अदाणी ने किया बिहार में अब तक सबसे बड़ा निवेश:27 हजार करोड़ के ग्रीनफील्ड थर्मल पावर प्रोजेक्ट के लिए 2,400 मेगावाट बिजली आपूर्ति के लिए हुआ करार

भारत की सबसे बड़ी निजी थर्मल पावर जनरेशन कंपनी अदाणी पावर लिमिटेड को बिहार सरकार से 2,400 मेगावाट बिजली आपूर्ति के लिए लॉटर ऑफ इंटेंट मिला है। अदाणी पावर को बिहार सरकार से 2,400 मेगावाट बिजली आपूर्ति के लिए अनुबंध मिला है। भागलपुर में बनने वाला यह ₹27 हजार करोड़ का ग्रीनफील्ड थर्मल पावर प्रोजेक्ट राज्य में अब तक का सबसे बड़ा निजी निवेश है।

टैरिफ सबसे कम, प्रतिस्पर्धा में बड़े नाम पीछे

गोड्डा  : बिहार की ऊर्जा ज़रूरतों और औद्योगिक विकास को नई दिशा देने वाला एक ऐतिहासिक कदम सामने आया है। यह प्रोजेक्ट एक प्रतिस्पर्धी बोली प्रक्रिया के माध्यम से हासिल किया गया है जिसमें अदाणी पावर ने ₹6.075 प्रति यूनिट की सबसे कम टैरिफ दर पेश की। इस प्रक्रिया में जेएसडब्ल्यू एनर्जी, टॉरेंट पावर और बजाज एनर्जी जैसी बड़ी कंपनियां भी शामिल थीं, जो दिखाता है कि बिहार में अब उद्योग जगत का भरोसा लौट रहा है।

अदाणी पावर के सीईओ एस.बी. ख्यालिया ने कहा,“यह प्रोजेक्ट केवल अदाणी पावर के लिए नहीं बल्कि बिहार की आर्थिक तस्वीर के लिए भी मील का पत्थर है। हम उस राज्य में ₹27 हजार करोड़ का निवेश कर रहे हैं जो अपनी औद्योगिक क्षमता को खोलने की दिशा में अग्रसर है।” यह परियोजना पिछले एक दशक में भारत में स्थापित होने वाली सबसे बड़ी थर्मल पावर परियोजना होगी।

बिहार में निवेश की चुनौतियाँ

बिहार में अब तक निवेशकों को कई बाधाओं का सामना करना पड़ा है, जैसे – अपर्याप्त बिजली आपूर्ति, सीमित औद्योगिक क्षेत्र, कमजोर लॉजिस्टिक्स नेटवर्क, नीति अस्थिरता,  भूमि अधिग्रहण की जटिलताएं और प्रशासनिक अड़चनें। लॉर्ड करण बिलीमोरिया का ₹1,000 करोड़ का ब्रेवरी प्लांट बिहार में प्रस्तावित था लेकिन 2016 में शराबबंदी लागू होने के बाद वह योजना रद्द हो गई। यह उदाहरण दिखाता है कि निवेशकों के लिए नीति स्थिरता कितनी अहम है।

बदलता बिहार, बढ़ती ऊर्जा ज़रूरतें

हाल के वर्षों में बिहार ने एफएमसीजी, लॉजिस्टिक्स, ऊर्जा और इंफ्रास्ट्रक्चर के क्षेत्र में कई निजी निवेश आकर्षित किए हैं। आईटीसी, पेप्सिको, डालमिया भारत और टाटा पावर जैसी कंपनियाँ पहले ही राज्य में सक्रिय हो चुकी हैं। लेकिन ऊर्जा क्षेत्र ही ऐसा क्षेत्र है जहाँ मांग और आपूर्ति के बीच भारी अंतर है। बिहार की पीक बिजली मांग 6,500–7,000 मेगावाट है जबकि राज्य की अपनी उत्पादन क्षमता केवल 2,500 मेगावाट है यानी बिहार अपनी जरूरत की अधिकांश बिजली केंद्र और निजी स्रोतों से खरीदता है।

अदाणी समूह ने हमेशा उन क्षेत्रों में निवेश किया है, जिन्हें अन्य कंपनियाँ जोखिम भरे मानती हैं भागलपुर परियोजना की इस अल्ट्रा-सुपरक्रिटिकल टेक्नोलॉजी पारंपरिक कोयला संयंत्रों की तुलना में अधिक कुशल और कम उत्सर्जन वाली है। अदाणी ने ऐसी ही तकनीक 2023 में झारखंड के गोड्डा ज़िले में 1,600 मेगावाट के प्लांट में पहली बार लागू की थी। ईंधन की आपूर्ति भारत सरकार की शक्ति (भारत में पारदर्शी रूप से कोयले की आवंटन योजना) नीति के तहत सुनिश्चित की जाएगी।

स्थानीय प्रभाव और रोज़गार के अवसर

इस परियोजना के निर्माण चरण में 12,000 से अधिक नौकरियाँ और परिचालन चरण में 3,000 स्थायी नौकरियाँ बनने की संभावना है। हर एक प्रत्यक्ष नौकरी के साथ तीन से चार अप्रत्यक्ष रोज़गार के अवसर भी पैदा होंगे। स्थानीय सूक्ष्म, लघु और मध्यम सेक्टर, लॉजिस्टिक्स, फूड प्रोसेसिंग और मैन्युफैक्चरिंग सेक्टर को भी इसका सकारात्मक प्रभाव मिलेगा।

यह अदाणी ग्रुप की बिहार में पहली उपस्थिति नहीं है। कंपनी पहले अदाणी एग्री लॉजिस्टिक्स के तहत अनाज साइलो परियोजनाओं का संचालन कर चुकी है। यह प्रोजेक्ट  केवल बिजली उत्पादन तक सीमित नहीं है यह आर्थिक सशक्तिकरण, विश्वास और भविष्य निर्माण की कहानी है।
