सबसे बड़ा सवाल…नीट पेपर लीक में मनीषा मंधारे की गिरफ्तारी के बाद भी धर्मेन्द्र प्रधान की बर्खास्तगी क्यों नहीं? मनीषा मंधारे से देश के शिक्षा मंत्री का कनेक्शन सामने आने के बाद सरकार खामोश. जनता को बेवकूफ बनाने के लिये छोटे दलालों को पकड़कर जेल में डाल दिया जाता है, दिखाने के लिये सीबीआई जांच होती है लेकिन लाखों बच्चों के भविष्य के साथ खिलवाड़ करनेवाले मोदी जी के मंत्रियों से कोई सवाल नहीं करता.
2017 में जब नेशनल टेस्टिंग एजेंसी (NTA) बनायी गई. 2020 JEE Mens का पहला पेपर लीक हुुुआ. 2021 फिर लीक हुआ. 2024 में UGC का पेपर लीक हुआ. इसके बाद संसद में कड़ा कानून बना तो लगा अब पेपर लीक नहीं होगा. फिर नीट का पेपर लीक हो गया.
NTA को ‘लीक प्रू्फ’ का सर्टिफिकेट
अब यह मान लेना चाहिए कि NTA इसलिए बनाया गया कि ये केंद्रीय संस्था ‘लीक प्रू्फ’ की तरह काम करे. 2014 से 2026 के बीच भारत में करोड़ों युवाओं ने प्रतियोगी परीक्षाओं के फॉर्म भरे, लेकिन पेपर लीक देश का सबसे बड़ा उद्योग बन गया। राजस्थान से बिहार तक, उत्तर प्रदेश से हरियाणा तक, भर्ती घोटालों ने लाखों युवाओं का समय खाकर पचा लिया गया।
कोई 5 साल तैयारी करता रहा, कोई 7 साल। उम्र निकल गई, नौकरी नहीं आई। लेकिन टीवी पर यह राष्ट्रीय संकट नहीं बना। क्यों? क्योंकि बेरोजगार युवा अगर गुस्से में आ जाता तो चुनावी खेल बिगड़ जाता। इसलिए उसको मोबाइल, छोटा वीडियो और भावनात्मक युद्ध दे दिया गया। उम्र निकल गई, नौकरी नहीं मिली, टीवी पर यह राष्ट्रीय संकट नहीं बना
आज हालत यह है कि युवा नौकरी मांगते-मांगते थक गया, किसान लागत से हार गया, छोटा व्यापारी कर और बाजार में पिस गया, लेकिन सोशल मीडिया पर ऐसा माहौल बनाया गया कि अगर कोई सवाल पूछ दे तो उसे ही गलत साबित कर दो।
समस्या खत्म नहीं करो, सवाल पूछनेवाले को खत्म करो
और भाजपा की सबसे बड़ी सफलता यही रही। उसने जनता को नागरिक से समर्थक बना दिया। नागरिक हिसाब मांगता है। समर्थक बचाव करता है। इसलिए आज रुपया टूटने के बाद भी जनता सड़क पर नहीं है। वह मोबाइल पर है।
जब जनता मोबाइल में लड़ने लगे और सत्ता जमीन पर सवालों से बच जाए, तब समझ लो राजनीति नहीं, मानसिक नियंत्रण चल रहा है। 2014 में भाजपा ने कहा था भारत दुनिया की सबसे ताकतवर अर्थव्यवस्था बनेगा, लेकिन 10 साल बाद हालत यह है कि भारत में आदमी नौकरी से ज्यादा “नैरेटिव” खोज रहा है।
सबसे बड़ा खेल सड़क पर नहीं, दिमाग में खेला गया। जनता को धीरे- धीरे इस तरह तैयार किया गया कि वह अपनी जिंदगी का हिसाब छोड़कर सरकार की इज्जत बचाने लगे। यही असली राजनीति थी। 2015 से 2026 के बीच पांच बार नीट पेपर लीक हो चुका है. न ही पीएम की तरफ से उनकी कोई जिम्मेदारी तय की गई है.
मनमोहन सिंह के दौर में सिर्फ आरोप लगने पर बड़े-बड़े मंत्रियों के इस्तीफे ले लिये जाते थे. अब हालत यह है कि नैतिकता और त्याग-तपस्या की डफली बजाने वाले मोदी जी आंख मूंदकर बैठे हैं. उनकी हालत गांधी जी के तीन बंदरों से भी बुरी हो चुकी है. वो न कुछ देखते हैं, न सुनते हैं, न बोलते हैं.
नकारा क्षित्रा मंत्री धर्मेन्द्र प्रधान की बेटी निमिशा प्रधान अमेरिका में पढ़ी है. हो सकता है वहीं रह भी रही होगी. देश के युवाओं को पकौड़ा बनाने की सीख देने वाले मोदी के अधिकांश मंत्रियों/नेताओं के बेटे-बेटियां अमेरिका, ब्रिटेन, यूरोप, ऑस्ट्रेलिया में पढ़ते-लिखते हैं, वहीं रहते हैं. इसमें कोई दिक्कत नहीं. सवाल उठता है कि हमारा आपका जीवन बर्बाद करनेवाले ये ढोंगी स्वदेशी शिक्षा, स्वदेशी जीवन शैली अपनाने की सीख क्यों देते हैं?
विश्वचेला बनने लायक भी नहीं है भारत
ज्ञान और उच्च शिक्षा के प्रति जितनी हिकारत और नफरत मोदी जी के कार्यकाल में पैदा की गई है उसकी वजह से भारत विश्वचेला बनने लायक भी नहीं बचा है. इसको नोट कर रख लीजिए. भारत आज की दुनिया में विश्वचेला बनने लायक भी नहीं बचा है.
खुद मोदी जी ने हॉवर्ड बनाम हार्डवर्क की बाइनरी खड़ी करके इस घटिया सोच को समाज में स्थापित किया. जिस देश का प्रधानमंत्री ही उच्च शिक्षा का मज़ाक उड़ाता हो, जिसकी खुद की डिग्री का अता-पता न हो, जो पकौड़ानॉमिक्स का पक्षधर हो-उस देश का क्या हाल होगा?
मोदी जी के पहले कार्यकाल की शुरुआत की जेएनयू को बर्बाद करने से हुई. तब ‘एन्टी नेशनल’ स्मृति ईरानी जी शिक्षा मंत्री थीं. आज धर्मेन्द्र प्रधान शिक्षा मंत्री हैं लेकिन उच्च शिक्षा को लेकर बीजेपी सरकार के एप्रोच में दूूूूूूर-दूर तक कोई बदलाव नहीं दिखता.
व्यापम था भारत का सबसे ब़ड़ा आपराधिक शिक्षा घोटाला
भारतीय इतिहास का सबसे बड़ा और आपराधिक शिक्षा घोटाला- मध्यप्रदेश का व्यापम- बीजेपी के दौर में, बीजेपी की निगहबानी में हुआ. व्यापम शिक्षा घोटाले के लिये शिवराज सिंह की जिम्मेदारी तय की गई? नहीं.
उल्टे जिन पत्रकारों, आरटीआई एक्टिविस्ट ने इसको उजागर किया (जिन्हें इस देश का मुख्य न्यायाधीश कॉक्रोच समझता है) उनमें से कइयों की रहस्यमयी तरीके से हत्या कर दी गई.
नीट पेपर लीक कोई हवा में नहीं हो रहा है. उस इकोसिस्टम की वजह से हो रहा है जो बीजेपी की सरकारों ने पिछले कई सालों में तैयार किया है. उस सोच की वजह से हो रहा है जिसके मुताबिक उच्च शिक्षित, पढ़े-लिखे, संभ्रात-सुसंस्कृत लोग विदेशी एजेंट होते हैं. इस सोच के शीर्ष दार्शनिक मोदी जी हैं.
जिस मोदी सरकार के नेता, मंत्रियों ने अमर्त्य सेन का मज़ाक उड़ाया हो, उसकी संवेदना पर नीट पेपर लीक से क्या फर्क पड़ेगा? अगर आपको यह अभी भी समझ नहीं आ रहा है तो आप नीट पेपर लीक और उससे होने वाली त्रासदियों को भोगने के लिये अभिशप्त रहेंगे.
