राजशाही को खत्म कर लोकतंत्र बहाल करने में कम्युनिस्टों ने भी कोई नजीर पेश नहीं की, अब लहूलुहान नेपाल की जिम्मेदारी संभालेेेंंगी सुशीला कार्की !

नेपाल में भ्रष्टाचार, भाई-भतीजावाद, नेताओं, पार्टी और ब्यूरोक्रेसी में बैठे लोगों के बेटों की एय्याशी चरम पर थी

दो दशक पहले माओवादी नेता प्रचंड के सत्ता में आने के बाद से कम्युनिस्ट लगातार सत्ता में भले न रही हों, लेकिन मिली-जुली सरकार में और सत्ता में भी रहे हैं. उनका ऐतिहासिक योगदान यह जरूर रहा कि उन्होंने राजशाही को उखाड़ फेंका और लोकतांत्रिक व्यवस्था व शासन प्रणाली की नेपाल में शुरुआत हुई. लेकिन धीरे-धीरे यह साफ होता चला गया कि संसदीय राजनीति में आने के बाद उनमें भी आमूलचूल परिवर्तन हुए और उनका चरित्र और चाल-ढाल किसी दक्षिणपंथी नेता से भिन्न नहीं रह गया.

दरअसल, हिंसक आंदोलन या राजनीति की यह सीमाएं हैं कि वे बात तो सर्वहारा और अधिक से अधिक सर्वहारा तानाशाही की करते हैं, लेकिन सत्ता किसी न किसी तानाशाह के नियंत्रण में पहुंच जाता है. और सत्ता में बने रहने की प्रचंड महत्वाकांक्षा की तो कोई सीमा ही नहीं रहती. पार्टी पर नियंत्रण भी किसी नेता विशेष का बन जाता है और वह नियंत्रण मरने के पूर्व तक नहीं छोड़ता.

सत्ता में बने रहने की चाहत तो रूस में पुतीन के रूप में हम देख रहे हैं और नेपाल के निर्वतमान प्रधानमंत्री भी केपी शर्मा ओली इसके सर्वश्रेष्ठ उदाहरण हैं.

एक बात तो समझने की है कि तानाशाह के रूप में उभरा व्यक्ति भले ही सर्वशक्तिमान दिखे, लेकिन जाहिर है कि उसे सामने रख समाज का अभिजात्य तबका और कारपोरेट घराने अपना उल्लू सीधा करते हैं.

तानाशाह के चारों तरफ एक पूरा तंत्र ऐसा बन जाता है जो सत्ता पर काबिज हो कर अपनी अनंत लिप्सा और वासनाओं को पूरा करने में लगा रहता है. नेपाल में भ्रष्टाचार, भाई-भतीजावाद, नेताओं, पार्टी और ब्यूरोक्रेसी में बैठे लोगों के बेटों की ऐय्याशी चरम पर थी. और उसी अनुपात में बहुसंख्यक आबादी के मन में उनके प्रति घृणा व नफरत. और वहीं गुस्सा और नफरत फूट पड़ा.

हालांकि, पिछले चंद दिनों में नेपाल के युवाओं ने नेपाल में कायम व्यवस्था पर जोरदार धक्का तो दिया है, लेकिन इसे क्रांति कह देना एक अर्नगल बात ही होगी. निकट भविष्य में चल रही व्यवस्था में ही हम कुछ सुधार देख सकते हैं.

आंदोलनकारियों की तरफ से चीफ जस्टिस सुशीला कार्की का नाम अंतरिम सरकार के प्रमुख के रूप में प्रस्तावित किया गया है. यह वही कार्की हैं जिनके खिलाफ नेपाली कांग्रेस और माओवादियों की मिलीजुली सरकार ने सरकारी कामकाज में दखल देने के आरोप में संसद में महाभियोग लाया था, जिसे सर्वोच्च न्यायालय ने उनके अवकाशग्रहण करने के एक दिन पहले निरस्त कर दिया. अब लहूलुहान नेपाल को संभालने की जिम्मेदारी उन पर सौंपी जा रही है.

अब इस पूरे घटनाक्रम को कुछ बुद्धिजीवी इस रूप में चित्रित कर रहे हैं कि राजशाही के खात्मे के वक्त से ही अमेरिका बौखलाया हुआ है और उसने इस पूरे घटनाक्रम को अंजाम दिया. लेकिन हमें इस बात को भी ध्यान में रखना चाहिए कि राजशाही को खत्म कर लोकतंत्र बहाल करनेवाले नेताओं और खास कर कम्युनिस्टों ने भी कोई नजीर पेश नहीं की.

बहरहाल, उत्तराखंड और हिमाचल के बेगवान नदियों ने जैसे सब कुछ तहस-नहस कर अपना रास्ता फिर से बना लिया और अब खामोशी से बह रही हैं, वैसे ही अभिजात्य वर्ग और भ्रष्ट सत्तापिपासु नेताओं के खिलाफ नफरत और गुस्से का सैलाब आया और चला गया. अब राहत और नव निर्माण का काम कैसे होता है, यह आने वाले दिन बतायेंगे.
