हेमलाल मुर्मू ने बाबूलाल से किया सवाल…भाजपा के यह कहने से नहीं चलेगा कि अल्पसंख्यकों की जनसंख्या बढ़ रही है। वह बताए कि एसटी की जनसंख्या घट रही थी तो केंद्र क्या कर रहा था? क्या भाजपा परिसीमन के लिए तैयार है?
रांची : झारखंड विधानसभा में मंगलवार को सदन में परिसीमन का मुद्दा उठाए जाने के बाद पक्ष और विपक्ष के सदस्य आपस में उलझ पड़े। लगभग एक घंटे तक परिसीमन का मुद्दा सदन में छाया रहा।
सत्तापक्ष जहां परिसीमन के बाद राज्य में आदिवासियों के लिए सुरक्षित लोकसभा और विधानसभा सीटों की संख्या नहीं घटाने पर जोर दे रहे थे, वहीं विपक्ष आदिवासियों की जनसंख्या क्यों कम हो रही, इसका पता लगाने के लिए एनआरसी लागू करने की दिशा में सरकार को आगे बढ़ने का सलाह दे रही थी।
एससी-एसटी ओबीसी कल्याण मंत्री चमरा लिंडा का कहना था कि आदिवासियों के के सामने सबसे बड़ा अस्तित्व का संकट है। डोमिसाइल, आरक्षण, सीएनटी-एसपीटी, सरना धर्म कोड के बाद झारखंड के अनसुलझे मुद्दों में परिसीमन भी शामिल होने जा रहा है।
उन्होंने कहा कि 2008 में हुए परिसीमन में एसटी के लिए सुरक्षित सीटों की संख्या में छह की कमी की जा रही थी। हालांकि उस समय तत्कालीन प्रधानमंत्री मनमोहन सिंह, राष्ट्रपति प्रणव मुखर्जी और सोनिया गांधी के हस्तक्षेप से झारखंड में परिसीमन को स्थगित कर दिया गया।
लेकिन राज्य में एक बार फिर परिसीमन लागू करने की कोशिश हो रही है। इसमें किसी भी कीमत पर आदिवासियों के लिए सुरक्षित लोकसभा और विधानसभा की सीटों की संख्या में कमी नहीं आनी चाहिए।
परिसीमन करते समय जनसंख्या को आधार नहीं बनाया जाना चाहिए। क्योंकि परिसीमन आयोग की नियमावली में कहीं भी जनसंख्या को आधार बनाने की बात नहीं कही गयी है।
बाबूलाल ने एसटी की जनसंख्या घटने और मुसलमानों के बढ़ने पर चिंता जतायी
इसमें मामले प्रतिपक्ष के नेता बाबूलाल मरांडी ने सवाल उठाया कि एसटी की जनसंख्या क्यों घट रही है? और मुसलमानों की जनसंख्या क्यों बढ़ रही है? श्री मरांडी ने कहा कि राज्य सरकार झारखंड में एनआरसी लागू करने का प्रस्ताव दे, सब कुछ स्पष्ट हो जाएगा कि जनसंख्या में कमी और बढ़ोतरी का कारण क्या है। उन्होंने कहा कि एसटी की सीटें नहीं घटे, इसके लिए वे भी चिंतित हैं। लेकिन जनसंख्या में हो रही कमी का दूरगामी प्रभाव पड़ेगा।
झामुमो विधायक हेमलाल मुर्मू ने कहा कि परिसीमन राज्य के लिए बड़ा मुद्दा है। पिछली बार वह आयोग के मेंबर भी थे। बाद में उन्होंने इस्तीफा दे दिया था। भाजपा के यह कहने से नहीं चलेगा कि अल्पसंख्यकों की जनसंख्या बढ़ रही है। वह बताए कि एसटी जनसंख्या घट रही थी तो केंद्र क्या कर रहा था। क्या भाजपा परिसीमन के लिए तैयार है।
हेमलाल जी आनेवाले दिनों में आप एमएलए नहीं बन पाएंगे: बाबूलाल
बाबूलाल ने हेमलाल मुर्मू के सवालों का जवाब देते हुए कहा कि संथालपरगना में 17-18 फीसदी तक मुसलमानों की जनसंख्या में वृद्धि हुई है। हेमलाल जी आनेवाले दिनों में आप एमएलए नहीं बन पाएंगे। संथालपरगना में बाहर से आये बांग्लादेशियों द्वारा आदिवासी लड़कियों से शादी की जा रही है। शादी करनेवाले ऐसे 20-25 परिवार हैं जो मुखिया बने बैठे हैं।
वहीं 2000 में ओबीसी का आरक्षण 27 से 14 फीसदी किए जाने के नगर विकास मंत्री सुदिव्य कुमार सोनू के आरोप पर बाबूलाल मरांडी का कहना था कि अलग राज्य बनने के बाद बिहार में एसटी को दो फीसदी आरक्षण दिया गया।
झारखंड में एसटी को 26 फीसदी और जनसंख्या के हिसाब से एससी को 10 फीसदी। 50 फीसदी के दायरे में शेष 14 फीसदी आरक्षण ओबीसी को दिया गया। दस्तावेज को देख कर इसकी तथ्यात्मक जानकारी ली जा सकती है।
उन्होंने तो राज्य में 73 फीसदी आरक्षण दिये जाने का फैसला किया था। उसमें एसटी के अलावा ओबीसी का आरक्षण बढ़ा कर 26 फीसदी किया गया था। लेकिन कोर्ट ने उस पर रोक लगा दी।
कांग्रेस के वरिष्ठ विधायक रामेश्वर उरांव ने परिसीमन की परिभाषा को स्पष्ट करते हुए बताया कि अगर जनसंख्या के आधार पर परिसीमन होगा तो, एसटी सीटें घटेंगी। इसलिए यह भी प्रयास होना चाहिए कि सीटों की संख्या बढ़े और उसमें एसटी की सीटें भी बढ़ायी जाए।
स्वास्थ्य मंत्री डॉ इरफान अंसारी भी चुप नहीं बैठे। उन्होंने कहा कि वह परिसीमन को लागू नहीं होने देंगे। आदिवासियों के लिए सुरक्षित सीटों की संख्या में कमी नहीं आने देंगे।
