सरयू राय ने गैर-सरकारी विधेयक पेश नहीं होने पर निराशा जताई, कहा-झारखंड की भू विरासत के संरक्षण के बारे में राज्य में कोई कानून नहीं होना दुर्भाग्यपूर्ण

जमशेदपुर : जमशेदपुर पश्चिम के विधायक सरयू राय ने झारखंड विधानसभा में उनके गैर सरकारी विधेयक (झारखंड भू विरासत (जीवाश्म) विधेयक 2026) को विधानसभा में पुरःस्थापित नहीं करने पर निराशा जताई है।

सरयू राय ने बुधवार को कहा कि वह विधानसभा के अंतिम दिन तक इस आशा में थे कि उनका गैर सरकारी विधेयक विधानसभा में पुरःस्थापित होगा लेकिन झारखंड विधानसभा के समापन के दिन तक यह हो न पाया।

राय ने स्पीकर को दो पत्र लिखे थे

इस संबंध में श्री राय ने विधानसभाध्यक्ष को दो पत्र लिखे थे। पहला पत्र उन्होंने 20 जनवरी 2026 को लिखा था जिसमें उन्होंने उनके गैर सरकारी विधेयक झारखंड भू विरासत (जीवाश्म) विधेयक 2026 को सदन पटल पर पुरःस्थापित करने की सूचना दी थी। दूसरा पत्र उन्होंने 13 मार्च 2026 को लिखा था जिसमें उन्होंने लिखा कि गैर-सरकारी विधेयक को पुरःस्थापित करने की प्रक्रिया के संबंध में ‘‘कौल एण्ड शकधर की संसदीय पद्धति और प्रक्रिया’’ पुस्तक के ‘विधान’ खंड में विस्तार से उल्लेख है।

तद्नुसार उनके इस गैर-सरकारी विधेयक को सदन पटल पर पुरःस्थापित करने के बारे में अब तक निर्णय हो जाना चाहिए था, परन्तु डेढ़ माह से अधिक की अवधि बीत जाने के बावजूद इस संबंध में आसन की तरफ से किसी ठोस निर्णय की सूचना प्राप्त नहीं हुई है।

13 मार्च के पत्र में उन्होंने लिखा था कि उनकी अपेक्षा है कि उपर्युक्त विषयक उनका गैर सरकारी विधेयक षष्ठम झारखण्ड विधानसभा के पंचम (बजट) सत्र में पुरःस्थापित करने की अनुमति प्रदान की जाए। ऐसी अपेक्षा करना सदन के सदस्य के नाते उनका अधिकार है, जिसका संरक्षण संसदीय पद्धति और प्रक्रिया के अनुरूप सभा अध्यक्ष द्वारा किया जाना चाहिए परन्तु इस संदर्भ में ऐसा होने में अप्रत्याशित विलम्ब निराशाजनक है।

उल्लेखनीय है कि श्री राय ने 20 जनवरी के पत्र में इस बात का जिक्र किया था कि प्रदेश के कतिपय जिलों में दुर्लभ श्रेणी के जीवाश्म का पता चल रहा है, जो एक महत्वपूर्ण भू-विरासत है। राजमहल की पहाड़ियों में कई स्थानों पर भू-विरासत (जीवाश्म) बहुतायत में मिल रहे हैं।

साहेबगंज जिला में सरकार ने एक जीवाश्म पार्क भी बनाया है। इस दुर्लभ भू-विरासत (जीवाश्म) के ऊपर मानव जनित गतिविधियों से खतरा पैदा हो रहा है। इसके संरक्षण के बारे में कोई भी कानून राज्य में नहीं है, जबकि इसके संरक्षण के लिए स्पष्ट कानून बनाने की आवश्यकता है।
