सड़क हादसों पर लगाम की तैयारी: उपायुक्त ने रॉन्ग साइड ड्राइविंग पर की सख्ती, ब्लैक स्पॉट का नये सिरे से पहचान करने हेतु निर्देश

जिला सड़क सुरक्षा समिति की बैठक में अहम फैसले, हाट-बाजार में बेतरतीब ऑटो खड़ा करने पर भी लगेगी रोक

गुमलाश : – गुमला जिले में बढ़ती सड़क दुर्घटनाओं पर अंकुश लगाने के लिए उपायुक्त दिलेश्वर महत्तो ने सख्त रुख अख्तियार किया है। गुरुवार को जिला मुख्यालय में आयोजित जिला सड़क सुरक्षा समिति की बैठक की अध्यक्षता करते हुए उन्होंने एनएचएआई, आरसीडी, पुलिस और स्थानीय प्रशासन के अधिकारियों को कड़े निर्देश दिए। उपायुक्त ने साफ कहा कि सड़कों पर होने वाली लापरवाही किसी भी कीमत पर बर्दाश्त नहीं होगी और नागरिकों की सुरक्षा प्रशासन की सर्वोच्च प्राथमिकता है।

*रॉन्ग साइड ड्राइविंग पर सख्त कार्रवाई के निर्देश*

बैठक में भरनो, सिसई और एरोड्रम क्षेत्रों में लगातार सामने आ रही उल्टी दिशा में वाहन चलाने की शिकायतों पर कड़ा संज्ञान लिया गया। उपायुक्त ने कहा कि फोर लेन सड़क पर मीडियन के सहारे गलत दिशा में चलना दुर्घटना को न्योता देने जैसा है। इस प्रवृत्ति पर पूर्ण रोक लगाने के साथ ही स्थानीय निवासियों की सुविधा के लिए सर्विस रोड के प्रस्ताव को भी विभागीय स्वीकृति के लिए भेजा जाएगा।

*ब्लैक स्पॉट और जलजमाव की होगी नयी जांच
जिले के सभी ब्लैक स्पॉट (दुर्घटना संभावित स्थान) को नए सिरे से चिन्हित करने का आदेश दिया गया है। साथ ही, लगातार बारिश के कारण सड़कों पर जलजमाव की स्थिति से निपटने के लिए सभी अंचल अधिकारियों से प्रभावित मार्गों की सूची मांगी गई है। लोहरदगा – गुमला मार्ग की मरम्मत का टेंडर जारी कर दिया गया है और काम शुरू होने तक सभी गड्ढों को अस्थायी रूप से भरकर मार्ग चलने योग्य बनाने के निर्देश दिए गए हैं।

*एनएचएआई को एम्बुलेंस सेवा सुधारने के निर्देश*
राष्ट्रीय राजमार्गों पर दुर्घटना पीड़ितों को त्वरित सहायता देने के लिए हाईवे हेल्पलाइन 1033 को व्यापक प्रचारित करने का निर्णय लिया गया। वर्तमान में टोल प्लाजा पर मात्र एक एम्बुलेंस उपलब्ध है, जिसका रेस्पॉन्स टाइम 15 मिनट है। इसे कम करने के लिए एक अतिरिक्त एम्बुलेंस की मांग एनएचएआई से की गई है। एम्बुलेंस सेवाओं की नियमित जांच के लिए समय-समय पर मॉक ड्रिल आयोजित करने के भी निर्देश दिए गए। भरनो मंदिर के समीप पैदल यात्रियों की सुरक्षा के लिए फुट ओवर ब्रिज का प्रस्ताव भी उच्च स्तर पर भेजा जा चुका है।

*स्पीड लिमिट बोर्ड और नो-एंट्री का नया समय*

शहर की तमाम प्रमुख सड़कों पर अनिवार्य रूप से गति सीमा बोर्ड लगाने का फैसला लिया गया। भारी वाहनों के लिए नो-एंट्री का समय रात 8:00 बजे तक प्रभावी रखा गया है। दुन्दुरिया बस डिपो से निकलकर अन्य स्थानों पर अनियंत्रित रूप से रुकने वाली बसों को चिन्हित कर भारी जुर्माना लगाने की चेतावनी दी गई है। टावर चौक, थाना चौक और पटेल चौक पर बस खड़ी करने की अनुमति किसी भी स्थिति में नहीं होगी।

*अतिक्रमण और जर्जर पेड़ों की होगी सफाई*

टावर चौक और पटेल चौक क्षेत्र में लगने वाले जाम से निपटने के लिए संयुक्त जांच अभियान चलाकर सड़कों को अतिक्रमण मुक्त किया जाएगा। अंजन धाम रोड पर सुरक्षात्मक कार्यों के लिए आरसीडी से रिपोर्ट मांगी गई है, जबकि बसिया कोयल नदी पुल और गुमला-घाघरा मार्ग पर एक माह के भीतर मरम्मत कार्य शुरू करने का आदेश दिया गया है। सड़क किनारे खड़े सूखे पेड़ों की विस्तृत रिपोर्ट बनाकर उन्हें हटाने की प्रक्रिया भी जल्द शुरू की जाएगी।

*गुड सेमेरिटन की सूची बनेगी, हिट एंड रन मामलों पर नज़र*

बैठक में सड़क हादसों में घायलों की सहायता करने वाले नेक नागरिकों (गुड सेमेरिटन) का एक औपचारिक रजिस्टर बनाने का निर्देश दिया गया। उपायुक्त ने गुड सेमेरिटन पॉलिसी 2020 का हवाला देते हुए कहा कि मदद करने वालों को पुलिस किसी भी प्रकार परेशान नहीं कर सकती, इसलिए नागरिक बिना किसी डर के घायलों की मदद करें। सभी थाना प्रभारियों को अपने-अपने इलाकों में लंबित हिट एंड रन (टक्कर मारकर भागने) के मामलों की अद्यतन सूची जल्द उपलब्ध कराने के निर्देश भी दिए गए।

*हाट-बाजार में अब ऑटो चिन्हित जगहों पर ही लगेंगे*

घाघरा बाजार के दिन सड़कों पर बेतरतीब ऑटो खड़े होने की शिकायतों का निदान करते हुए उपायुक्त ने हाट-बाजार के दौरान ऑटो को केवल पूर्व निर्धारित स्थानों पर ही लगाने का आदेश दिया है। साथ ही, सभी अंचल अधिकारियों और थाना प्रभारियों को अपने क्षेत्र के दुर्घटना संभावित सड़क खंडों की सूची शीघ्र प्रस्तुत करने का निर्देश दिया गया है।

बैठक में मुख्य रूप से अनुमंडल पदाधिकारी गुमला,अनुमंडल पदाधिकारी बसिया,अनुमंडल पदाधिकारी चैनपुर, जिला परिवहन पदाधिकारी, जेल सुप्रिटेंडेंट , पुलिस अधीक्षक गुमला, एनएचएआई , आरईओ , आरसीडी के कार्यपालक अभियंता एवं सहायक अभियंता, MVI सहित अन्य सम्बंधित पदाधिकारी एवं कर्मी मौजूद रहें।
