पिछले कुछ दिनों से जंतर-मंतर पर जुटी भीड़ को लेकर सोशल मीडिया पर तरह-तरह के नैरेटिव चल रहे हैं। परीक्षाओं की पारदर्शिता, युवाओं का भविष्य और सरकार की जवाबदेही बेहद महत्वपूर्ण मुद्दे हैं। इस मुद्दे पर फेसबुक पर कुछ सुलझे हुए वरिष्ठ पत्रकार भी वाजिब सवाल उठा रहे हैं. इसके समर्थन और विरोध में भी कई पत्रकारों के विचारों का प्रकटीकरण हो रहा है. वरिष्ठ पत्रकार शंभुनाथ चौधरी के फेसबुक पोस्ट को अधिकतर पत्रकारों ने उठाए गए सवालों को जायज ठहरा रहे हैं पर कुछ ऐसे लोग भी हैं जिनका पलड़ा सत्तापक्ष की ओर झुका हुआ है और कठदलीली से खुद को सही ठहरा रहे हैं. आइये पहले हम शंभुनाथ चौधरी के उठाए गए सवालों पर गौर करते हैं….
कोई कह रहा है ये ‘बुलबुला’ है। कोई कह रहा है ‘प्रायोजित आंदोलन’, कोई कह रहा है कि इसके पीछे आंदोलनजीवी लोग हैं। कोई CJP को आम आदमी पार्टी का डमी बता रहा है। सोनम वांगचुक को भी देशद्रोही करार दिया जा रहा है।
हो सकता है… इन आरोपों में कुछ सच्चाई हो, कुछ राजनीति हो, कुछ अतिशयोक्ति भी हो।
लेकिन एक मिनट…
अगर आंदोलन का चेहरा आपको पसंद नहीं…तो क्या उसकी हर मांग अपने-आप गलत हो जाती है? अगर मंच पर मौजूद लोग आपको पसंद नहीं…तो क्या मंच के सामने बैठे लाखों छात्रों की चिंता भी फर्जी हो जाती है? व्यक्ति पर हमला करना आसान है। मुद्दे का जवाब देना मुश्किल। इसलिए आइए… चेहरों को छोड़िए। सिर्फ सवालों पर बात कीजिए।
पहला सवाल : क्या पिछले कुछ वर्षों में देश की बड़ी प्रतियोगी परीक्षाओं के पेपर बार-बार लीक नहीं हुए? क्या NEET जैसी राष्ट्रीय परीक्षा से लेकर राज्यों की भर्ती परीक्षाओं तक, पेपर लीक अब इक्का-दुक्का घटना नहीं, बल्कि पूरी परीक्षा प्रणाली का स्थायी रोग बन चुका है? अगर यह सच है, तो इसकी जवाबदेही आखिर किसकी है? क्या सिर्फ निचले स्तर के कुछ लोगों की? या फिर उस पूरी परीक्षा व्यवस्था की भी, जिसके शीर्ष पर NTA और शिक्षा मंत्रालय बैठा है?
दूसरा सवाल: NEET परीक्षा के बाद अलग-अलग राज्यों में 21 छात्रों द्वारा आत्महत्या करने की खबरें सामने आईं। हर मौत के पीछे परिस्थितियां अलग हो सकती हैं। लेकिन क्या सरकार ने कभी इन परिवारों के प्रति कोई सार्वजनिक संवेदना दिखाई? क्या किसी उच्च स्तरीय समीक्षा की घोषणा हुई? क्या यह भरोसा दिलाया गया कि ऐसी त्रासदी दोबारा न हो, इसके लिए व्यवस्था बदली जाएगी?
तीसरा सवाल: अगर छात्र 21-22 दिनों से धरने और अनशन पर बैठे हैं…तो क्या सरकार की ओर से संवाद की एक कोशिश भी नहीं होनी चाहिए थी? संवाद का मतलब झुक जाना नहीं होता। संवाद का मतलब सिर्फ इतना होता है कि लोकतंत्र अपने नागरिकों की बात सुनने को तैयार है।
चौथा सवाल: मान लेते हैं… सरकार सोनम वांगचुक से बात नहीं करना चाहती। मान लेते हैं… उसे CJP के चेहरों से परहेज है। मान लेते हैं… सरकार की नजर में वहां कुछ ‘आंदोलनजीवी’ भी बैठे हैं। लेकिन क्या जंतर-मंतर पर सिर्फ वही लोग हैं? वहां तो हजारों छात्र हैं… अभिभावक हैं… डॉक्टर बनने का सपना देखने वाले नौजवान हैं। क्या सरकार उनमें से किसी प्रतिनिधिमंडल से भी संवाद नहीं कर सकती? क्या असहमति का मतलब संवाद का दरवाज़ा हमेशा के लिए बंद कर देना है? लोकतंत्र में बातचीत विरोधियों से भी होती है… फिर अपने ही बच्चों से बात करने में आखिर हिचकिचाहट क्यों?
पांचवां सवाल: सरकार के पैरोकारों का कहना है कि यह आंदोलन पूरी तरह राजनीति से प्रेरित है। मान लेते हैं। उन्हें लगता है कि इसमें कई संगठन अपना एजेंडा चला रहे हैं। यह भी मान लेते हैं। लेकिन क्या इससे परीक्षा प्रणाली पर उठ रहे सवालों को लेकर सरकार की जिम्मेदारी खत्म हो जाती है?
क्या सरकार की ओर से सिर्फ इतना कहना भी मुश्किल था कि.. हम आपकी चिंता समझते हैं… हम जिम्मेदारी स्वीकार करते हैं… दोषियों के खिलाफ एक तय टाइम-फ्रेम में कार्रवाई होगी।
आख़िर भरोसा पैदा करने के लिए संवाद चाहिए… या सिर्फ आरोप? क्योंकि लोकतंत्र में हर आंदोलन से सहमत होना ज़रूरी नहीं होता… लेकिन हर बेचैन नागरिक को यह भरोसा देना जरूरी होता है कि उसकी बात सुनी जा रही है।
और आखिर में…मान लीजिए… इस आंदोलन में राजनीति भी है। मान लीजिए… कुछ संगठन अपना एजेंडा भी चलाने की कोशिश कर रहे हैं। मान लीजिए… कुछ लोग सरकार को घेरने के इरादे से भी वहां मौजूद हैं। लेकिन क्या इससे छात्रों के सारे सवाल अपने-आप गलत हो जाते हैं? क्या बार-बार पेपर लीक होने की घटनाएं झूठ हैं? क्या परीक्षा प्रणाली में सुधार की जरूरत नहीं है? क्या जवाबदेही तय नहीं होनी चाहिए? और क्या इतनी बड़ी चूकों के बाद किसी की नैतिक जिम्मेदारी भी नहीं बनती?
लोकतंत्र में सबसे खतरनाक स्थिति तब नहीं होती, जब लोग सड़क पर उतरते हैं। सबसे खतरनाक स्थिति तब होती है…जब सवाल पूछने वालों को सुनने के बजाय, उन्हें बदनाम करने पर सारी ऊर्जा खपा दी जाती है।
फिर से जोर देकर कह रहा हूं, इस आंदोलन में जिन चेहरों और संगठनों को हम सबसे आगे देख रहे हैं, वो लोग उतने अहम नहीं है, अहम हैं वो सवाल जो देश भर के नौजवान उठा रहे हैं। इन सवालों को सिरे से खारिज करना गलत है। सरकार सवाल पूछने वालों की शिनाख्त करने में ऊर्जा गंवाने के बजाय उठ रहे सवालों की गंभीरता समझे। ये सवाल सिर्फ जंतर-मंतर से नहीं उठ रहे। हर घर से उठ रहे हैं, पढ़ने और प्रतियोगी परीक्षाएं देने वाले हर युवा के मन से उठ रहे हैं।
