नई दिल्ली: सोशल मीडिया प्लेटफॉर्म्स पर हाल ही में एक स्ट्रीट इंटरव्यू का वीडियो तेजी से वायरल हो रहा है, जिसमें एक व्यक्ति ने दावा किया कि भारत में मतदान का अधिकार केवल उन लोगों को मिलना चाहिए जो टैक्स देते हैं। उसका तर्क था कि जब लोकतांत्रिक व्यवस्था का संचालन करदाताओं के पैसे से होता है, तो वोट देने का अधिकार भी उन्हीं लोगों तक सीमित होना चाहिए जो सरकारी राजस्व में योगदान करते हैं।

Shortfiles नामक प्लेटफॉर्म द्वारा साझा किए गए इस वीडियो को कुछ ही दिनों में लाखों लोगों ने देखा। वीडियो ने सोशल मीडिया पर तीखी बहस छेड़ दी। एक ओर कई लोगों ने इसे संविधान और लोकतंत्र की मूल भावना के खिलाफ बताया, वहीं दूसरी ओर कुछ वेतनभोगी कर्मचारियों, उद्यमियों और व्यवसायियों ने इस विचार के पीछे छिपी निराशा और असंतोष को समझने की बात कही।

यह विचार पूरी तरह नया नहीं है। राजनीतिक दर्शन में इसे “एपिस्टोक्रेसी” (Epistocracy) कहा जाता है, जिसमें यह तर्क दिया जाता है कि शासन से जुड़े निर्णयों में अधिक ज्ञान रखने वाले या व्यवस्था में अधिक योगदान देने वाले लोगों को ज्यादा राजनीतिक शक्ति मिलनी चाहिए। दुनिया के कई देशों में समय-समय पर इस तरह की बहसें उठती रही हैं।

भारत के संदर्भ में यह मुद्दा इसलिए भी चर्चा में है क्योंकि देश की कुल आबादी लगभग 140 करोड़ है, जबकि आयकर रिटर्न दाखिल करने वालों की संख्या अपेक्षाकृत काफी कम है। ऐसे में कुछ लोग सवाल उठाते हैं कि सरकारी खर्चों का बड़ा हिस्सा वहन करने वाले वर्ग की प्राथमिकताओं को नीतियों में कितना महत्व मिलता है।

हालांकि संविधान विशेषज्ञों का मानना है कि सार्वभौमिक मताधिकार भारतीय लोकतंत्र की सबसे महत्वपूर्ण आधारशिलाओं में से एक है। यदि मतदान का अधिकार आय या कर भुगतान से जोड़ दिया जाए, तो समाज के आर्थिक रूप से कमजोर और वंचित वर्ग राजनीतिक प्रक्रिया से बाहर हो सकते हैं।

फिर भी, इस वायरल वीडियो ने एक ऐसे मुद्दे को सामने ला दिया है जिस पर देश के एक वर्ग में लंबे समय से असंतोष देखने को मिलता रहा है। चाहे लोग इस सुझाव से सहमत हों या असहमत, लेकिन यह स्पष्ट है कि वीडियो ने करदाताओं, सरकारी नीतियों और लोकतांत्रिक प्रतिनिधित्व के बीच संबंधों पर एक नई सार्वजनिक चर्चा को जन्म दे दिया है।
