अधिकांश स्वास्थ्यकर्मी अपनी पुरानी ढेरों पर चलते हुए कानून की धज्जियां उड़ा रहे : उपाधीक्षक

गुमला : – गुमला इंडियन मेडिकल एसोसिएशन ( आई एम ए ) के स्पष्ट नियमों और निर्देशों के बावजूद सदर अस्पताल गुमला में आश्चर्यजनक पुराना ढर्रा देखने को मिल रहा है । अस्पताल के कई गैर-चिकित्सकीय कर्मी (नॉन-मेडिकल स्टाफ) अपने निजी वाहनों पर धड़ल्ले से रेड प्लस + (लाल + प्लस) के निशान का उपयोग कर रहे हैं। नियमों के मुताबिक यह चिह्न केवल पंजीकृत डॉक्टरों (रजिस्टर्ड मेडिकल प्रैक्टिशनर्स) के लिए ही वैध है, लेकिन गुमला में लैब टेक्नीशियन से लेकर एंबुलेंस चालक तक उक्त स्वास्थ्य विभाग के शानदार प्रतीक चिन्ह को अपनी बाइक, स्कूटी आदि वाहनों पर चस्पा कर अपने आपको ( उच्च स्तरीय स्वास्थ्यकर्मी होने का दावा प्रस्तुत करते हैं ) स्वास्थ्य विभाग का उच्च स्तरीय चिकित्साकर्मी होने का दावा ठोकते नजर आते हैं, और तो और आम जनता, मरीज और परिजनों के बीच भ्रम, फैलाकर भ्रष्टाचार का खुला खेल फर्रुखाबादी का खेल खेलते हैं और मरीज और परिजनों को समय-समय पर परेशान भी करते हैं जानकारों और स्वास्थ्य विभाग के नियमों के अनुसार, रेड प्लस + का निशान सड़क पर डॉक्टरों को आपातकालीन स्थिति में विशेष प्राथमिकता और पहचान देने के लिए है। लेकिन गुमला सदर अस्पताल के पैथोलॉजिस्ट, कंपाउंडर, ड्रेसर और चतुर्थवर्गीय कर्मचारियों द्वारा इसका खुलेआम इस्तेमाल किए जाने से आम लोगों में भारी भ्रम की स्थिति पैदा हो रही है। गुमला जिले का एक मात्र बड़ा सदर अस्पताल गुमला मेंआने वाले सीधे-साधे मरीज और उनके परिजन और परिजनों को अक्सर उक्त कर्मचारियों के वाहनों पर लगे चिह्न को देखकर उन्हें डॉक्टर समझ बैठते हैं। कई बार लोग अस्पताल परिसर के बाहर या सड़कों पर भी इनसे डॉक्टरी सलाह या आपातकालीन मदद की उम्मीद कर बैठते हैं, जिससे मरीजों के स्वास्थ्य के साथ खिलवाड़ होने का खतरा काफी बढ़ गया है। नॉन-मेडिकल स्टाफ के वाहनों में लगा उक्त रेड प्लस + चिन्ह का दुरुपयोग किया जा रहा है । सदर अस्पताल गुमला की इस अव्यवस्था पर स्थानीय नागरिकों – समाजसेवियों और जनप्रतिनिधियों ने गहरी चिंता व्यक्त की है। स्थानीय लोगों ने जिला प्रशासन और स्वास्थ्य विभाग के उच्चाधिकारियों से मांग की है कि सरकारी अस्पतालों और निजी क्लीनिकों में कार्यरत स्वास्थ्य कर्मियों की पहचान स्पष्ट करने के लिए नियमों का सख्ती से पालन कराया जाए ताकि आम लोगों में भ्रम की स्थिति न पैदा हो । आम लोगों का कहना है कि ऐसे वाहनों की चेकिंग कर उक्त वैध चिकित्सा विभाग का प्रतीक चिन्ह (रेड प्लस + चिन्ह ) का अवैध रुप से प्रयोग करने वाले व्यक्तियों पर सख्त कानूनी कार्रवाई की जाए और उक्त प्रचलन को अभिलंब रोका जाए, ताकि दूर-दराज से आने वाले गरीब मरीजों और उनके परिजनों और अभिभावकों को किसी भी तरह के धोखे या भ्रम की स्थिति का सामना न करना पड़े। इस गंभीर मामले पर संज्ञान लेते हुए सदर अस्पताल गुमला के उपाधीक्षक डॉ. अनुपम किशोर ने सख्त रुख अपनाया है। *उन्होंने मीडिया से बातचीत में स्पष्ट किया की उक्त मामला हमारे संज्ञान में आया है* मैं चिंतित हूं और नियम बेहद स्पष्ट हैं-किसी भी स्वास्थ्यकर्मी, कंपाउंडर, पैथोलॉजिस्ट या अन्य गैर-चिकित्सकीय स्टाफ को अपने वाहनों पर रेड प्लस चिह्न का उपयोग करने का कोई कानूनी अधिकार नहीं है। यदि कोई ऐसा कर रहा है, तो वह पूरी तरह से गलत और अवैध है। डॉ. किशोर ने आगे कहा कि जल्द ही अस्पताल के सभी श्रेणी के स्वास्थ्य कर्मियों को आधिकारिक पत्राचार (नोटिस) जारी कर अपने निजी वाहनों से तुरंत रेड प्लस चिन्ह हटाने का निर्देश दिया जाएगा। इसके बाद भी यदि कोई कर्मचारी

उक्त आदेश का उल्लंघन करता पाया गया, तो उसके खिलाफ अनुशासनात्मक और विभागीय कार्रवाई की जाएगी। स्वास्थ्य विभाग से जुड़े सूत्रों का कहना है कि इंडियन मेडिकल एसोसिएशन ने कुछ समय पूर्व चिकित्सकों की पहचान को बिल्कुल अलग, विशिष्ट और स्पष्ट बनाने के उद्देश्य से अपने आधिकारिक प्रतीक चिह्न (लोगों) में बदलाव किया था। नए नियमों के तहत पुराने रेड प्लस के दुरुपयोग को रोकने की कवायद की गई थी। इसके बावजूद गुमला में जमीनी स्तर पर इसका कोई असर नहीं दिख रहा है ।
