कॉमन मैन से राजीव कुमार कैसे बन गए PIL MAN…?

रांची : केस मैनेज करने के नाम पर पैसे के लेन-देन के आरोप में बुरी तरह से फंसे झारखंड हाइकोर्ट के चर्चित अधिवक्ता और पीआईएल मैन नाम से मशहूर राजीव कुमार की गिरफ्तारी के बाद उनकी छवि को गहरा धक्का लगा है. राज्य में जनहित याचिकाओं से बनी पहचान को भुनाने में वह बुरी तरह से गच्चा खा गए हैं. मुख्यमंत्री हेमंत सोरेन के करीबियों की शेल कंपनी में निवेश, उनके अनगड़ा में माइनिंग लीज आवंटन, खूंटी में मनरेगा घोटाले में आइएएस पूजा सिंघल सहित अन्य की गिरफ्तारी आदि से जुड़ी जनहित याचिकाओं में अधिवक्ता राजीव कुमार पैरवीकार हैं. इन मामलों में झारखंड हाइकोर्ट में सुनवाई चल रही है. इसके अलावा 100 से अधिक विभिन्न मामलों में जनहित याचिकाओं में राजीव कुमार पैरवी कर चुके हैं. लगभग पांच दर्जन से अधिक जनहित याचिकाएं हाइकोर्ट में अभी लंबित हैं.
कोड़ा कांड से राजीव को मिली थी प्रसिद्धि
बता दें कि पूर्व मुख्यमंत्री मधु कोड़ा कांड से वह चर्चा में आये थे. इसके बाद 2020 में राजीव कुमार ने हेमंत सोरेन के ओएसडी रहे गोपाल जी तिवारी की कुंडली खोल कर रख दी थी. इसके बाद सीएम ने तिवारी को सीएमओ से चलता कर दिया था. इसके बाद राजीव की साख और भी इजाफा हुआ था. उन्हें पीआईएल मैन कहा जाने लगा. तिवारी प्रकरण में लोकप्रियता हासिल करने बाद राजीव कुमार ने मीडिया में कहा था कि झारखंड मंत्रालय के सभी विभागीय सचिव सौ करोड़ के क्लब मेम्बर में शामिल हैं. उन्होंने कहा कि वे मीडिया के प्रति अपना दायित्व निभा रहे हैं. अब जो करना है सरकार को करना है. उनके सौ करोड़ के क्लब मेम्बर वाले बयान के बाद किसी भी आईएएस अफसर ने विरोध दर्ज नहीं कराया था. हां, यह बात सही है कि यहां के अफसर सामान्य तौर पर सौ करोड़ के क्लब वाले हैं. राजीव कुमार ने यह भी कहा था कि हम टैक्स देते हैं, इसलिए अगर भ्रष्टाचार होगा तो हमको बोलने का हक है. उन्होंने पूजा सिंघल जैसी आईएएस का नाम लेकर कहा था कि वो सौ के ऊपर वाली मेम्बर हैं. जो दो साल के बाद ही सही साबित हुआ. लेकिन उनके मामले में भी यह बात सौ प्रतिशत सही हुई. करोड़ों की रिश्वत मांगनेवाले वे झारखंड हाईकोर्ट के पहले वकील बन गए. अब पता नहीं वे कैसे और किस तरह से टेक्स भरते होंगे, यह तो जांच का विषय है.
कैसे बने पीआईएल मैन?
2007 के पूर्व राजीव कुमार की बतौर वकील मामूली हैसियत थी. उन्होंने लगभग डेढ़ दशक पूर्व मोरहाबादी के एदलहातू की निचली बस्ती में 7 कट्ठा जमीन में दो गायों से खटाल शुरू किया था. 2009 तक उनके पास 10-12 गायों का एक खटाल हुआ करता था. वे दूध बेचने का भी काम करते थे. इस काम में एदलहातु निवासी दुर्गा उरांव (मुंडा) ने उनकी भरपूर मदद की. कहते हैं कि दोनों मिलकर जमीन का कारोबार भी किया करते थे. उस दौरान उनके पास लेम्ब्रेटा स्कूटर हुआ करता था. कुछ दिनों के बाद मारुति कार हो गई. फिर मार्शल जीप और अभी वर्तमान में इनके पास इनोवा के अलावा भी कुछ कीमती कारें हैं. अरगोड़ा स्टेशन के निकट गौरीशंकर नगर में राजीव कुमार के पास एस्बेस्टस शीट के दो कमरे का मकान हुआ करता था. आज वहां आलीशान बिल्डिंग है. बाकी जांच के बाद और भी खुलासे का अनुमान है.
राजीव ने दुर्गा मुंडा जैसे लोग को ही क्यों चुना?
दुर्गा उरावं (मुंडा) जैसे मामूली शख्स के नाम से राजीव कुमार ने कई जनहित याचिका दायर की थी. कोड़ा सहित उनके कई मंत्रियों को जेल भेजवाया. रातों-रात दुर्गा मुंडा को एक झटके में आसमान का सितारा बना दिया. उन्हें हाईकोर्ट द्वारा गार्ड भी मुहैया कराया गया. हालांकि यह सवाल तो अब भी सत्ता के गलियारे में उठता है कि केस करने के लिए राजीव कुमार ने दुर्गा मुंडा जैसे लोग को ही क्यों चुना? इसके पीछे की कहानी भी विचित्र और रहस्यमय है. इसपर विस्तार से बहुत जल्द लिखने की कोशिश होगी.

18 अगस्त को राजीव ईडी कोर्ट में पेश होंगे
बहरहाल, राजीव कुमार के मामले में अब थोड़ा यूटर्न भी आ गया है. कोलकाता पुलिस ने कोर्ट में बताया है कि राजीव ने स्वीकारोक्ति बयान में कुछ खुलासे किए हैं। उन्होंने झारखंड के कुछ बड़े सरकारी अफसरों व न्यायिक अफसरों के नाम भी बताए हैं, जिन्हें उनसे आर्थिक लाभ होते थे। यही कारण है कि ईडी ने कोलकाता कैश कांड में मनी लाउंड्रिंग के आरोप में राजीव पर केस दर्ज कर लिया है और उन्हें 18 अगस्त को रांची के ईडी कोर्ट में हाजिर होना है. इसमें राजीव कुमार के मुवक्किल शिवशंकर शर्मा को भी आरोपी बनाया है. समझा जाता है कि राजीव के जेल से निकलने की राह में मनी लांड्रिंग केस मसीबत की सौगात लेकर आ रही है.
