रांची में JPSC-JSSC को लेकर छात्रों का आंदोलन आज जिस मुकाम पर पहुंचा है, उसमें 10 अगस्त का विधानसभा घेराव और उसमें भाजपा का छात्रों के साथ खड़ा होना तथा 11 अगस्त के झारखंड बंद का आह्वान एक नई राजनीतिक तस्वीर जरूर बनाता है। लेकिन भाजपा और उसके नेता बाबूलाल मरांडी अगर इस आंदोलन को अपना राजनीतिक हथियार बनाना चाहते हैं तो उन्हें JPSC के उस इतिहास का भी सामना करना होगा, जिस पर भाजपा के शासनकाल की छाया रही है।
झारखंड 15 नवंबर 2000 को बना और उसके पहले मुख्यमंत्री बाबूलाल मरांडी बने। JPSC संवैधानिक प्रावधान के तहत गठित आयोग है, इसलिए यह कहना तथ्यात्मक रूप से सही नहीं होगा कि बाबूलाल मरांडी ने JPSC बनाया। लेकिन झारखंड बनने के बाद आयोग की शुरुआती संस्थागत व्यवस्था उनके मुख्यमंत्रित्वकाल में ही विकसित हुई। इसके बाद भाजपा के ही अर्जुन मुंडा मुख्यमंत्री बने और सितंबर 2004 में दिलीप कुमार प्रसाद JPSC के अध्यक्ष बनाए गए। यही वह दौर है जिसे आज भाजपा भूल जाना चाहती है।
दिलीप प्रसाद के अध्यक्षीय कार्यकाल में गोपाल प्रसाद सिंह, राधा गोविंद सिंह ‘नागेश’ और शांति देवी आयोग के सदस्य रहे। बाद में पहली और दूसरी संयुक्त सिविल सेवा परीक्षा, मार्केट सुपरवाइजर, लेक्चरर तथा अन्य चयन प्रक्रियाओं को लेकर गंभीर आरोप सामने आए।
झारखंड हाईकोर्ट के रिकॉर्ड में विजिलेंस जांच के बाद इन पदाधिकारियों के खिलाफ जानबूझकर अनियमितता, कदाचार, प्रभाव, पक्षपात और रिश्तेदारों को लाभ पहुंचाने जैसे आरोपों का उल्लेख है।
मामला इतना गंभीर हुआ कि विजिलेंस की जांच से आगे बढ़कर हाईकोर्ट ने JPSC से जुड़े मामलों की जांच CBI को सौंपने का आदेश दिया। CBI की जांच में भी चयन प्रक्रिया, अंकों में कथित हेरफेर और कुछ अभ्यर्थियों को अनुचित लाभ पहुंचाने के आरोप सामने आए। 2024 में दूसरी JPSC सिविल सेवा परीक्षा से जुड़े मामले में CBI ने 50 से अधिक लोगों के खिलाफ चार्जशीट दाखिल की, जिसमें दिलीप प्रसाद, गोपाल प्रसाद सिंह, शांति देवी और राधा गोविंद सिंह ‘नागेश’ के नाम भी शामिल बताए गए।
नागेश से जुड़े एक अन्य मामले में CBI जांच के रिकॉर्ड में Residential School Teachers Examination-2007 के 13 अभ्यर्थियों के OMR और मेरिट अंकों में कथित विसंगतियों का उल्लेख है। रिकॉर्ड के अनुसार दिलीप प्रसाद, गोपाल प्रसाद सिंह, शांति देवी और नागेश ने उस परिणाम को मंजूरी दी थी।
Assistant Engineer और Junior Engineer की नियुक्तियों से जुड़े मामले में भी CBI जांच के रिकॉर्ड में assessment charts में cutting और overwriting तथा कुछ उम्मीदवारों के अंकों में कथित हेरफेर का उल्लेख है। इस मामले में भी तत्कालीन अध्यक्ष दिलीप प्रसाद और सदस्यों गोपाल प्रसाद सिंह, नागेश तथा शांति देवी के नाम जांच में आए।
यहां यह स्पष्ट करना जरूरी है कि आरोप, CBI चार्जशीट और दोषसिद्धि अलग-अलग कानूनी अवस्थाएं हैं। लेकिन दिलीप प्रसाद के मामले में बात केवल आरोप तक भी सीमित नहीं रही। जुलाई 2025 में विशेष CBI अदालत ने OMR स्कैनिंग मशीन की खरीद से जुड़े भ्रष्टाचार के एक मामले में पूर्व JPSC अध्यक्ष दिलीप कुमार प्रसाद को दो वर्ष की सजा और जुर्माना सुनाया। अदालत के अनुसार टेंडर प्रक्रिया में अनियमितता से सरकारी खजाने को लगभग 13.56 लाख रुपये का नुकसान हुआ था।
यही वह इतिहास है जिसे आज भाजपा के नेताओं को छात्रों के सामने रखना चाहिए।
बाबूलाल मरांडी आज JPSC में CBI जांच की मांग कर रहे हैं। भाजपा 10 अगस्त के विधानसभा घेराव में छात्रों के साथ खड़ी हुई और झारखंड बंद की घोषणा. लेकिन छात्रों का सवाल इससे बड़ा है—जब भाजपा सत्ता में थी और JPSC की विश्वसनीयता पर सवाल उठ रहे थे, तब उसकी राजनीतिक जिम्मेदारी क्या थी?
बाबूलाल मरांडी के मुख्यमंत्रित्व काल में झारखंड की नई संस्थाओं की नींव पड़ी। उनके बाद अर्जुन मुंडा के भाजपा शासनकाल में दिलीप प्रसाद JPSC के अध्यक्ष बने और आगे चलकर उन्हीं के कार्यकाल से जुड़े चयन मामलों ने आयोग की विश्वसनीयता पर सबसे गंभीर सवाल खड़े किए। इसलिए आज बाबूलाल मरांडी अगर JPSC के नाम पर छात्रों की लड़ाई लड़ने निकलते हैं तो छात्रों को यह पूछने का पूरा अधिकार है—आप आज का हिसाब मांग रहे हैं, अपने शासनकाल या एनडीए सरकार का हिसाब कौन और कब देंगे?
भाजपा को यह भी बताना चाहिए कि वह केवल वर्तमान सरकार के खिलाफ CBI जांच क्यों चाहती है। यदि JPSC की सफाई वास्तव में उद्देश्य है तो पहली, दूसरी और बाद की विवादित परीक्षाओं की पूरी जांच और पुराने मामलों की वर्तमान कानूनी स्थिति भी सार्वजनिक होनी चाहिए। जांच की शुरुआत जहां से वर्तमान विवाद हुआ है वहां से हो, लेकिन खत्म वहां नहीं होनी चाहिए जहां भाजपा की राजनीतिक असुविधा शुरू होती है।
कांग्रेस का रुख स्पष्ट है—छात्रों की मांग जायज है तो सरकार को जवाब देना होगा, जांच जरूरी है तो निष्पक्ष जांच होनी चाहिए और दोषी कोई भी हो, कार्रवाई होनी चाहिए। लेकिन भाजपा को छात्रों के आंदोलन को राजनीतिक कब्जे में लेने से पहले अपने अतीत के JPSC अध्याय का जवाब देना होगा।
JPSC की पुरानी फाइलें भी अब खुलनी चाहिए। तब चर्चा सिर्फ आज की परीक्षा की नहीं होगी; दिलीप प्रसाद, गोपाल प्रसाद सिंह, शांति देवी और नागेश का दौर भी सामने आएगा और साथ में भाजपा के उन मुख्यमंत्रियों का कार्यकाल भी, जिनके शासनकाल में यह पूरा विवाद आकार लेता गया।
छात्रों को किसी पार्टी का झंडा नहीं चाहिए। उन्हें ऐसी व्यवस्था चाहिए जिसमें उनकी मेहनत और मेधा किसी प्रभाव, सिफारिश या कथित हेरफेर के आगे न झुके।
इसलिए भाजपा अगर JPSC का हिसाब मांग रही है, तो छात्रों का अगला सवाल स्वाभाविक है—आज की सरकार से हिसाब मांगने से पहले अपने शासनकाल का हिसाब कब दोगे, बाबूलाल जी?
छात्रों की मांग में 1ली 2री JPSC और विधानसभा में हुई फ़र्ज़ी नियुक्तियों को रद्द करना शामिल नहीं है, जबकि इसकी CBI जांच भी हो चुकी है। छात्रों को इन नियुक्तियों को भी रद्द करने की मांग करनी चाहिए ताकि रिक्तियां आए और योग्य छात्रों को नौकरी मिले. हालांकि पिछले कई वर्षों से सुप्रीम कोर्ट में लंबित है. कुछ बर्ष बाद पहला-दूसरा jpsc के लोग रिटायर भी हो जायेंगे.
