बाजार का हालचाल और ‘सेवकों’ से उम्मीद

रुपया गोते लगाते हुए 93 पार का हो चुका है, जबकि कच्चे तेल की कीमत 118 डालर फी बैरल (159 लीटर) तक जा पहुंची है। रसोई गैस की किल्लत शुरू हो गई है, जो निकट भविष्य में गहरा सकती है। विदेशी निवेशकों की लगातार बिकवाली, कमजोर कारपोरेट आय और भू-राजनीतिक तनाव के कारण शेयर मार्केट धड़ाम हुआ जा रहा है। अमेरिका और इजराइल के साथ ईरान युद्ध के कारण खाड़ी देशों में हाहाकार मचा हुआ है। उनके तेल और गैस संयंत्र ड्रोन और मिसाइल के शिकार हो रहे हैं।

इसका प्रतिकूल असर अपने घरेलू बाजार पर देखने को साफ-साफ मिल रहा है। कई जिन्सों की कीमतें बढ़ती चली जा रही हैं। खाड़ी युद्ध और लंबा खिंचा तो स्थिति विकट होने की आशंका बनी रहेगी। अभी ही समोसे-पकौड़े से लेकर अन्य कई उपभोक्ता सामग्री की कीमतें रंग पकड़ने लगी हैं।

अपने यहां बाजार की जो परंपरा रही है, बढ़ी कीमतें फिर वापस नहीं होतीं। अपनी व्यवस्था इस मामले में बेहद लाचार दिखती है। ऐसी स्थिति में लोअर मिडिल क्लास और उसके नीचे के आय वर्ग वालों की जेब दिनोंदिन तंग होना स्वाभाविक है।

तेल और गैस हमारे बाजार को बहुत अधिक प्रभावित करते हैं और फिलहाल दोनों में आग लगी हुई है। उपभोक्ताओं के लिए ईंधन तेल की कीमतें हालांकि अभी बढ़ी नहीं हैं, लेकिन विश्व बाजार का जो हालचाल है, वह कतई आश्वस्त नहीं करता कि वर्तमान स्थिति कायम रहेगी। इसमें गिरावट और कीमतों में उछाल तय लग रही है। गैस की कीमतें हाल ही बढ़ाई जा चुकी हैं। आगे क्या होगा, सोचा जा सकता है। सरकार जिस राह जाएगी, अवाम को उसी राह पर चलना ही होगा यानी महंगाई का सामना करने को तैयार रहना होगा। यह एक राष्ट्रीय/अन्तरराष्ट्रीय समस्या होगी।

ऐसे में एक सहज सवाल उठता है कि जो माननीय सेवक एकाधिक पेंशन लाभ उठा रहे हैं, कोई-कोई तो चार-चार, पांच-पांच, क्या वे राष्ट्रहित में स्वयं को एक पेंशन तक सीमित करना चाहेंगे! बेशक, अर्थव्यवस्था में इसका बहुत बड़ा योगदान नहीं होगा, लेकिन गिलहरी-प्रयास की ही तरह एक आदर्श और सराहनीय योगदान तो माना ही जाएगा। अवाम तक इसका बेहतर संदेश जाएगा कि हमारे ‘सेवक’ बड़ा त्याग कर रहे हैं, हमें भी करना चाहिए।

बुजुर्गों, दिव्यांगों, पत्रकारों ने रेल सफर में सब्सिडी, बड़ी आबादी ने गैस सब्सिडी का राष्ट्रहित में त्याग किया है, जबकि ‘सेवकगण’ रेल यात्रा कौन कहे, मुफ्त हवाई सफर का भी लाभ उठा रहे हैं। ऐसे में एक पेंशन पर संतोष करने का उदाहरण पेश करें। यहां तो बहुतेरे नागरिकों को एक भी पेंशन नसीब नहीं है।
