झारखंड में अक्टूबर से घर-घर शिशु पंजी सर्वे, सभी विद्यालयों को दी गई जिम्मेदारी

झारखंड शिक्षा परियोजना परिषद ने आगामी शिशु पंजी सर्वे (Child Register Survey) को लेकर बड़ा निर्णय लिया है। इसके तहत राज्य के सभी सरकारी, सहायता प्राप्त, अल्पसंख्यक, संस्कृत विद्यालय और मदरसा के शिक्षक-शिक्षिकाओं को अक्टूबर से घर-घर जाकर सर्वे करना होगा। इस सर्वे का उद्देश्य 3 से 18 वर्ष आयु वर्ग के बच्चों की वास्तविक संख्या, विद्यालयों में नामांकन की स्थिति, ड्रॉपआउट बच्चों और अब तक नामांकित न हुए बच्चों का आंकड़ा जुटाना है।

हैबिटेशन मैपिंग से तय होगी जिम्मेदारी

सर्वे शुरू होने से पहले हैबिटेशन मैपिंग (Habitation Mapping) की जाएगी। इसमें प्रत्येक गाँव और टोला को किसी न किसी विद्यालय से टैग किया जाएगा, ताकि संबंधित शिक्षक वहां जाकर सर्वे कर सकें। इस कार्य की निगरानी प्रखंड शिक्षा प्रसार पदाधिकारी (BEEO), बीपीओ और विद्यालय निरीक्षक करेंगे। उन्हें यह भी सुनिश्चित करना होगा कि कोई भी घर सर्वे से छूटे नहीं और न ही किसी विद्यालय द्वारा ओवरलैपिंग की जाए।

सर्वे में लापरवाही पर होगी सख्त कार्रवाई

जारी निर्देश में स्पष्ट कहा गया है कि यदि किसी विद्यालय या पदाधिकारी द्वारा सर्वे में लापरवाही पाई जाती है तो प्रशासनिक कार्रवाई की जाएगी। घर-घर सर्वे की जिम्मेदारी टोला-टैग किए गए शिक्षकों की होगी, जबकि अंतिम संकलन कार्य सरकारी विद्यालयों के शिक्षकों द्वारा ही किया जाएगा।

गैर सरकारी विद्यालयों को भी जोड़ा गया

शिक्षा परिषद ने बताया कि सर्वे कार्य में गैर सरकारी सहायता प्राप्त विद्यालयों, अल्पसंख्यक स्कूलों, संस्कृत विद्यालयों और मदरसा शिक्षकों की भी भागीदारी सुनिश्चित की गई है। संबंधित प्रखंड अधिकारी इन विद्यालयों को नजदीकी सरकारी विद्यालय से टैग करेंगे। इसके बाद सरकारी विद्यालय के शिक्षक सर्वे के लिए घरों की संख्या आवंटित करेंगे।

प्रशिक्षण और उन्मुखीकरण

शिशु पंजी सर्वे को लेकर 12 सितंबर 2025 को राज्यस्तरीय वर्चुअल उन्मुखीकरण कार्यक्रम आयोजित होगा। इसमें सभी BEEO, BPO, ब्लॉक MIS, डेटा एंट्री ऑपरेटर, BRP, CRP, आउट ऑफ स्कूल प्रभारी और जिला कार्यक्रम पदाधिकारी शामिल होंगे। इस प्रशिक्षण का नेतृत्व शिक्षा परियोजना निदेशक करेंगे।

क्या है हैबिटेशन मैपिंग?

हैबिटेशन मैपिंग के तहत हर गाँव और टोला को किसी निकटवर्ती विद्यालय से टैग किया जाता है। इसका उद्देश्य यह तय करना है कि कौन सा विद्यालय किस क्षेत्र के बच्चों का सर्वे करेगा। इसी आधार पर आगे चलकर बच्चों का नामांकन, ड्रॉपआउट की पहचान और शिशु पंजी अद्यतन किया जाता है।
