गोगो दीदी योजना के फॉर्म भरवाने को लेकर सत्तापक्ष-विपक्ष में सोशल मीडिया पर जुबानी जंग छिड़ी, सीएम ने दिए कार्रवाई के निर्देश,ECI पर भी साधा निशाना

झामुमो के एक्स पर पोस्ट का जवाब झारखंड भाजपा के चुनाव सह प्रभारी हिमांता बिस्व सरमा ने दिया…चुनाव आयोग की आदर्श आचार संहिता चुनाव अधिसूचना जारी होने की तिथि से प्रभाव में आती है. अधिसूचना जारी होने तक प्रत्येक राजनीतिक दल को अपने कार्यक्रम संचालित करने का अधिकार है.

रांचीः भाजपा की गोगो दीदी योजना के फॉर्म भरवाने को लेकर सत्तापक्ष-विपक्ष में सोशल मीडिया पर जुबानी जंग छिड़ गई है. झारखंड विधानसभा चुनाव से पहले केंद्रीय चुनाव आयोग सत्तापक्ष के निशाने पर आ गया है. झामुमो ने तो चुनाव आयोग को केचुआ तक की संज्ञा दे दी है. झामुमो ने एक्स पर प्रेसनोट को जारी करते हुए पोस्ट में लिखा है कि ‘भाजपा लगातार @ECISVEEP के नियमों की धज्जियां उड़ा रही है और चुनाव कमीशन सो रहा है. पोस्ट पर सवाल उठाया गया है कि भाजपा को नियम तोड़ने की विशेष छूट मिली है क्या’. चुनाव आयोग कहता है कि किसी भी तरह का फॉर्म नहीं भरवाया जा सकता है पर भाजपा के नेता, दल बदलू लगातार इसकी धज्जियां उड़ा रहे हैं और केचुआ शांत है. मुख्यमंत्री संज्ञान लें अन्यथा इंडिया गठबंधन भी अब ऐसे हथकंडे को बाध्य हो जाएगा. इस पोस्ट के बाद भाजपा की ओर से तीखी प्रतिक्रिया आयी है.

सीएम के निर्देश के बाद सबसे पहले रांची डीसी एक्शन में आए

विवाद की जड़ में हेमंत सरकार की मंईयां सम्मान योजना, जिसके जरिए महिलाओं के खाते में हर माह 1 हजार रु. जा रहा है. इस बीच भाजपा ने घोषणा की है कि अगर उसकी सरकार बनी तो गोगो-दीदी योजना के तहत महिलाओं को हर माह 2100 रु. दिए जाएंगे. इसके लिए रजिस्ट्रेशन की भी प्रक्रिया चल रही है. इसपर झामुमो को सख्त आपत्ति है. झामुमो के इस पोस्ट को री-पोस्ट करते हुए सीएम हेमंत सोरेन ने सभी उपायुक्तों को निर्देश दिया है कि @ECISVEEP के सभी नियमों का सख्ती से पालन हो. झारखंड में किसी को के.चु.आ. के नियमों को तोड़ने की आजादी नहीं है. सभी उपायुक्त दोषियों पर कड़ी कार्रवाई करें और सुसंगत धाराओं में मुकदमा कायम करते हुए सूचना दें. सीएम के इस पोस्ट पर सबसे पहले रांची के उपायुक्त ने अपने पोस्ट में लिखा है कि आदरणीय के निर्देश का संज्ञान लेते हुए त्वरित कार्रवाई सुनिश्चित करने हेतु संबंधित लोगों को निर्देशित किया गया है.

सीएम के इस री-पोस्ट के बाद भाजपा भड़क गई है. झामुमो के एक्स पर पोस्ट का जवाब झारखंड भाजपा के चुनाव सह प्रभारी हिमांता बिस्व सरमा ने कहा है कि चुनाव आयोग की आदर्श आचार संहिता चुनाव अधिसूचना जारी होने की तिथि से प्रभाव में आती है. अधिसूचना जारी होने तक प्रत्येक राजनीतिक दल को अपने कार्यक्रम संचालित करने का अधिकार है. जब तक हम किसी नियम या संवैधानिक प्रावधान का उल्लंघन नहीं कर रहे हैं, हमारी गतिविधियों में किसी भी प्रकार का हस्तक्षेप अवैध माना जाएगा. इस संबंध में बाबूलाल मरांडी और नेता प्रतिपक्ष अमर बाउरी ने भी ट्वीट किये हैं। बाबूलाल मरांडी ने तीखी प्रतिक्रिया व्यक्त करते हुए कहा है कि गोगो दीदी योजना के अंतर्गत महिलाओं के बैंक खातों में सरकार बनने के तुरंत बाद 2100 रुपए प्रतिमाह भेजे जाएंगे। इसके लिए भाजपा कार्यकर्ता सक्रिय रूप से फॉर्म भरवा रहे हैं. लेकिन हेमंत सरकार भाजपा कार्यकर्ताओं को झूठे मुकदमों में फंसाया जा रहा है. श्री मरांडी ने कहा है कि मैं खुद भी स्वयं आप लोगों के साथ मिलकर अपनी माताओं-बहनों के लिए गोगो दीदी योजना का फॉर्म भरवाऊंगा.

अमर बाउरी ने ऑफिसरों को चेताया…भविष्य की परेशानियों से बचें…!

इधर, नेता प्रतिपक्ष अमर बाउरी ने कहा कि अभी अगर बांग्लादेशियों को किसी योजना का लाभ देना होता तो हेमंत जी समर्थन में सबसे आगे खड़े होते। उन्होंने राज्य के वैसे पदाधिकारियों को चेताया कि समय बदलेगा, परिस्थितियों बदलेंगी, ऐसा कोई कार्य न करें कि आप पर एक राजनीतिक दल का कार्यकर्ता होने का ठप्पा लग जाए और भविष्य में परेशानियां खड़ी हो। कहा कि यह नियम आचार संहिता लगने के बाद की है. आचार संहिता लगने के पूर्व अगर कोई राजनीतिक दल अपने वादों को लेकर राज्य की जनता के समक्ष जाता है तो उसमें क्या समस्या है? समस्या सिर्फ वैसे लोगों को है जिनकी जमीन खिसक चुकी है।

आखिर क्या है चुनाव आयोग का प्रेसनोट…?

2 मई 2024 को जारी प्रेसनोट के जरिए चुनाव आयोग ने कहा था कि ‘राजनीतिक दलों और उम्मीदवारों द्वारा अपनी प्रस्तावित लाभार्थी योजना के लिए विभिन्न सर्वेक्षणों की आड़ में मतदाताओं के विवरण मांगने को गंभीरता से लिया है. इसे लोक अधिनियम, 1951 की धारा 123 (1) के तहत रिश्वतखोरी का भ्रष्ट आचरण माना है. इसमें उल्लेख किया गया है कि कुछ राजनीतिक दल और उम्मीदवार ऐसी गतिविधियों में लगे हुए हैं जो वैध सर्वेक्षणों और चुनाव के बाद लाभार्थी उन्मुख योजनाओं के लिए व्यक्तियों को पंजीकृत करने के पक्षपातपूर्ण प्रयासों के बीच की रेखाओं को धुंधला करते हैं’. आयोग ने सभी राजनीतिक दलों को सलाह दी है कि वे किसी भी गतिविधि को तुरंत बंद कर दें और उससे दूर रहें, जिसमें किसी भी विज्ञापन और सर्वेक्षण के माध्यम से चुनाव के बाद लाभार्थी उन्मुख योजनाओं के लिए व्यक्तियों का पंजीकरण शामिल हो. आयोग ने सभी जिला निर्वाचन अधिकारियों को रिप्रजेंटेशन ऑफ पीपुल्स एक्ट की धारा 127A, 123(1) के वैधानिक प्रावधानों के तहत ऐसे किसी भी विज्ञापन के खिलाफ उचित कार्रवाई करने का निर्देश दिया था.
