace him with another doctor. Upon discovering this, the Civil Surgeon, with the assistance of a magistrate, sealed the ultrasound unit at Medicana Nursing Home.
License Revoked and Premises Sealed
In response to the revelations of Dr. Ishtiaq’s involvement in terrorist activities, the Ranchi Civil Surgeon has revoked the registration of Medicana Nursing Home. Furthermore, the Hazaribagh Civil Surgeon has sealed the ultrasound facility at Ideal Pathology, where Ishtiaq was also registered.
This case has sent shockwaves through the region, raising concerns about the extent of radicalization efforts and the exploitation of medical facilities for such nefarious purposes. The investigation is ongoing, with authorities continuing to probe the full extent of the AQIS network in India and the roles played by individuals like Dr. Ishtiaq in furthering its agenda.
