गुमला, 02 अप्रैल 2025: राष्ट्रीय अल्पसंख्यक शैक्षणिक संस्था आयोग, भारत सरकार के कार्यकारी अध्यक्ष प्रो. डॉ. शाहिद अख्तर ने गुमला जिले के अल्पसंख्यक शिक्षण संस्थानों के प्रतिनिधियों के साथ एक अहम बैठक की। यह बैठक स्थानीय सर्किट हाउस सभागार में आयोजित की गई, जिसमें उप विकास आयुक्त दिलेश्वर महतो, जिला शिक्षा पदाधिकारी कविता खलखो, बीपीओ दिलदार सिंह, विभिन्न अल्पसंख्यक विद्यालयों के प्रधानाध्यापक, प्रबंधन समिति के सदस्य एवं अल्पसंख्यक समुदाय के प्रतिनिधि शामिल हुए।
डॉ. शाहिद अख्तर की भूमिका और आयोग का कार्यक्षेत्र
डॉ. शाहिद अख्तर, जो मूल रूप से झारखंड के निवासी हैं, शिक्षाविद के रूप में प्रतिष्ठित हैं। वे रांची विश्वविद्यालय में मैनेजमेंट के लेक्चरर, झारखंड राज्य अल्पसंख्यक आयोग के पूर्व अध्यक्ष, राष्ट्रीय उर्दू भाषा विकास परिषद के उपाध्यक्ष एवं राष्ट्रीय मुस्लिम मंच के राष्ट्रीय संयोजक के रूप में कार्य कर चुके हैं। वर्तमान में वे जामिया मिलिया इस्लामिया में प्रोफेसर हैं और भारत सरकार द्वारा उन्हें राष्ट्रीय अल्पसंख्यक शैक्षणिक संस्था आयोग का कार्यकारी अध्यक्ष नियुक्त किया गया है।
बैठक में उन्होंने बताया कि 2004 में केंद्र सरकार द्वारा इस आयोग की स्थापना की गई थी, जिसका उद्देश्य अल्पसंख्यकों को अपनी पसंद के शैक्षणिक संस्थान स्थापित करने और संचालित करने के अधिकारों की रक्षा करना है। यह आयोग सिविल न्यायालय की शक्तियों से संपन्न है और अल्पसंख्यक शैक्षणिक संस्थानों से संबंधित मामलों में अंतिम निर्णय लेने का अधिकार रखता है।
बैठक में उठाए गए प्रमुख मुद्दे
बैठक की शुरुआत में डॉ. शाहिद अख्तर ने आयोग के कार्यकलापों की जानकारी देते हुए अल्पसंख्यक शिक्षण संस्थानों की समस्याओं को सुना। उन्होंने कहा कि शिक्षा ही देश को नई दिशा देने का प्रमुख साधन है और इसके लिए सभी समुदायों को मिलकर प्रयास करना होगा। उनका मुख्य उद्देश्य सरकार और अल्पसंख्यक संस्थानों के बीच समन्वय स्थापित करना है।
उन्होंने विकसित भारत और सांस्कृतिक विरासत के संरक्षण पर बल देते हुए कहा कि जनजातीय भाषाओं सहित अल्पसंख्यक भाषाओं के संरक्षण की दिशा में प्रयास किए जाने चाहिए। उन्होंने यह भी स्पष्ट किया कि भारत में मुस्लिम, सिख, ईसाई, बौद्ध, पारसी और जैन समुदायों को अपने शिक्षण संस्थान स्थापित करने का मौलिक अधिकार प्राप्त है, और आयोग उनकी सहायता करने के लिए तत्पर है।
अल्पसंख्यक विद्यालयों की समस्याओं पर चर्चा
डॉ. शाहिद अख्तर ने बैठक में उपस्थित अल्पसंख्यक विद्यालयों के प्रतिनिधियों से उनकी समस्याओं को विस्तार से जाना। उन्होंने संबंधित अधिकारियों को निर्देश दिया कि इन समस्याओं का जल्द से जल्द समाधान किया जाए। उन्होंने नई शिक्षा नीति (NEP) 2020 को लेकर भी चर्चा की और सभी शिक्षण संस्थानों से इसे लागू करने की अपील की।
छात्रवृत्ति और शैक्षणिक सुविधाओं पर जोर देते हुए उन्होंने अल्पसंख्यक विद्यालयों को योग्य छात्रों के लिए स्कॉलरशिप और अन्य सरकारी योजनाओं का लाभ उठाने की सलाह दी। उन्होंने कहा कि विद्यालयों को अपने स्तर पर प्रयास कर जरूरतमंद छात्रों को अधिकतम लाभ पहुंचाना चाहिए।
जिले में अल्पसंख्यक शिक्षण संस्थानों की स्थिति
जिला शिक्षा पदाधिकारी कविता खलखो ने बैठक के दौरान जिले में संचालित अल्पसंख्यक शिक्षण संस्थानों के बारे में विस्तृत जानकारी दी:
- जिले में 221 सरकारी सहायता प्राप्त प्राथमिक विद्यालय कार्यरत हैं, जिनमें 804 स्वीकृत पद हैं, परंतु केवल 675 शिक्षक कार्यरत हैं। इन विद्यालयों में 23,225 विद्यार्थी पढ़ाई कर रहे हैं।
- 18 सहायता प्राप्त अल्पसंख्यक उच्च विद्यालयों में 293 स्वीकृत पद हैं, जिनमें 246 शिक्षक कार्यरत हैं। इन विद्यालयों में 11,313 विद्यार्थी अध्ययनरत हैं।
- जिले में एक स्वीकृत मदरसा फैज-ए-आम भी संचालित है।
डॉ. शाहिद अख्तर ने जिला प्रशासन को मासिक प्रगति समीक्षा के माध्यम से अगले छह महीनों में रिक्त पदों को भरने के निर्देश दिए।
सामाजिक जिम्मेदारी पर जोर
डॉ. अख्तर ने अल्पसंख्यक शिक्षण संस्थानों को सामाजिक उत्तरदायित्व निभाने की सलाह दी। उन्होंने कहा कि संस्थानों को अपने आसपास के क्षेत्र में ऐसे बच्चों की पहचान करनी चाहिए, जो गरीबी के कारण शिक्षा से वंचित हैं, और उन्हें निःशुल्क पढ़ाने की व्यवस्था करनी चाहिए। उन्होंने यह भी कहा कि हालांकि शिक्षा का अधिकार (RTE) कानून अल्पसंख्यक स्कूलों पर लागू नहीं होता, लेकिन सामाजिक दायित्व के तहत संस्थानों को पहल करनी चाहिए।
अल्पसंख्यक विद्यालयों के प्रधानाध्यापकों और प्रबंधन समिति के प्रतिनिधियों को नई शिक्षा नीति के अनुरूप छात्रों को शिक्षित करने के लिए निर्देशित किया गया।
बैठक में प्रमुख शिक्षण संस्थानों की भागीदारी
इस अवसर पर संत इग्नेशियस उच्च विद्यालय, उर्सुलाइन कॉन्वेंट, लूथरान विद्यालय, संत पैट्रिक विद्यालय, जय किसान उच्च विद्यालय सहित विभिन्न अल्पसंख्यक शिक्षण संस्थानों के प्रधानाध्यापक, प्रबंधन समिति के सदस्य और शिक्षक संघों के प्रतिनिधि उपस्थित रहे।
डॉ. शाहिद अख्तर ने स्पष्ट किया कि अल्पसंख्यक शिक्षण संस्थानों की बेहतरी के लिए सरकार हर संभव सहयोग प्रदान करेगी। उन्होंने सभी विद्यालयों से नीति निर्माण में सक्रिय भूमिका निभाने और अल्पसंख्यक समुदायों के शैक्षणिक विकास के लिए मिलकर काम करने की अपील की।
