भाजपाई हेमंत को घेरने की पूरी तैयारी में, भाजपा समाधान नहीं, नगड़ी के बहाने हेमंत सोरेन को घेरने पर आमादा, ग्रामीणों को उकसाने की कोशिश में
कांग्रेस में एक राय क्यों नहीं? मंत्री इरफान अंसारी तो अस्पताल बनाने के लिए खम ठोंक मैदान में पर, बंधु तिर्की व गीताश्री उरांव इसके खिलाफ क्यों?
अहम सवाल…राज्यपाल कृषि भूमि के अधिग्रहण पर रोक लगाने की दिशा में कदम क्यों नहीं बढ़ाते?
रांची : नगड़ी में भाजपा ने हेमंत सोरेन को घेरने की पूरी तैयारी कर ली है. झारखंड सरकार वहां रिम्स-2 बनाना चाहती है और भाजपा ही अब ग्रामीणों के पक्ष में खड़ी हो राजनीति कर रही है. इसमें कांग्रेस में शामिल कुछ नेता भी परोक्ष रूप से मदद कर रहे हैं.
अपने-अपने तरीके से पक्ष और विरोध में खड़े होकर. कांग्रेस नेता और झारखंड सरकार के स्वास्थ्य मंत्री इरफान अंसारी तो अस्पताल बनाने के लिए खम ठोंक मैदान में हैं, लेकिन बंधु तिर्की और गीताश्री उरांव इसके खिलाफ हैं. उनका दायित्व था कि पहले वे पार्टी के भीतर इस मसले पर एक राय बनाते, और जिस महागठबंधन सरकार की हिस्सा है कांग्रेस, वहीं इस मसले को सुलझाती. इसके बजाये भाजपा की राजनीति को मजबूत करने में लगे हैं.
राज्यपाल ने स्वयं हस्तक्षेप क्यों नहीं किया?
भाजपा की राजनीति को समझना जरा भी मुश्किल नहीं. बाबूलाल मरांडी से पूछना चाहिए कि नगड़ी के ग्रामीणों को राज्यपाल के पास भेजा तो वे स्वयं उनके साथ राज्यपाल से मिलने क्यों नहीं गये. वे नहीं गये तो पार्टी के कुछ शीर्ष नेता क्यों नहीं गये.
रघुवर या अर्जुन मुंडा जाते. राज्यपाल से पूछना चाहिए वे तो पांचवी अनुसूची के कस्टोडियन हैं, वे स्वयं आगे बढ़ कर हस्तक्षेप क्यों नहीं करते? क्या यह बात अचंभित करने वाला नहीं कि जिस भाजपा का केंद्र में शासन हो, राष्ट्रपति जिसके रहमोकरम पर हो, राज्यपाल जिसके इशारे पर काम करते हों, वह कृषि भूमि के अधिग्रहण पर रोक लगाने की दिशा में प्रवृत्त क्यों नहीं?. यह तो कानून सम्मत काम होगा.
लेकिन भाजपा समाधान नहीं चाहती, नगड़ी के बहाने हेमंत सोरेन को घेरना चाहती है. आदिवासी जनता को यह बताना चाहती है कि जिस पार्टी को यानि झामुमो को तुमने प्रचंड वोट दिया, जिस हेमंत सोरेन और दिशोम गुरु को तुम अपना रहनुमा और एक मात्र नेता समझते हो, वही तुम्हारे हितों के प्रतिकूल काम कर रहा है.
वे चाहते हैं कि ग्रामीण गोलबंद हो कर हेमंत सरकार का विरोध करे, आंदोलन करे और हेमंत सरकार बल प्रयोग करे. और हेमंत की नायकों वाली छवि धूमिल हो.
नगड़ी क्षेत्र मूलतः उरांवों का क्षेत्र
पूरे प्रकरण की एक सांप्रदायिक राजनीति भी है. नगड़ी क्षेत्र मूलतः उरांवों का क्षेत्र है जिनमें हिंदूकरण की प्रक्रिया अपेक्षाकृत तेज है. निहित स्वार्थों के लिए कुछ नेता आदिवासी-ईसाई, मुस्लिम-आदिवासी वाली सांप्रदायिक राजनीति को बढ़ावा देकर महागठबंधन की ताकत को छिन्न-भिन्न करना चाहते हैं.
पता नहीं हेमंत और उनके करीबी सलाहकार इस राजनीति को समझ पा रहे हैं या नहीं, या फिर सत्ता के अहंकार में इन बातों को नजरअंदाज कर रहे हैं. नगड़ी एक छोटे क्षेत्र का मामला है.
इस तरह की रणनीति के तहत भाजपा जगह जगह सरकार को घेरेन का काम कर रही है. और नगड़ी में सरकार और आदिवासी ग्रामीणों के टकराव का प्रभाव पूरे राज्य पर पड़ेगा.
60 फीसदी चिकित्सकों और स्वास्थ्यकर्मियों के पद रिक्त
क्या वास्तव में सरकार अस्पताल बना कर जनता का भला करना चाहती है? तो पहले उसे स्वास्थ सेवा को पूरे राज्य में कामचलाउ से बेहतर बनाना पड़ेगा. ग्रामीण इलाकों के करीब के स्वास्थ केंद्रों का सुधारना होगा, प्रखंड स्तर के अस्पतालों को ऐसा बनाना होगा कि कम से कम वहां हैजा, मलेरिया, टीबी जैसे रोगों का इलाज हो सके.
अनुमंडल और जिला स्तरीय अस्पतालों को ऐसा बनाना होगा कि दुर्घटना में घायल मरीज को लेकर रांची आने की नौबत न पड़े. अधिकतर अस्पतालों में एक्स रे की सुविधा नहीं, पैथोलाॅजी विभाग काम नहीं करता और पूरे राज्य में कम से कम 60 फीसदी चिकित्सकों और स्वास्थकर्मियों के पद रिक्त हैं.
राज्य की चिकित्सा व्यवस्था तो वर्तमान में भगवान भरोसे ही चल रही है. सरकार को सोचना चाहिए कि उनकी प्राथमिकता इन कमियों को दूर करना है,कि रिम्स का विस्तार है?
