नगर निकाय निर्वाचन की तैयारियों को लेकर समाहरणालय में सभी कोषांगों के साथ समीक्षा बैठक, निष्पक्ष एवं शांतिपूर्ण निर्वाचन सुनिश्चित करने के निर्देश

गुमला : – गुमला जिला निर्वाचन पदाधिकारी (नगरपालिका) सह उपायुक्त प्रेरणा दीक्षित एवं पुलिस अधीक्षक हरिश बिन ज़मां की संयुक्त अध्यक्षता में समाहरणालय सभागार में गठित सभी निर्वाचन कोषांगों के पदाधिकारियों के साथ समीक्षा बैठक आयोजित की गई। बैठक में नगर निकाय निर्वाचन को निष्पक्ष, शांतिपूर्ण एवं पारदर्शी ढंग से संपन्न कराने को लेकर विस्तृत समीक्षा करते हुए आवश्यक दिशा-निर्देश दिए गए।
बैठक में निष्पक्ष निर्वाचन सुनिश्चित कराने हेतु प्रतिनियुक्त व्यय प्रेक्षक एवं सामान्य प्रेक्षक के साथ-साथ उप विकास आयुक्त गुमला, अपर समाहर्ता गुमला, DCLR गुमला, DCLR बसिया, DCLR चैनपुर, जिला भू-अर्जन पदाधिकारी, अनुमंडल पदाधिकारी चैनपुर एवं बसिया, जिला नजारत उप समाहर्ता सहित सभी कोषांगों के वरीय एवं प्रभारी पदाधिकारी उपस्थित थे।
बैठक के दौरान निर्वाचन कोषांग को आयोग के दिशा-निर्देशों एवं प्रेक्षकों की सतत निगरानी में मतदान एवं मतगणना की प्रक्रिया संपन्न कराने का निर्देश दिया गया। कार्मिक कोषांग को चुनाव ड्यूटी हेतु कर्मियों की पोर्टल पर प्रविष्टि सुनिश्चित करने तथा निर्धारित तिथि से पूर्व रेंडमाइजेशन की प्रक्रिया पूर्ण करने को कहा गया। व्यय प्रेक्षक कोषांग को उम्मीदवारों को निर्धारित तिथि की सूचना देते हुए निर्वाचन व्यय के लेखा संधारण की व्यवस्था सुनिश्चित करने का निर्देश दिया गया।
सामग्री कोषांग को मतदान से संबंधित आवश्यक सामग्रियों का आकलन करते हुए स्थानीय स्तर पर अन्य आवश्यक सामग्रियों की आपूर्ति सुनिश्चित करने, पोलिंग पार्टी की रवानगी, मतपेटिका प्राप्ति स्थल तथा मतगणना कक्ष का भौतिक सत्यापन करने का निर्देश दिया गया। परिवहन कोषांग को आवश्यकता के अनुरूप छोटी एवं बड़ी गाड़ियों की पर्याप्त व्यवस्था करते हुए वीएमएस पोर्टल पर वाहन प्रबंधन सुनिश्चित करने को कहा गया।
बैठक में उम्मीदवारों सहित क्षेत्र के सभी लाइसेंसी हथियारधारकों से शस्त्र जमा कराने की कार्रवाई तेज करने, उम्मीदवारों को चुनाव प्रचार की अनुमति हेतु सिंगल विंडो सुविधा प्रारंभ करने, उड़नदस्ता टीम को सक्रिय रखते हुए निगरानी एवं कार्रवाई बढ़ाने, मतदान केंद्रों पर मूलभूत सुविधाओं का सर्वे कर आवश्यक सुधार करने तथा मतदान के दिन पोलिंग पार्टी के लिए निर्बाध बिजली एवं भोजन की व्यवस्था सुनिश्चित करने के निर्देश दिए गए।
जिला निर्वाचन पदाधिकारी ने कहा कि सभी कोषांग अपने-अपने दायित्वों का निर्वहन पूर्ण जिम्मेवारी एवं समन्वय के साथ करें। निर्वाचन कार्य में किसी भी प्रकार की लापरवाही की कोई गुंजाइश नहीं है। यह कार्य आयोग के दिशा-निर्देशों के अनुरूप टीम भावना से किया जाना है।
इस दौरान डिस्पैच, काउंटिंग एवं प्रशिक्षण कोषांग के कार्यों की भी समीक्षा करते हुए आवश्यक निर्देश दिए। बताया गया कि कुल 44 मतदान केंद्रों पर 26 भवनों में मतदान प्रक्रिया संपन्न होगी, जिसे सुचारू रूप से कराने हेतु सभी संबंधित टीमों को हाई अलर्ट मोड में रहने का निर्देश दिया गया। इसके साथ ही मॉडल कोड ऑफ कंडक्ट एवं अवैध गतिविधियों को लेकर विशेष सतर्कता बरतने, सोशल मीडिया पर सक्रिय निगरानी रखने, किसी भी प्रकार के अवैध संदेश अथवा पोस्ट पर कड़ी कार्रवाई करने, कंट्रोल रूम को पूर्ण रूप से सक्रिय रखने तथा डिस्पैच एवं मतदान दिवस के लिए ट्रैफिक प्लान सुनिश्चित करने के निर्देश दिए गए। नियमों के उल्लंघन की स्थिति में त्वरित एवं कठोर कार्रवाई की चेतावनी दी गई।
उपायुक्त ने पोलिंग टीम के भुगतान को समय पर सुनिश्चित करने, वॉलेंटियर्स की समुचित ट्रेनिंग एवं पहचान पत्र निर्माण, तथा विशेष रूप से प्रैक्टिकल ट्रेनिंग पर फोकस करने के भी निर्देश दिए, ताकि निर्वाचन प्रक्रिया सुचारू, सुरक्षित एवं पारदर्शी ढंग से संपन्न हो सके।
