गुमला : – गुमला उपायुक्त कर्ण सत्यार्थी की अध्यक्षता में समाहरणालय सभागार में पीएम जनमन योजना के तहत विभिन्न विभागों की समीक्षा बैठक आयोजित की गई। बैठक में सभी संबंधित विभागों के अधिकारी उपस्थित थे। उपायुक्त ने सभी योजनाओं की बिंदुवार समीक्षा की और अधिकारियों को निर्देश दिया कि जिले के सभी PVTG (Particularly Vulnerable Tribal Group) समुदाय के नागरिकों को सरकार की सभी कल्याणकारी योजनाओं का शत-प्रतिशत लाभ मिले। उन्होंने अधिकारियों से आपसी समन्वय और दृढ़ निश्चय के साथ कार्य करने का आह्वान किया ताकि इन वंचित समुदायों तक बुनियादी सुविधाएं पहुंच सकें।
जल जीवन मिशन के तहत जिले में 112 PVTG ग्रामों में जल आपूर्ति योजना पूर्ण हो चुकी है। उपायुक्त ने अधिकारियों को निर्देश दिया कि PVTG परिवारों के घरों तक नल से जल आपूर्ति सुनिश्चित हो। सभी खराब पड़े जलमीनार को ठीक करने हेतु निर्देश दिया गया जिससे कि ग्रामीणों को पेयजल मुहैया हो सके।
PHED विभाग की समीक्षा करते हुए उन्होंने कहा कि ग्रामीणों को स्वच्छ पेयजल की सुविधा उपलब्ध हो सके इसका विशेष ध्यान रखा जाए। उन्होंने सुदूरवर्ती क्षेत्रों में पीएचईडी (PHED) के इंजीनियरों को स्थलीय निरीक्षण करने और जल की गुणवत्ता पर विशेष ध्यान देने के निर्देश दिए। उपायुक्त ने चेतावनी दी कि यदि ग्रामीणों तक पानी नहीं पहुंचा तो इसका अर्थ होगा कि पूरी योजना विफल है। उन्होंने गर्मी के मौसम को ध्यान में रखते हुए पूर्व तैयारी करने के निर्देश दिए। बैठक के दौरान खराब पड़े चापाकल एवं जलमीनारों को यथाशीघ्र मरम्मती करने हेतु निर्देश दिए गए। साथ ही साथ रायडीह प्रखंड अंतर्गत कोएना गांव में पेयजल की समस्या को दूर करने हेतु निर्देश दिया गया।
समीक्षा के दौरान उपायुक्त ने कहा कि सभी नए सरकारी भवनों में QR कोड तथा शिलापट्ट लगाने हेतु निर्देश दिया गया। QR कोड में उक्त सरकारी भवन निर्माण का पूर्ण विवरण दिया जाएगा। उक्त QR कोड को स्कैन करके भवन निर्माण संबंधी पूर्ण विवरण प्राप्त किया जा सकेगा।
बैठक में आयुष्मान कार्ड की समीक्षा की गई । उपायुक्त ने कहा कि जिनलोगों का आयुष्मान कार्ड अबतक नहीं बना है। जांच कर उनलोगों का आयुष्मान कार्ड बनाया जाए। जिससे कि जिले के जरूरतमंद लोग आयुष्मान योजना का लाभ ससमय ले सकें।
समीक्षा बैठक में बताया गया कि जिले में 47 मोबाइल टावरों में से 39 टावर चालू हैं, जबकि 8 टावर अभी निर्माणाधीन हैं। उपायुक्त ने विशेष रूप से औरापाट एवं ललमटिया क्षेत्र में नेटवर्क की समस्या को दूर करने के निर्देश दिए, ताकि वहां के लोगों को सुचारु संचार सुविधा प्राप्त हो सके। उन्होंने कहा कि संबंधित विभाग से समन्वय स्थापित करते हुए टावर लगाने का कार्य शीघ्र पूर्ण करें।
JSLPS (Jharkhand State Livelihood Promotion Society) की समीक्षा के दौरान उपायुक्त ने कहा कि PVTG -VDVK को क्रियाशील किया जाए। साथ ही साथ पीवीटीजी समुदायों द्वारा निर्मित ग्रामीण उत्पादों को उज्जना बिज्जना योजना अंतर्गत संचालित गुमला हाट में भी प्रदर्शित करने हेतु निर्देशित किया गया।
समीक्षा बैठक में पीएम जनमन योजना के तहत सड़क निर्माण कार्यों की प्रगति की भी समीक्षा की गई। उन्होंने लंबित कार्यों को जल्द से जल्द पूरा करने का निर्देश दिया, क्योंकि इस कार्य में देरी से ग्रामीणों को असुविधा हो रही है।
बैठक में पीएम किसान योजना, केसीसी (Kisan Credit Card), आयुष्मान भारत योजना,विश्वकर्मा योजना ,अटल पेंशन योजना, जीवन ज्योति योजना सहित अन्य महत्वपूर्ण योजनाओं की भी समीक्षा की गई। उपायुक्त ने इन योजनाओं के क्रियान्वयन को प्रभावी बनाने के लिए अधिकारियों को आवश्यक दिशा-निर्देश दिए।
उपायुक्त कर्ण सत्यार्थी ने बैठक के अंत में कहा कि जिले के प्रत्येक PVTG नागरिक को सरकारी योजनाओं का लाभ मिले, इसके लिए सभी अधिकारी अपनी जिम्मेदारी का निर्वहन पूरी निष्ठा और तत्परता से करें। उन्होंने कहा कि समस्याओं को समय रहते हल करना ही प्रशासन का मुख्य उद्देश्य है और इसी भावना के साथ योजनाओं का क्रियान्वयन सुनिश्चित किया जाना चाहिए।
इस दौरान बैठक में मुख्य रूप से परियोजना निदेशक ITDA, जिला कल्याण पदाधिकारी, जिला समाज कल्याण पदाधिकारी, कार्यपालक अभियंता PHED, कार्यपालक अभियंता विद्युत विभाग, जिला कौशल विकास पदाधिकारी,डीपीएम JSLPS, सहित अन्य सम्बंधित विभागों के पदाधिकारी एवं कर्मी मौजूद रहें।
