गोमिया में माइक्रोफाइनेंस का ‘कर्ज आतंक’

गोमिया।
गोमिया प्रखंड के ग्रामीण इलाकों में माइक्रोफाइनेंस कंपनियों ने कर्ज के नाम पर खुला आतंक मचा रखा है। गरीबी, बेरोज़गारी और मजबूरी का फायदा उठाकर ये कंपनियां सीधी-साधी ग्रामीण महिलाओं को अपने मकरजाल में फंसा रही हैं, जहां से निकलना लगभग नामुमकिन हो चुका है।
परिवार की दो वक्त की रोटी और आत्मनिर्भर बनने की उम्मीद में महिलाएं कर्ज लेती हैं। कोई छोटी दुकान खोलती है, कोई ठेला लगाती है, तो कोई घरेलू उद्योग शुरू करती है। लेकिन कारोबार ज़रा सा भी डगमगाया नहीं कि कर्ज की किस्तें गले की फांस बन जाती हैं। इसके बाद शुरू होता है माइक्रोफाइनेंस कंपनियों का असली चेहरा।
एक कंपनी का कर्ज चुकाने के लिए दूसरी कंपनी से कर्ज, दूसरी के लिए तीसरी से—
यही से शुरू होता है महिलाओं का कर्ज में डूबने का अंतहीन सिलसिला।
महिलाएं समझ ही नहीं पातीं कि कब वे कुछ हजार के कर्ज से लाखों के बोझ तले दबा दी गईं।
सबसे शर्मनाक स्थिति तब होती है जब लोन रिकवरी एजेंट महिलाओं के घरों में घुसकर वसूली का दबाव बनाते हैं। पीड़ित महिलाओं का आरोप है कि समय मांगने पर एजेंट अभद्र, अपमानजनक और डराने वाली भाषा का इस्तेमाल करते हैं। यह सब खुलेआम हो रहा है, लेकिन प्रशासन आंख मूंदे बैठा है।
डर, बदनामी और सामाजिक दबाव के कारण महिलाएं थाना तक जाने से घबराती हैं। मजबूरी में पीड़ित महिलाओं ने अपनी फरियाद सूबे के मंत्री योगेंद्र प्रसाद महतो के सामने रखी। महिलाओं की दर्दभरी शिकायत सुनते ही मंत्री ने पुलिस प्रशासन को कार्रवाई का निर्देश तो दिया।
यह कोई नई समस्या नहीं है।
5–7 वर्ष पहले गोमिया के होसीर लौरैयाटांड़ की महिला पूर्णिमा देवी भी इसी कर्ज के अंधेरे में टूट चुकी थीं। कर्ज और मानसिक प्रताड़ना से तंग आकर उन्होंने कीटनाशक दवा खा ली। कई दिनों तक अस्पताल में जिंदगी और मौत से जूझने के बाद अंततः उनकी मौत हो गई। सवाल यह है कि क्या प्रशासन किसी और पूर्णिमा देवी का इंतजार कर रहा है?
यह सच है कि कुछ महिलाओं ने माइक्रोफाइनेंस के कर्ज का सही उपयोग कर अपनी आमदनी बढ़ाई, लेकिन इसका मतलब यह नहीं कि कंपनियों को महिलाओं का शोषण करने की खुली छूट दे दी जाए।
क्षेत्र के बुद्धिजीवियों का साफ कहना है कि
यदि कर्ज नहीं चुकाया जाता है तो कंपनियां कानूनी प्रक्रिया अपनाएं, नोटिस भेजें, अदालत जाएं—
रिकवरी एजेंट बनकर महिलाओं को डराना, धमकाना और अपमानित करना अपराध है।
अब बड़ा सवाल यह है कि
क्या प्रशासन माइक्रोफाइनेंस कंपनियों और उनके एजेंटों पर लगाम लगाएगा?
या फिर ग्रामीण महिलाएं यूं ही कर्ज, अपमान और डर के साये में जीने को मजबूर रहेंगी?
गोमिया की महिलाएं अब रोज़गार नहीं, न्याय और सुरक्षा की मांग कर रही हैं।
