उपायुक्त की अध्यक्षता में पंचायत योजनाओं एवं पेसा नियमावली के प्रभावी क्रियान्वयन को लेकर समीक्षात्मक बैठक सम्पन्न

पंचायत सचिवालय सुदृढ़ीकरण, 15 वें वित्त आयोग व्यय, डिजिटल पंचायत एवं ग्राम सभा को प्रशासनिक रूप से सशक्त बनाने पर दिया गया जोर

गुमला : – गुमला उपायुक्त दिलेश्वर महत्तो की अध्यक्षता में शनिवार को समाहरणालय स्थित सभागार में पंचायत राज विभाग से संबंधित विभिन्न योजनाओं एवं कार्यक्रमों की प्रगति की विस्तृत समीक्षा बैठक आयोजित की गई। आज के बैठक में सिसई, भरनो ,बिशुनपुर कामडारा प्रखंड के सभी ग्राम पंचायतों के मुखिया, पंचायत सचिव, प्रखण्ड समन्वयक, बीपीएम (स्वशासन परिषद्/बीपीआरसी/बीपीएमयू) सहित संबंधित अधिकारियों एवं कर्मियों की उपस्थिति रही।
ज्ञात हो कि यह बैठक आगामी 03 एवं 04 अगस्त 2026 को भी शेष बचे प्रखंडों के ग्राम पंचायतों के मुखिया, पंचायत सचिव, प्रखण्ड समन्वयक, बीपीएम (स्वशासन परिषद्/बीपीआरसी/बीपीएमयू) सहित संबंधित अधिकारियों एवं कर्मियों के साथ उपायुक्त गुमला एवं उप विका आयुक्त गुमला के अध्यक्षता में आयोजित होगी।

बैठक में 15 वें वित्त आयोग की राशि के व्यय, पंचायत सचिवालय सुदृढ़ीकरण, जन्म-मृत्यु निबंधन, पेसा नियमावली-2025, डिजिटल पंचायत, राष्ट्रीय ग्राम स्वराज अभियान, पंचायत सहायता केन्द्र, भारतनेट रिचार्ज, पंचायत ज्ञान केन्द्र सहित अन्य विभागीय विषयों की अद्यतन प्रगति की समीक्षा की गई।

उपायुक्त ने कहा कि पंचायतों के माध्यम से संचालित सभी योजनाओं का समयबद्ध एवं गुणवत्तापूर्ण क्रियान्वयन सुनिश्चित किया जाए। उन्होंने सभी पंचायत सचिवों एवं प्रखण्ड स्तर के पदाधिकारियों को निर्देश दिया कि योजनाओं से संबंधित अद्यतन प्रगति प्रतिवेदन तैयार रखते हुए लंबित कार्यों का शीघ्र निष्पादन करें तथा नियमित रूप से प्रगति की समीक्षा करें।

बैठक के दौरान पंचायत उपबंध (अनुसूचित क्षेत्रों पर विस्तार) झारखण्ड नियमावली, 2025 (पेसा) के प्रभावी क्रियान्वयन पर विशेष चर्चा की गई। उपायुक्त ने निर्देश दिया कि पेसा क्षेत्र के प्रत्येक राजस्व ग्राम में विशेष ग्राम सभा का आयोजन सुनिश्चित किया जाए। विशेष ग्राम सभा में नियमावली के अनुरूप सहायक सचिव का चयन, ग्राम सभा कार्यालय के लिए भवन का चयन तथा ग्राम सभा के नाम से बैंक अथवा डाकघर में खाता खोलने की प्रक्रिया प्राथमिकता के आधार पर पूर्ण की जाए। उन्होंने कहा कि वर्तमान में जिले में बहुत कम ग्राम सभाओं के बैंक खाते संचालित हैं, इसलिए इस कार्य में तेजी लाते हुए निर्धारित समय सीमा के भीतर सभी ग्राम सभाओं के खाते खुलवाना सुनिश्चित किया जाए।

उपायुक्त ने पंचायत सचिवालय सुदृढ़ीकरण योजना की भी समीक्षा करते हुए निर्देश दिया कि उपलब्ध कराई गई राशि का उपयोग विभागीय दिशा-निर्देशों के अनुरूप किया जाए तथा व्यय के उपरांत उपयोगिता प्रमाण-पत्र समय पर जिला पंचायत राज कार्यालय को उपलब्ध कराया जाए। उन्होंने कहा कि पंचायत सचिवालयों को जनसेवा का प्रभावी केंद्र बनाया जाए, जिसके लिए भवन की नियमित साफ-सफाई, सुरक्षा व्यवस्था, इंटरनेट सुविधा, विद्युत एवं वैकल्पिक ऊर्जा व्यवस्था, स्टेशनरी तथा अन्य आवश्यक संसाधनों की उपलब्धता सुनिश्चित की जाए।

उन्होंने भारतनेट इंटरनेट सुविधा का अधिकतम उपयोग करने, डिजिटल पंचायत की अवधारणा को सुदृढ़ करने तथा पंचायत सहायता केन्द्र एवं पंचायत ज्ञान केन्द्र को आम नागरिकों के लिए अधिक उपयोगी बनाने के निर्देश भी दिए। साथ ही जन्म एवं मृत्यु निबंधन कार्य में शत-प्रतिशत उपलब्धि सुनिश्चित करने तथा राष्ट्रीय ग्राम स्वराज अभियान के अंतर्गत प्रशिक्षण एवं ग्राम पंचायत विकास योजना (जीपीडीपी) की प्रक्रिया को प्रभावी ढंग से संचालित करने पर बल दिया।

उपायुक्त ने सभी प्रखण्ड समन्वयकों एवं संबंधित पदाधिकारियों को निर्देशित किया कि पंचायत स्तर पर संचालित सभी योजनाओं की नियमित मॉनिटरिंग करें तथा जिन पंचायतों में कार्यों की प्रगति अपेक्षाकृत धीमी है, वहां विशेष अभियान चलाकर निर्धारित समय सीमा के भीतर लंबित कार्यों को पूर्ण कराना सुनिश्चित करें।
