सिकिदिरी जल विद्युत परियोजना की उपेक्षा से झारखंड को प्रतिदिन करोड़ों का नुकसान: अजय राय

श्रमिक संघ ने मुख्यमंत्री से की त्वरित हस्तक्षेप की मांग, भारी वर्षा के चलते जल से लबालब होने के बावजूद निष्क्रिय पड़ी परियोजना से प्रतिदिन राज्य को करोड़ों रुपये की आर्थिक क्षति

रांची : झारखंड ऊर्जा विकास श्रमिक संघ के अध्यक्ष अजय राय ने राज्य के एकमात्र चालू जल विद्युत परियोजना, सिकिदिरी जल विद्युत परियोजना की उपेक्षा पर गहरी चिंता व्यक्त करते हुए मुख्यमंत्री एवं ऊर्जा मंत्री हेमंत सोरेन से इस मुद्दे पर त्वरित संज्ञान लेने की अपील की है।

एक पत्र के माध्यम से उन्होंने बताया कि यह परियोजना भारी वर्षा के चलते जल से लबालब होने के बावजूद निष्क्रिय पड़ी है, जिसके चलते प्रतिदिन राज्य को करोड़ों रुपये की आर्थिक क्षति उठानी पड़ रही है।

श्री राय ने स्पष्ट किया कि यह परियोजना झारखंड ऊर्जा उत्पादन निगम लिमिटेड (JUUNL) के अधीन कार्यरत है और इसकी स्थापित उत्पादन क्षमता 130 मेगावाट है। इसके बावजूद, जब राज्य को सस्ती, स्वच्छ और हरित ऊर्जा की सबसे अधिक आवश्यकता है, यह संयंत्र ठप पड़ा हुआ है। उन्होंने आरोप लगाया कि यह स्थिति न सिर्फ प्रशासनिक लापरवाही को दर्शाती है, बल्कि भ्रष्टाचार और लालफीताशाही की पोल भी खोलती है।

श्रमिक संघ के अनुसार, सिकिदिरी परियोजना में प्रति यूनिट बिजली उत्पादन की लागत ₹1 से भी कम आती है, जबकि राज्य इस समय बाहरी स्रोतों से ₹5 से ₹7 प्रति यूनिट की दर से बिजली खरीदने को मजबूर है।

वर्ष 2018 में संयंत्र जब आंशिक रूप से चालू हुआ था, तब उत्पादन लागत ₹0.87 प्रति यूनिट आई थी। ऐसे में संयंत्र को निष्क्रिय रखना राज्यहित के विपरीत और वित्तीय दृष्टिकोण से आत्मघाती कदम है।

परियोजना की निष्क्रियता के लिए तीन प्रमुख कारण

अध्यक्ष अजय राय ने परियोजना की निष्क्रियता के लिए तीन प्रमुख कारण बताते हुए कहा कि आवश्यक उपकरणों की खरीद, मरम्मत और रखरखाव कार्यों में घोर अनियमितता पाई जा रही है। अधिकारियों पर कमीशन आधारित निर्णय लेने के गंभीर आरोप हैं। इसके अलावा छोटी-छोटी फाइलें महीनों तक लंबित रहती हैं, जिससे परियोजना पुनर्जीवन के प्रयास पूरी तरह से ठप हो जाते हैं। कोई स्पष्ट जवाबदेही तय नहीं है।

उन्होंने बताया कि जहां एक ओर बरसाती जल प्रचुर मात्रा में उपलब्ध है, वहीं इसका सही उपयोग न कर सस्ती और हरित ऊर्जा उत्पादन के अवसर को गंवाया जा रहा है। उन्होंने सिकिदिरी परियोजना के मामले में उच्च स्तरीय स्वतंत्र जांच करवा कर दोषी अधिकारियों के खिलाफ कड़ी कार्रवाई करने की मांग की है.
