गिरिडीह डीसी नमन प्रियेश लकड़ा ने कहा-जिले में घटित सभी जन्म एवं मृत्यु की घटनाओं का निबंधन करना अनिवार्य है

गिरिडीह : समाहरणालय स्थित सभागार कक्ष में उपायुक्त नमन प्रियेश लकड़ा ने जिला स्तरीय जन्म-मृत्यु निबंधन से संबंधित बैठक में कहा कि जिले में घटित सभी जन्म एवं मृत्यु की घटनाओं का निबंधन करना अनिवार्य है। प्रत्येक जन्म एवं मृत्यु की घटनाओं का ससमय अर्थात् 21 दिनों के अन्दर निबंधन किया जाना है। घटना की तिथि से 21 दिनों के भीतर सूचना देने पर जन्म एवं मृत्यु का निबंधन निबंधक (जन्म-मृत्यु) द्वारा निःशुल्क किया जाता है। 21 से 30 दिनों तक की जन्म या मृत्यु की घटना की सूचना निबंधक को उपलब्ध कराने पर निबंधक द्वारा एक रुपया विलम्ब शुल्क लेकर निबंधन किया जाता है।

उन्होंने कहा कि 30 दिन के ऊपर एवं एक वर्ष तक घटनाओं का निबंधन जिला सांख्यिकी पदाधिकारी के लिखित आदेश पर निबंधक द्वारा एक रुपया विलम्ब शुल्क लेकर निबंधक द्वारा किया जाता है। निबंधन संबंधी आंकड़ों का उपयोग सरकार द्वारा नीति निर्माण में किया जाता है।

डीसी ने सभी बीडीओ को साप्तााहिक बैठक करने का दिया निर्देश

बैठक में उपायुक्त ने उपस्थित सभी अनुमंडल पदाधिकारी को निर्देश दिया कि अपने क्षेत्रान्तर्गत सभी निबंधन इकाइयों में होने वाले प्रत्येक जन्म-मृत्यु घटना का ससमय निबंधन कराना सुनिश्चित करेंगे। साथ ही अपने स्तर से सभी प्रखण्ड विकास पदाधिकारी, गिरिडीह जिला को निर्देशित करेंगे कि प्रत्येक साप्ताहिक प्रखण्ड स्तरीय बैठक में तथा प्रत्येक तीन माह में प्रखण्ड स्तरीय अन्तर्विभागीय समन्वय समिति की बैठक आयोजित कर बैठक की कार्यवाही प्रतिवेदन जिला सांख्यिकी कार्यालय को उपलब्ध करायेंगे।

जिला शिक्षा पदाधिकारी को निर्देश दिया गया कि सभी सरकारी विद्यालयों में प्रथम प्रवेश पानेवाले बालक का जन्म प्रमाण पत्र की मांग अनिवार्य रूप से किया जाय तथा बालक का जन्म प्रमाण पत्र नहीं होने पर बालकों के अभिभावक से अनुरोध किया जाय कि वे अपने बालक का जन्म प्रमाण-पत्र स्थानीय रजिस्ट्रार (जन्म-मृत्यु) से प्राप्त कर लें।

इसके अलावा कार्यपालक पदाधिकारी, नगर पंचायत बड़की सरैया एवं धनवार तथा सहायक नगर आयुक्त, गिरिडीह नगर निगम को निर्देश दिया गया कि उनके निबंधन क्षेत्र के सभी निजी अस्पतालों को सीआरएस पोर्टल के साथ जोड़ना सुनिश्चित किया जाय ताकि प्राइवेट अस्पतालों में होने वाली प्रत्येक जन्म एवं मृत्यु की घटना का ससमय निबंधन किया जा सके।

बैठक में निदेशक, डीआरडीए, सभी जिला स्तरीय पदाधिकारी, जिला सांख्यिकी पदाधिकारी, सभी प्रखंड विकास पदाधिकारी समेत अन्य संबंधित अधिकारी उपस्थित थे।
