जिला स्थापना सह जिला अनुकम्पा समिति की बैठक, विभिन्न संवर्गों में प्रोन्नति, स्थानांतरण एवं सेवा संबंधी प्रस्तावों पर महत्वपूर्ण निर्णय

गुमला : – गुमला उपायुक्त प्रेरणा दीक्षित की अध्यक्षता में जिला स्थापना सह जिला अनुकम्पा समिति की महत्वपूर्ण बैठक समाहरणालय सभागार में आयोजित की गई। बैठक में उप विकास आयुक्त गुमला, अपर समाहर्ता गुमला, अनुमंडल पदाधिकारी गुमला, सिविल सर्जन, जिला आपूर्ति पदाधिकारी, जिला स्थापना उप समाहर्ता, जिला शिक्षा अधीक्षक, जिला कल्याण पदाधिकारी सहित संबंधित अधिकारी एवं कर्मी उपस्थित रहे। बैठक में जिला स्तर पर स्थापना, पदस्थापन, प्रोन्नति एवं अनुकम्पा से जुड़े प्रस्तावों पर विस्तृत चर्चा की गई तथा आवश्यक निर्णय लिए गए।

बैठक के दौरान प्रशासी अधिकारी एवं कार्यालय अधीक्षक के एकल पद पर प्रोन्नति, MACPS के अंतर्गत प्राप्त प्रस्तावों, सेवासंपुष्टि, पंचायत सचिवों के तृतीय MACPS के ग्रेड वेतन संशोधन, तीन वर्ष से अधिक अवधि से एक ही कार्यालय में कार्यरत लिपिकों एवं राजस्व उप निरीक्षकों के स्थानांतरण, समाहरणालय के पदाधिकारियों/कर्मियों के आई-कार्ड निर्गमन, माध्यमिक विद्यालयों के शिक्षकों के प्रवर्द्धित वेतनमान पर प्रोन्नति, बाह्य श्रोत से कार्यरत कर्मियों के वेतन में वार्षिक वृद्धि, चिकित्सकीय आधार पर स्थानांतरण प्राप्त आवेदन, कारण पृच्छा से संबंधित अभ्यावेदन, अधिसूचना अनुरूप वरीय वेतनमान पर प्रोन्नति तथा अंतर्जिला स्थानांतरण सहित विभिन्न प्रस्तावों पर विचार किया गया।

बैठक में लिए गए प्रमुख निर्णय इस प्रकार हैं। कार्यालय अधीक्षक पद पर प्रोन्नति हेतु 7 कर्मियों के प्रस्ताव को अनुमोदित किया गया, जबकि प्रधान लिपिक पद पर 9 कर्मियों को प्रोन्नति प्रदान की गई। विभिन्न कार्यालयों में कार्यरत कर्मियों के प्रथम, द्वितीय एवं तृतीय MACPS प्रस्तावों के अंतर्गत 3 कर्मियों पर निर्णय लिया गया। सेवासंपुष्टि से संबंधित 1 प्रस्ताव को स्वीकृति प्रदान की गई। प्रशासी अधिकारी एवं कार्यालय अधीक्षक पद पर प्रोन्नति सह पदस्थापन एवं स्थानांतरण से संबंधित 9 कर्मियों के प्रस्ताव को अनुमोदन प्रदान किया गया।

प्रधान लिपिक पद पर प्रोन्नति सह पदस्थापन एवं स्थानांतरण से संबंधित 37 कर्मियों के प्रस्तावों को स्वीकृत किया गया। एक ही कार्यालय में 3 वर्ष से अधिक अवधि से कार्यरत लिपिकों के स्थानांतरण सह पदस्थापन से संबंधित 49 कर्मियों के मामलों पर विचार करते हुए स्थानांतरण का निर्णय लिया गया।

उपायुक्त ने कहा कि जिले में प्रशासनिक कार्यों की पारदर्शिता, दक्षता और सुचारू संचालन सुनिश्चित करने के लिए मानव संसाधन प्रबंधन अत्यंत आवश्यक है। उन्होंने निर्देश दिया कि सभी स्वीकृत प्रस्तावों के अनुपालन को निर्धारित समयसीमा के भीतर सुनिश्चित किया जाए और अद्यतन जानकारी सभी संबंधित विभागों को उपलब्ध कराई जाए।
