निर्माण अधूरा, फिर भी टोल टैक्स वसूली! बांस-बली से बने टोल प्लाज़ा पर जनता का विरोध तेज

गुमला ज़िले के पलमा (नागफेनी) गाँव में राष्ट्रीय उच्च पथ 23 (फोरलेन) का निर्माण अभी अधूरा है, इसके बावजूद टोल टैक्स की वसूली शुरू कर दी गई है। स्थानीय लोगों का आरोप है कि बिना किसी सरकारी सूचना या आधिकारिक स्वीकृति के, सड़क के किनारे बांस-बली लगाकर टोल प्लाज़ा खड़ा कर दिया गया है और जबरन पैसे लिए जा रहे हैं। स्थिति को लेकर न तो प्रशासन ने कोई सफाई दी है और न ही किसी सक्षम अधिकारी ने अब तक कोई स्पष्ट जानकारी साझा की है, जिससे आमजनता में भ्रम और नाराज़गी फैल गई है।

गुमला जिले के राष्ट्रीय उच्च पथ 23 पर फोरलेन सड़क निर्माण अभी पूरा नहीं हुआ है, बावजूद इसके मंदिर के समीप पलमा (नागफेनी) गांव में बांस-बली लगाकर अस्थायी टोल प्लाज़ा तैयार कर लिया गया है। स्थानीय निवासियों के अनुसार, बिना किसी सरकारी अधिसूचना के अचानक यह व्यवस्था शुरू कर दी गई, जिसमें प्रतिदिन लोगों से टोल टैक्स वसूला जा रहा है।

आमजन में बढ़ता असंतोष, डराने-धमकाने का आरोप
स्थानीय लोगों ने आरोप लगाया है कि विरोध करने पर उनसे तू-तू-मैं-मैं की जाती है और कई बार डरा-धमकाकर पैसा वसूला जाता है। इससे माहौल तनावपूर्ण हो गया है। कई लोगों ने कहा कि यह स्थिति ऐसे प्रतीत हो रही है मानो त्योहारों में जबरन चंदा वसूली की जाती हो।

कोई आधिकारिक सूचना नहीं, स्थिति बनी हुई है अस्पष्ट
सबसे बड़ी चिंता की बात यह है कि अब तक न तो सड़क निर्माण एजेंसी, न ही जिला प्रशासन और न ही पुलिस विभाग की ओर से कोई आधिकारिक बयान जारी किया गया है। इस कारण टोल टैक्स की वैधता को लेकर आम जनता असमंजस में है।

नियमों की अनदेखी: 20 किमी की सीमा के भीतर रहने वालों से भी वसूली
स्थानीय नियमों के अनुसार, टोल प्लाज़ा से 20 किलोमीटर के दायरे में रहने वाले नागरिकों को टोल टैक्स नहीं देना पड़ता है। परंतु यहां उस नियम की भी अनदेखी की जा रही है। कई ग्रामीणों ने शिकायत की है कि उनसे भी जबरन शुल्क लिया जा रहा है।

सुरक्षा के लिए कैमरे की मांग, अप्रिय घटना की आशंका
इस पूरे घटनाक्रम को देखते हुए नागरिकों ने प्रशासन से मांग की है कि वहां अविलंब सीसीटीवी कैमरे लगाए जाएँ, ताकि किसी भी अप्रिय स्थिति से बचा जा सके और पारदर्शिता बनी रहे।

कौन है जिम्मेदार? किसके आदेश से हो रही वसूली?
स्थानीय निवासियों ने सवाल उठाए हैं कि यह अस्थायी टोल प्लाज़ा किसके आदेश पर संचालित हो रहा है? अगर यह अवैध है, तो किसे इसकी अनुमति दी गई है? और यदि वैध है, तो संबंधित अधिकारियों ने अब तक कोई सार्वजनिक सूचना क्यों नहीं जारी की?

• उक्त टोल टैक्स की वैधता पर जल्द से जल्द प्रशासनिक स्थिति स्पष्ट की जाए
• निर्माण कार्य पूरा होने तक टोल टैक्स वसूली स्थगित की जाए
• स्थानीय नागरिकों के नियमों के अनुरूप छूट लागू की जाए
• मौके पर सीसीटीवी और सुरक्षाकर्मी तैनात किए जाएँ
• टोल प्लाज़ा की स्थापना प्रक्रिया और अनुमति के दस्तावेज सार्वजनिक किए जाएँ
