झारखंड में नियुक्ति परीक्षाओं में हो रही धांधलियों से आदिवासी समाज को क्या फायदा हासिल होगा ?

झारखंड में चल रहे छात्र आंदोलन की मांगों से असहमति नहीं जतायी जा सकती, लेकिन छात्र आंदोलन के नाम पर चल रहे आंदोलन के पीछे की राजनीति को जो नहीं देख पा रहे हैं, वे या तो बेहद मासूम हैं, या फिर शातिराना तरीके से इस आंदोलन में अपनी राजनीतिक रोटी सेंकने में लगे हैं.

आईसा की नेहा बोरा के साथ जो कुछ भी हुआ, वह घोर निंदनीय है, लेकिन क्या अपनी ही सरकार के खिलाफ सड़कों पर उतरने वाले छात्र संगठन को पहले माले विधायकों पर यह दबाव नहीं देना चाहिए था कि वे सरकार से मांगों पर त्वरित कार्रवाई करने को कहें या वैसी सरकार से अपना समर्थन वापस ले लें?

सांप्रदायिक सौहार्द के ताने-बाने को बिगाड़ने की कोशिश

यह बात सभी जानते हैं कि उत्तर भारत में एक झारखंड को छोड़ सभी राज्यों में भगवा झंडा लहरा रहा है. झारखंड ही एकमात्र ऐसा राज्य है जहां का रंग भगवा नहीं, हरा है. खनिज संपदा से भरा यह राज्य भाजपा की आंख की किरकिरी बन चुका है. अलग राज्य के गठन के बाद भाजपा इस पर काबिज हो गयी. झारखंडियों के बीच फूट डाल कर और आजसू व कुछ निर्दलीय विधायकों से जोड़ तोड़ करके 2019 के पहले तक ज्यादा समय सत्ता पर काबिज रही.

और इस दौरान करती क्या रही? यहां के सांप्रदायिक सौहार्द के ताने-बाने को तोड़ कर एक-दूसरे के प्रति वैमनस्य का जहर बोती रही. कभी डोमिसाइल के खिलाफ आंदोलन चलाया, कभी कुर्मियों को एसटी बनाने के आंदोलन को परोक्ष रूप से हवा देती रही, ईसाई गैर ईसाई आदिवासी, आदिवासियों में भी मुंडा-उरांव और फिर धर्मांतरण का हौवा खड़ा कर डिलिस्टिंग का मुद्दा हवा में उछालती रही.

दूसरी तरफ तमाम सार्वजनिक उपयोग के जमीन को लैंड बैंक में डालती रही, अडानी जैसे कारपोरेट घराने को, बाबा रामदेव जैसे धर्म के नाम पर धंधा करने वालों को जमीन बांटती रही.

बहिरागतों द्वारा आदिवासी जमीन की लूट को प्रश्रय दिया गया. शैक्षणिक संस्थानों का भगवाकरण किया गया, सिर्फ झारखंड में नहीं, पूरे देश में. और यदि किसी कोने में उनका विरोध हुआ तो उसका दमन, आंदोलनकारियों पर देशद्रोह के मुकदमे.

अब 2019 में उनकी सत्ता उनके कुकर्मां के कारण चली गयी. उसके बाद कोरोना का घनघोर संकट का दौर रहा और उसके तुरंत बाद बहुमत से सत्ता में आयी सरकार के मुखिया के खिलाफ ईडी और सीबीआई को हुलका दिया गया. बात वहां तक गयी कि हेमंत सोरेन को इस्तीफा दे कर जेल जाना पड़ा.

लेकिन कोर्ट ने जमानत देते हुए यह साफ कह दिया कि उनके खिलाफ कार्रवाई का कोई ठोस आधार ही नहीं था. जो भाजपा नेता दिन-रात हेमंत सरकार को भ्रष्ट बता रही थी, ने घुसपैठिये का नया मुद्दा खड़ा किया. पूरी ताकत झोंक दी पिछले विधानसभा चुनाव में. लेकिन उनकी प्रचंड हार हुई.

सरकारी नौकरियों में आदिवासियों की संख्या चार फीसदी से भी कम क्यों है…?

अब हर तरह से पराभूत भाजपा को एक नया मुद्दा मिल गया जंतर मंतर के छात्र आंदोलन से. देश भर के लोग शिक्षा मंत्री का इस्तीफा मांग रहे थे और ठीक उसी समय झारखंड में जेपीएससी सहित कुछ अन्य सरकारी नौकरियों की परीक्षाओं में धांधली का मामला खड़ा हो गया. लेकिन सवाल उठता है कि इस धांधली से क्या आदिवासी को फायदा हो रहा है?

इसकी शुरुआत कब से हुई और भाजपा शासन के दौरान जांच का परिणाम क्या निकला? ब्यूरोक्रेसी में भरे हैं बहिरागत, शैक्षणिक संस्थानों में हो चुका है पूरी तरह भगवाकरण, ईसाई मिशनरियों द्वारा संचालित कुछ स्कूल कालेजों में पढ़ाई होती है, रांची विश्वविद्यालय कैंपस में भी थोड़ी बहुत पढ़ाई का वातावरण, वरना पूरी उच्च शिक्षा व्यवस्था चौपट हो चुकी है.

सवाल यह है कि सरकारी नौकरियों की परीक्षाओं में धांधली का सवाल गंभीर जरूर है, लेकिन उससे भी गंभीर सवाल यह है कि सरकारी नौकरियों में आदिवासियों की संख्या चार फीसदी से भी कम क्यों है? तृतीय और चतुर्थ श्रेणियों की नौकरियां भी गैर आदिवासी कैसे हडप रहे हैं?

देख आईये आदिवासियों से अर्जित जमीन पर बने केंद्रीय विश्वविद्यालय के कैंपस को. वहां किन लोगों को नौकरियां मिली है? सार्वजनिक प्रतिष्ठानों में नौकरियां क्यों खत्म होती जा रही हैं? खनन क्षेत्र सहित अन्य कल कारखानें जो चल रहे हैं, वहां स्थाई प्रकृति/परमानेंट नेचर का काम भी ठेके पर क्यों कराया जा रहा है?

इस आंदोलन की मूल मांग क्या है? सीबीआई जांच ही न? सीबीआई का ट्रैक रिकार्ड क्या है? फास्ट ट्रैक कोर्ट और लिकेज के खिलाफ कानून तो 2024 में ही बने? क्या आपको पता है कि उनके द्वारा आज तक एक भी अभियुक्त को सजा नहीं मिली? राज्य की खुफिया एजंसियां जांच कर रही हैं.

सीबीआई को जांच का जिम्मा सौंपने के मायने…?

दर्जनों लोग गिरफ्तार हुए. तो सरकार सीबीआई को काम सौंपकर अपने लिए एक मुसीबत ले लें. केंद्रीय खुफिया एजंसियां और इडी, चुनाव आयोग जैसी एजंसियां कर क्या रही हैं? विपक्षी नेताओं को डरा-धमका कर भाजपा खेमे में लाने के सिवा?

और नेहा बोरा पर स्याही उंडेल कर यह तो साफ कर ही दिया गया है कि इस आंदोलन की बागडोर कैसे लोगों के हाथ में हैं? उसमें मुख्य रूप से भाजपा समर्थक छात्र हैं या फिर वे लोग जो झारखंड में अपनी राजनीतिक जमीन तलाश रहे हैं, बिना अपनी नीति को स्पष्ट किये.

जेकेएलएफ यदि बारगेनिंग करने में कामयाब हुआ तो भाजपा के साथ जायेगा, बस भाजपा उसे आजसू से थोड़ी ज्यादा तरजीह दे दे. नाथवानी के चुनाव के वक्त जो हुआ, उसे सभी ने देखा.

इसलिए भाजपा के षडयंत्र को समझना जरूरी है. इसका यह अर्थ नहीं कि अबुआ सरकार को जिम्मेदार बनाने का आंदोलन या दबाव न हो, लेकिन इस आंदोलन में शामिल हो कर उस सरकार को ही कमजोर करना समझदारी का काम नहीं होगा जिसे झारखंडी जनता ने हसरत से अपनी एकजुटता कायम कर बनाया है. दरअसल, हमें इस आंदोलन के निहितार्थ को समझना होेगा.
