केंद्र की वादाखिलाफी का विरोध करना वांगचुक के लिए महंगा सौदा साबित हुआ, लद्दाख दूसरा मणिपुर बनने की राह पर, आंदोलन का दबाने का कुचक्र शुरू

लद्दाख एक हिमालय राज्य है। यहां की 97 प्रतिशत आबादी आदिवासियों की है। पूर्वोत्तर के आदिवासी बहुल हिमालय राज्य संविधान की छठी अनुसूची से आच्छादित हैं। केंद्र की मोदी सरकार ने जम्मू-कश्मीर के टुकड़े करते हुए लद्दाख को पूर्ण राज्य का दर्जा देने का वादा किया था। केंद्र सरकार ने आज तक लद्दाख को ना तो छठी अनुसूची में डाला है और ना ही पूर्ण राज्य की हैसियत प्रदान की है।

लद्दाख के गांधीवादी नेता, शिक्षाविद् और रमन मैग्सेसे पुरस्कार से सम्मानित अंतरराष्ट्रीय हस्ती सोनम वांगचुक केंद्र सरकार की वादाखिलाफी के विरोध में वर्षों से शांतिमय आंदोलन का नेतृत्व कर रहे हैं। उनके साथ लद्दाख की पूरी जनता खड़ी है। पिछले साल लद्दाख से दिल्ली तक की पदयात्रा की थी।

पदयात्रा से घबराई केंद्र सरकार ने रास्ते में अनगिनत बाधायें डालीं और वांगचुक को उनके साथियों सहित बस में लाद कर दिल्ली लाई। उन्हें बापू की समाधि राजघाट नहीं जाने दिया। उन्हें साथियों सहित एक परिसर में कैद रखा गया। अनशन पर बैठे वांगचुक को मीडिया से नहीं मिलने दिया गया। प्रधानमंत्री और गृहमंत्री तो दूर, केंद्र सरकार के किसी वरिष्ठ अधिकारी तक ने भी वांगचुक से मिलना मुनासिब नहीं समझा।

वांगचुक लेह में अनशन पर बैठे थे। उनके साथ सैकड़ों लोग भी अनशन पर थे। बुधवार को अनशन के सोलहवें दिन दो बुजुर्ग अनशनकारियों की हालत बिगड़ जाती है। यह देख वर्षों से दबा युवाओं का आक्रोश फूट पड़ता है। हिंसा होती है। भाजपा का दफ्तर फूंक दिया जाता है। पुलिस फायरिंग में चार युवा जान गंवाते हैं। दर्जनों घायल अस्पताल में भर्ती हैं। पूरे लद्दाख में कर्फ्यू लगा दिया जाता है।

अब गृह मंत्रालय एक्शन मोड में 

हिंसा से दुखी वांगचुक ने बुधवार को ही अनशन समाप्त कर दिया। उन्होंने अपने बयान में कहा कि कई अन्य अनशनकारियों की हालत नाज़ुक हो चली थी। ऐसे में और हिंसा भड़कने की आशंका के मद्देनजर अनशन समाप्त करने का निर्णय लिया गया। प्रतिक्रियास्वरूप अब गृह मंत्रालय एक्शन मोड में आ गया है.

मोदी-शाह को हिंसा के बहाने लद्दाख के लोगों के संवैधानिक अधिकार तथा न्यायोचित मांगों को खुल कर कुचलने का मौका मिल गया है। सरकार ने वार्ता की जगह वांगचुक और लद्दाख की जनता पर दमन चक्र शुरू कर दिया है। वांगचुक को गिरफ्तार कर जेल में रखने का कुचक्र रचा गया है। उनकी संस्था को बरबाद करने की साज़िश शुरू हो गई है। वांगचुक को देशद्रोही और विदेशी एजेंट घोषित कर दिया जाए तो कोई आश्चर्य नहीं होगा। उनके एनजीओ को प्रतिबंधित करने की कार्यवाही शुुुरू हो गई है.

लद्दाख को दूसरा मणिपुर बनाया जा रहा है। मणिपुर हिंसा की आग में झुलस रहा है। अब लद्दाख की बारी है। हमें उम्मीद रखनी चाहिए कि वांगचुक ऐसा नहीं होने देंगे। वांगचुक और लद्दाख को देश का साथ चाहिए।
