गुमला में विधानसभा चुनाव 2024 की मतगणना: सख्त सुरक्षा और निषेधाज्ञा लागू

गुमला – भारत निर्वाचन आयोग के निर्देशानुसार, गुमला जिले में विधानसभा आम चुनाव 2024 की मतगणना 23 नवंबर 2024 को आयोजित की जाएगी। मतगणना केंद्र पॉलीटेक्निक कॉलेज, चण्डाली में स्थापित किया गया है, जहां चुनाव प्रक्रिया के शांतिपूर्ण संचालन के लिए सुरक्षा के कड़े इंतजाम किए गए हैं।

जिले में 25 नवंबर 2024 तक आदर्श आचार संहिता लागू रहेगी। मतगणना के दौरान अनुमंडल दंडाधिकारी राजीव नीरज द्वारा निषेधाज्ञा जारी की गई है, जिसमें गुमला शहरी क्षेत्र और मतगणना केंद्र के आसपास सख्त दिशा-निर्देश दिए गए हैं।

मतगणना के लिए लागू दिशा-निर्देश

1. घातक हथियार और विस्फोटक सामग्री पर प्रतिबंध
मतगणना केंद्र के आसपास किसी भी प्रकार के घातक हथियार, आग्नेयास्त्र, या विस्फोटक सामग्री ले जाने पर प्रतिबंध रहेगा। यहां तक कि लाइसेंसधारी व्यक्तियों पर भी यह प्रतिबंध लागू होगा।

• अपवाद: सरकारी अधिकारी, पुलिस बल, और पारंपरिक तरीके से खुखरी या कृपाण धारण करने वाले सिख और नेपाली नागरिक।

2. फेक न्यूज और भ्रामक जानकारी का प्रसार वर्जित
सोशल मीडिया और अन्य प्लेटफार्म्स (जैसे व्हाट्सएप, फेसबुक, ट्विटर) पर फेक न्यूज, भ्रामक मैसेज या फोटो प्रसारित करना सख्त मना है। यह निर्देश किसी भी तरह के साम्प्रदायिक तनाव या गलत जानकारी के प्रसार को रोकने के लिए लागू किया गया है।

3. धार्मिक और जातिगत भावनाओं का सम्मान
चुनाव प्रक्रिया के दौरान कोई भी कार्य, बयान या प्रचार ऐसा नहीं होना चाहिए, जो किसी धर्म, जाति या समुदाय की भावनाओं को ठेस पहुंचाए। इससे सामाजिक सद्भाव बनाए रखने में मदद मिलेगी।

4. मिथ्या समाचार और चरित्र हनन पर रोक
किसी भी उम्मीदवार के निजी आचरण, चरित्र, या उम्मीदवारी पर मिथ्या समाचार या कथन प्रकाशित करना सख्त मना है। इससे निष्पक्ष और स्वस्थ चुनाव प्रक्रिया सुनिश्चित की जाएगी।

मतगणना केंद्र पर त्रिस्तरीय सुरक्षा व्यवस्था

1. प्राथमिक सुरक्षा घेरा

• मतगणना परिसर के 100 मीटर के दायरे में कोई भी वाहन प्रवेश नहीं कर सकेगा।
• सभी व्यक्तियों की पहचान और सत्यापन प्रवेश स्तर पर ही किया जाएगा।
• इस घेरे में केवल अधिकृत उम्मीदवार, गणना अभिकर्ता, और चुनाव अधिकारी प्रवेश कर सकेंगे।

2. द्वितीय सुरक्षा घेरा

• यह घेरा मतगणना केंद्र के गेट पर स्थापित किया जाएगा।
• सुनिश्चित किया जाएगा कि ज्वलनशील वस्तुएं, माचिस, या अन्य प्रतिबंधित वस्तुएं केंद्र में प्रवेश न करें।
• इलेक्ट्रॉनिक उपकरण (जैसे मोबाइल, लैपटॉप, या रिकॉर्डिंग उपकरण) केंद्र के अंदर ले जाना वर्जित होगा।

3. तृतीय सुरक्षा घेरा

• यह सुरक्षा स्तर मतगणना हॉल के प्रवेश द्वार पर लागू होगा।
• सभी व्यक्तियों की तलाशी ली जाएगी।
• बिना फोटो पहचान पत्र के किसी को भी प्रवेश की अनुमति नहीं दी जाएगी।

निषेधाज्ञा का पालन क्यों जरूरी है?

1. शांतिपूर्ण चुनाव प्रक्रिया
मतगणना के दौरान निषेधाज्ञा लागू करने का मुख्य उद्देश्य चुनाव प्रक्रिया को शांतिपूर्ण और निष्पक्ष बनाना है।

2. साम्प्रदायिक तनाव से बचाव
फेक न्यूज और भ्रामक जानकारी के प्रसार पर रोक से साम्प्रदायिक सौहार्द बनाए रखना सुनिश्चित किया गया है।

3. सुरक्षा सुनिश्चित करना
त्रिस्तरीय सुरक्षा व्यवस्था से यह सुनिश्चित किया जाएगा कि मतगणना केंद्र पर कोई अप्रिय घटना न हो।

प्रशासन और पुलिस की भूमिका

गुमला प्रशासन और पुलिस ने यह सुनिश्चित करने के लिए सख्त कदम उठाए हैं कि कोई भी व्यक्ति मतगणना प्रक्रिया को बाधित न कर सके। मतगणना केंद्र पर दंडाधिकारियों की नियुक्ति की गई है, और सुरक्षा बल हर समय तैनात रहेंगे।

प्रशासन का बयान:
अनुमंडल दंडाधिकारी राजीव नीरज ने कहा, “यह निषेधाज्ञा सभी नागरिकों के हित में लागू की गई है। नियमों का पालन करना प्रत्येक नागरिक की जिम्मेदारी है।”
