2025 गणतंत्र दिवस परेड के लिए सरपंचों को विशेष अतिथि के रूप में आमंत्रित करने हेतु पंचायतों के बीच प्रतियोगिता का आयोजन

गुमला : भारत सरकार ने 2025 गणतंत्र दिवस परेड में सरपंचों को विशेष अतिथि के रूप में सम्मानित करने हेतु एक विशेष प्रतियोगिता का आयोजन करने का निर्णय लिया है। इस प्रतियोगिता का उद्देश्य पंचायतों में विभिन्न सरकारी योजनाओं के सफल कार्यान्वयन और संतृप्ति (सैचुरेशन) को बढ़ावा देना है।

प्रतियोगिता के प्रमुख बिंदु निम्नलिखित हैं:

1. प्रतियोगिता का उद्देश्य: पंचायत स्तर पर सरकारी योजनाओं के संतृप्ति लक्ष्य को प्राप्त करने वाले सरपंचों को पहचान प्रदान करना और उन्हें 2025 गणतंत्र दिवस समारोह में विशेष अतिथि के रूप में सम्मानित करना।

2. चयन प्रक्रिया: पंचायतों का चयन निम्नलिखित 10 प्रमुख सरकारी योजनाओं के तहत प्रदर्शन के आधार पर किया जाएगा:
– हर घर जल योजना
– प्रधानमंत्री आवास योजना (ग्रामीण)
– मिशन इंद्रधनुष
– प्रधानमंत्री जन आरोग्य योजना (आयुष्मान भारत)
– प्रधानमंत्री उज्ज्वला योजना
– प्रधानमंत्री मातृ वंदना योजना
– पीएम विश्वकर्मा योजना
– पीएम मुद्रा योजना
– प्रधानमंत्री पोषण योजना
– किसान क्रेडिट कार्ड योजना (कृषि, पशुपालन और मत्स्य पालन)

3. संतृप्ति का मापदंड: पंचायत क्षेत्र में कुल पात्र लाभार्थियों में से 90% या उससे अधिक को योजना का लाभ पहुंचाने पर उसे संतृप्ति (सैचुरेशन) माना जाएगा। पंचायतें जिन्होंने कम से कम 6 योजनाओं में संतृप्ति प्राप्त की है, उन्हें जिला स्तर पर भाग लेने के लिए पात्र माना जाएगा। अधिकतम योजनाओं में संतृप्ति प्राप्त करने वाली पंचायतों को उच्च प्राथमिकता दी जाएगी।

4. जिला मूल्यांकन समिति का गठन: प्रत्येक जिले में एक जिला मूल्यांकन समिति का गठन किया जाएगा, जिसकी अध्यक्षता जिला कलेक्टर/जिला मजिस्ट्रेट (DC/DM) करेंगे। इस समिति में ज़िला परिषद के सीईओ, पंचायत राज अधिकारी, पीडी, डीआरडीए और संबंधित योजनाओं के लाइन विभाग के अधिकारी शामिल होंगे।

5. स्थानीय पहलों का मूल्यांकन: स्थानीय पहलों, नवाचारों और सामुदायिक सहभागिता को 20% अतिरिक्त भार के रूप में मूल्यांकन में जोड़ा जाएगा। यह विशेष रूप से उन पंचायतों के लिए लागू होगा जिन्होंने अपनी क्षेत्रीय आवश्यकताओं के अनुसार योजना कार्यान्वयन में विशेष प्रयास किए हैं।

6. अंतिम चयन प्रक्रिया: पंचायतों का मूल्यांकन करते हुए, प्रत्येक जिले से दो सर्वश्रेष्ठ प्रदर्शन करने वाली पंचायतों को शॉर्टलिस्ट किया जाएगा। पंचायतों द्वारा योजनाओं में प्राप्त संतृप्ति का मापदंड 30 नवंबर, 2024 तक का होगा।

7. मंत्रालय को जानकारी: जिला कलेक्टर/जिला मजिस्ट्रेट द्वारा शॉर्टलिस्ट की गई पंचायतों की जानकारी पंचायत राज मंत्रालय को भेजी जाएगी। अंतिम निर्णय मंत्रालय द्वारा लिया जाएगा, और चयनित सरपंचों को गणतंत्र दिवस समारोह 2025 में विशेष अतिथि के रूप में आमंत्रित किया जाएगा।

इस पहल का उद्देश्य पंचायतों के उत्कृष्ट कार्य को प्रोत्साहित करना और उन्हें राष्ट्रीय स्तर पर मान्यता प्रदान करना है।
