आयुष्मान योजना का बकाया 50 करोड़ पार, भुगतान में देरी से संकट में प्राइवेट अस्पताल

हजारीबाग | 23 अप्रैल 2025 — झारखंड के हजारीबाग और रामगढ़ जिलों में आयुष्मान भारत योजना से जुड़े निजी अस्पताल गंभीर आर्थिक संकट से जूझ रहे हैं। जुलाई 2024 से लंबित सरकारी भुगतान अब 50 करोड़ रुपये से अधिक हो चुका है, जिससे अस्पतालों का संचालन, डॉक्टरों और स्टाफ की सैलरी और मरीजों की सेवा—सब कुछ प्रभावित हो रहा है।

10 लाख कार्डधारियों पर मंडरा रहा इलाज का संकट

झारखंड चैप्टर के ज्वाइंट सेक्रेटरी हर्ष अजमेरा की अध्यक्षता में हजारीबाग में आयोजित प्रेस कॉन्फ्रेंस में बताया गया कि हजारीबाग और रामगढ़ जिलों में कुल 10.25 लाख आयुष्मान कार्डधारी हैं, जिनमें से 70% मरीजों का इलाज निजी अस्पतालों में होता है।

इस क्षेत्र में 26 निजी अस्पताल योजना से पंजीकृत हैं—20 हजारीबाग में और 6 रामगढ़ में। भुगतान न होने से सभी अस्पताल आर्थिक रूप से जकड़े गए हैं। तीन महीने से स्टाफ की तनख्वाह नहीं दी गई, और दवाओं व अन्य मेडिकल खर्चों का भुगतान भी अटका हुआ है।

“ईडी जांच को आधार बनाकर भुगतान रोका गया” — अस्पताल संचालकों का आरोप

हर्ष अजमेरा ने बताया कि सरकार ईडी जांच का हवाला देकर भुगतान रोक रही है, जबकि जिन अस्पतालों पर कोई आरोप नहीं है, उनका भी भुगतान रोका गया है। उन्होंने सवाल उठाया कि हिमाचल जैसे राज्यों में जहां ईडी जांच जारी है, वहां भुगतान हो रहा है, तो झारखंड में क्यों नहीं?

उन्होंने कहा कि जिन 12 अस्पतालों की जांच की गई थी, डिस्ट्रिक्ट लेवल कमिटी ने सभी को क्लीन चिट दे दी। फिर भी उन्हें आर्थिक रूप से परेशान किया जा रहा है।

डायलिसिस मरीजों की बढ़ सकती है परेशानी

हजारीबाग के आरोग्यम हॉस्पिटल ने 25,240 मरीजों का इलाज किया है, जिनमें 3,500 मरीजों का भुगतान लंबित है। कई मरीज ऐसे हैं जो डायलिसिस पर निर्भर हैं और महीने में चार से पांच बार इलाज की जरूरत होती है। अगर योजना से मिलने वाली सुविधा बंद हुई तो एक मरीज को 40 से 50 हजार रुपये मासिक खर्च उठाना पड़ेगा।

फिर भी सेवाएं जारी: संचालकों की प्रतिबद्धता

बावजूद इसके, सभी संचालकों ने एकमत होकर कहा कि वे अभी भी आयुष्मान कार्डधारियों को सेवा दे रहे हैं। “हम सरकार के साथ कंधे से कंधा मिलाकर काम कर रहे हैं, लेकिन अब हम खुद संकट में हैं,” अजमेरा ने कहा।

प्रेस कॉन्फ्रेंस में डॉ. अमर कुमार (न्यू लाइफलाइन), जया सिंह (आरोग्यम हॉस्पिटल), डॉ. मेराज, डॉ. बीएन प्रसाद, डॉ. सत्यवीर सिंह सहित सभी प्रमुख चिकित्सक और अस्पताल संचालक उपस्थित थे।
