गुमला में हर शनिवार को होगा ‘अंचल दिवस’, राजस्व समस्याओं का मिलेगा त्वरित समाधान: उपायुक्त प्रेरणा दीक्षित की पहल पर नई व्यवस्था लागू

गुमला जिले में उपायुक्त प्रेरणा दीक्षित के नेतृत्व में प्रशासन ने राजस्व एवं अंचल संबंधी समस्याओं के त्वरित समाधान के उद्देश्य से एक अभिनव पहल की शुरुआत की है। अब जिले के सभी अंचलों में प्रत्येक शनिवार को ‘अंचल दिवस’ आयोजित किया जाएगा। इस अभियान की शुरुआत घाघरा प्रखंड से हुई, जहां उपायुक्त स्वयं शिविर में उपस्थित रहीं और नागरिकों की समस्याओं को मौके पर सुना और कई मामलों का त्वरित निपटारा भी किया।

अभियान की पृष्ठभूमि और उद्देश्य:

📄 120 से अधिक लंबित मामले बने आधार
जिला स्तरीय जन शिकायत निवारण दिवस के दौरान उपायुक्त को बड़ी संख्या में राजस्व संबंधी आवेदन प्राप्त हुए थे—जिनमें भूमि, दाखिल-खारिज, जाति, निवास, आय प्रमाण पत्र व अभिलेख सुधार संबंधी समस्याएं प्रमुख थीं। इन आवेदनों की संख्या 120 से अधिक रही, जिसके बाद उपायुक्त ने राज्य सरकार के दिशा-निर्देशों के अनुरूप यह नई व्यवस्था लागू करने का निर्णय लिया।

• नागरिकों को बार-बार जिला मुख्यालय आने से राहत
• समस्याओं का त्वरित और स्थल पर समाधान
• प्रशासन और जनता के बीच सीधा संवाद
• पारदर्शिता और उत्तरदायित्व में वृद्धि

पहले ‘अंचल दिवस’ की झलक:

📌 घाघरा में शिविर: समाधान के आँकड़े

• 10 में से 10 दाखिल-खारिज आवेदनों का मौके पर निपटारा
• 15 भूमि प्रतिवेदन मामलों में से 8 हल किए गए
• 13 जाति, 13 आय, और 13 निवास प्रमाण पत्र आवेदनों में से 8-8 का समाधान
• 22 भूमि विवाद मामलों में से 11 का निष्पादन
• 6 पंजी-2 सुधार में से 1
• 5 विविध श्रेणी के आवेदनों में से 1 हल

लाभुकों को मिले शुद्धिपत्र और प्रमाण पत्र
अपर समाहर्ता शशिंद्र बड़ाइक द्वारा मौके पर ही पारिवारिक सदस्यता प्रमाण पत्र वितरित किया गया। शिविर में उपायुक्त ने कहा, “समस्याओं का समाधान वहीं हो, जहाँ वे उत्पन्न होती हैं—यही इस अभियान का मूल मंत्र है।”

प्रशासनिक सहभागिता और टीम का योगदान:
शिविर में अपर समाहर्ता शशिंद्र बड़ाइक, अंचल अधिकारी राजीव रोशन, प्रखंड विकास पदाधिकारी सहित राजस्व विभाग की टीम पूरी तत्परता के साथ मौजूद रही। उपायुक्त ने टीम की सक्रियता और समर्पण की सराहना की।

आगामी अंचल दिवस तिथियाँ:

इन सभी शिविरों में उपायुक्त या अन्य वरिष्ठ अधिकारी की उपस्थिति सुनिश्चित की जाएगी।

उपायुक्त की जनता से अपील:
उपायुक्त प्रेरणा दीक्षित ने जिलेवासियों से आग्रह किया है कि वे अपने क्षेत्र में आयोजित होने वाले अंचल दिवस में अवश्य भाग लें। उन्होंने कहा,

“यह केवल सेवा वितरण का मंच नहीं, बल्कि शासन को जनता के करीब लाने का संकल्प है। हम चाहते हैं कि हर व्यक्ति की समस्या उसकी चौखट पर ही सुलझे।”

‘अंचल दिवस’ जैसी पहलें यह प्रमाणित करती हैं कि प्रशासनिक व्यवस्था केवल आदेशों तक सीमित नहीं रहनी चाहिए, बल्कि वह नागरिकों की आवश्यकता और समस्याओं को समझकर उनके समाधान के लिए सजीव संवाद कायम करे। गुमला का यह प्रयास राज्य के अन्य जिलों के लिए भी एक आदर्श मॉडल बन सकता है।
