राज्य सूचना आयुक्त डॉ. तनुज खत्री ने सूचना के अधिकार अधिनियम के अनुपालन की समीक्षा की, समयबद्ध एवं गुणवत्तापूर्ण सूचना उपलब्ध कराने के दिए निर्देश

गुमला: झारखंड राज्य सूचना आयोग, रांची के राज्य सूचना आयुक्त डॉ. तनुज खत्री की अध्यक्षता में शनिवार को परिसदन भवन, गुमला के सभाकक्ष में सूचना का अधिकार अधिनियम, 2005 के अनुपालन एवं क्रियान्वयन की स्थिति की समीक्षा को लेकर बैठक आयोजित की गई। बैठक में जिले के विभिन्न विभागों के पदाधिकारी अपने-अपने विभागों से संबंधित अद्यतन प्रतिवेदन के साथ उपस्थित हुए।

बैठक के दौरान सूचना का अधिकार अधिनियम के प्रभावी क्रियान्वयन, लंबित मामलों के निष्पादन तथा आम नागरिकों तक समयबद्ध एवं गुणवत्तापूर्ण सूचना उपलब्ध कराने के विभिन्न पहलुओं पर विस्तृत चर्चा की गई।

राज्य सूचना आयुक्त ने अधिकारियों को स्पष्ट निर्देश देते हुए कहा कि फरियादियों को निर्धारित समय-सीमा के भीतर सही, सटीक एवं पूर्ण सूचना उपलब्ध कराना सुनिश्चित किया जाए। उन्होंने कहा कि सूचना का अधिकार अधिनियम नागरिकों को सशक्त बनाने का एक महत्वपूर्ण माध्यम है तथा सभी जन सूचना पदाधिकारी (पीआईओ) आरटीआई आवेदनों को गंभीरता से लेते हुए प्रत्येक आवेदन का समयबद्ध निष्पादन करें।

उन्होंने कहा कि पारदर्शिता और जवाबदेही को सुदृढ़ बनाने के लिए आरटीआई प्रक्रिया को और अधिक मजबूत करना आवश्यक है। नागरिकों को छोटी-मोटी तकनीकी अथवा प्रक्रियागत कारणों से सूचना से वंचित नहीं रखा जाना चाहिए। साथ ही, अधिनियम के प्रावधानों के अनुरूप अधिकाधिक सूचनाएं डिजिटल माध्यम एवं सार्वजनिक पोर्टल पर उपलब्ध कराई जाएं, ताकि अंतिम व्यक्ति तक सूचना की सहज पहुंच सुनिश्चित हो सके।

बैठक में लंबित प्रकरणों की भी समीक्षा की गई। समीक्षा के दौरान वर्ष 2025-26 में प्राप्त 28 मामलों में से सभी मामलों के निष्पादन तथा वर्ष 2026 – 27 में प्राप्त 8 मामलों में से 4 मामलों के निष्पादन पर चर्चा की गई। गुमला जिले में विगत दो वर्षों के दौरान मामलों के बेहतर निष्पादन पर राज्य सूचना आयुक्त ने संतोष व्यक्त किया तथा शेष मामलों का भी त्वरित निष्पादन सुनिश्चित करने का निर्देश दिया।

डॉ. खत्री ने सभी विभागों को अपने-अपने कार्यालयों में जन सूचना पदाधिकारियों की अद्यतन सूची उपलब्ध कराने तथा जहां पीआईओ पदस्थापित नहीं हैं, वहां आवश्यक कार्रवाई करते हुए सूची का सत्यापन करने का निर्देश दिया। उन्होंने कहा कि सभी विभागीय कार्यालयों में आरटीआई अधिनियम से संबंधित आवश्यक जानकारियां प्रमुखता से प्रदर्शित की जाएं, ताकि आम नागरिकों को अधिनियम के प्रावधानों एवं सूचना प्राप्त करने की प्रक्रिया की जानकारी मिल सके।

राज्य सूचना आयुक्त ने आरटीआई अधिनियम के प्रति जन-जागरूकता बढ़ाने के लिए जिले के प्रमुख कार्यालयों एवं सार्वजनिक स्थलों पर जागरूकता संबंधी होर्डिंग लगाने का सुझाव दिया। साथ ही, समन्वय समिति की बैठकों में भी अधिकारियों को आरटीआई अधिनियम की जानकारी देने तथा जिला स्तर पर ही अधिकाधिक मामलों के निष्पादन का प्रयास करने पर बल दिया।

उन्होंने कहा कि जिला प्रशासन और राज्य सूचना आयोग दोनों ही अधिनियम के प्रभावी क्रियान्वयन के लिए सक्रिय हैं। इसके लिए आवश्यक है कि सभी अधिकारियों एवं कर्मियों को आरटीआई अधिनियम के संबंध में नियमित प्रशिक्षण दिया जाए तथा आम नागरिकों के बीच भी जागरूकता कार्यक्रम संचालित किए जाएं।

बैठक में अपर समाहर्ता गुमला राजीव नीरज, भूमि सुधार उप समाहर्ता ( डीसीएलआर ) राजीव कुमार, सिविल सर्जन डॉ. शंभूनाथ चौधरी, डीएसपी मुख्यालय, जिला योजना पदाधिकारी रमण कुमार, जिला कृषि पदाधिकारी, जिला भूमि संरक्षण पदाधिकारी, जिला मत्स्य पदाधिकारी, जिला शिक्षा पदाधिकारी, जिला शिक्षा अधीक्षक, जिला कल्याण पदाधिकारी, नगर परिषद के कार्यपालक अभियंता, जिला खेल पदाधिकारी, हॉर्टिकल्चर पदाधिकारी सहित विभिन्न विभागों के पदाधिकारी एवं कर्मी उपस्थित थे।
