पिकनिक की मस्तीवाली सीटी के बदले, सीएम अगर सिस्टम की सीटी बजा पाते तो, शायद अंकिता को जीवनदान मिल जाता…!

झारखंड में सियासी हलचल के बीच दुमका में अंकिता हत्याकांड ने उबाल ला दिया है. इस मामले में बड़ी खबर ये है कि झारखंड के राज्यपाल रमेश बैस ने संज्ञान लिया है. डीजीपी नीरज सिन्हा और मुख्य सचिव सुखदेव सिंह को तलब किया है. दुमका की इस लोमहर्षक घटना के बाद पूरे शहर में 144 लागू है और पुलिस की चौकसी बढ़ा दी गई है. पांच दिन के इलाज के बाद अंकिता ने आखिरकार सिस्टम की चौखट पर दम तोड़ दिया. सोमवार को अंकिता का अंतिम संस्कार कर दिया गया. अंकिता की मौत के बाद सरकार अब डैमेज कंट्रोल में लग गई है. हालांकि स्वास्थ्य मंत्री बन्ना गुप्ता को यह मानना पड़ा है कि, कहीं ना कहीं सरकार से चूक हुई है. लेकिन इसकी टाइमिंग को लेकर बड़े सवाल उठाए जा रहे हैं. आखिर मंत्री अंकिता को देखने रिम्स क्यों नहीं गए? पिकनिक मनाने क्यों चले गए?

सरकार अंकिता की मौत के बाद ही क्यों जागा?

अंकिता तो अब हमेशा के लिए इस दुनिया को छोड़ कर निकल गई, पर वो सिस्टम के लिए कई सवाल छोड़ गई है, लेकिन ये भी कड़वी हकीकत है कि इसका जवाब कभी नहीं मिलेगा. अंकिता के नरपिशाच पड़ोसी ‘शाहरुख’ ने पेट्रोल छिड़क कर अंकिता को जलाया जरूर, पर सिस्टम ने तो उसे दूसरी बार जला कर मार डाला। वह तो मात्र 45 प्रतिशत ही जली थी. उसे समय रहते बचाया जा सकता था. 23 अगस्त से अंकिता रिम्स में जीवन और मौत से जूझ रही थी तो, उधर सिस्टम सरकार को पिकनिक के इंतजाम में व्यस्त दिखा. जबतक वह रिम्स में रही, बन्ना गुप्ता ने न तो उसकी सुध ली और न उन्होंने रिम्स प्रशासन को इलाज की मुकम्मल व्यवस्था करने की हिदायत दी. दुमका के विधायक बसंत सोरेन रांची में थे, पर उन्होंने भी मानव धर्म का निर्वाह नहीं किया. दूसरी ओर दुमका के भाजपा सांसद भी खोज-खबर लेने की जहमत नहीं उठायी. वह भी प्रशिक्षण शिविर में डटे रहे. कोई बयान जारी नहीं किया. अंकिता को फौरी तौर पर राहत पहुंचाने के मामले में दोनों ओर से खामोशी छायी रही.

दुमका के एमपी-एमएलए कहां हैं? और अब डैमेज कंट्रोल का नाटक

दुमका झारखंड की उपराजधानी है पर, वहां की स्वास्थ्य व्यवस्था से सभी वाकिफ हैं. सुविधा के अभाव में अंकिता को रिम्स लाना पड़ा. कहा जा रहा है कि चंदा करके लोगों ने इलाज और रांची लाने का खर्च जुगाड़ किया. इसमें काफी समय लगा. सिस्टम अगर साथ देता, तो उसे एयरलिफ्ट किया जा सकता था. रांची में पूरा सरकारी महकमा है. लेकिन तमाम आलाधिकारी इससे बेखबर रहे. रिम्स की हालत को लेकर अभी हाल में झारखंड हाईकोर्ट ने तल्ख टिप्पणी की है. रिम्स में बदइंतजामी का आलम है. पीड़िता के इलाज में भी कोताही बरती गई. ये विभाग के मुखिया की कार्यशैली की पोल खोलता है. फिलहाल तो सरकार का कामकाज ही ठप्प है. अगर ऊपर से आदेश आ जाता तो, शायद रिम्स प्रशासन समुचित उपाय करता. अंकिता को इलाज के लिए दिल्ली नहीं ले जाने के सवाल पर भी मंत्री का गोलमोल जवाब था. कहा कि अगर परिवार कहता कि दिल्ली इलाज के लिए ले जाना है तो, जरूर भेजा जाता. मंत्री के इस तर्क से कोई सहमत नहीं हो सकता. उधर, सरकार गिरने के डर से बैठकों का दौर चल रहा था. लतरातू डैम जाने के कार्यक्रम में सभी व्यस्त और मस्ती में थे. मंत्री जी पीड़िता के परिवार चाह कर भी उनसे नहीं मिल सकते थे. मंत्री के इस हास्यास्पद बयान पर जनता ही गौर करे.

आखिर पांच दिनों तक सरकार कहां थी?

दरअसल, इस घटनाक्रम के बाद पूरे देश के लोग उबलने लगे, तब सरकार को होश आया. सीएम ने आनन-फानन में 10 लाख के मुआवजे की घोषणा की. वहीं राजभवन भी हरकत में आया. सरकार और सिस्टम अब घड़ियाली आंसू बहा रहे हैं. अब रांची से लेकर दुमका तक सब एक स्वर से अंकिता के लिए न्याय मांग रहे हैं. अब तमाम तरह की घोषणाएं की जा रही हैं. बन्ना गुप्ता के मात्र यह कह देने से कि वे संवेदनशील हैं. राज्य सरकार गंभीर है. या फिर दोषियों के खिलाफ कड़ी कार्रवाई की जाएगी. दोषी और अपराधी को स्पीडी ट्रायल चलाकर फांसी की सजा दिलाई जाएगी. घटना के बाद इस तरह के बयान दिए ही जाते हैं. लेकिन इस बयानबाजी से आपकी जिम्मेवारी खत्म नहीं हो जाती. सरकार की यह चूक अक्षम्य है. आखिर पांच दिनों तक सरकार कहां थी? इतनी बड़ी घटना के बाद दुमका के विधायक बसंत सोरेन भी रांची में थे. वहीं दुमका के सांसद कहां हैं? अभी तक उनका कोई बयान नहीं आया है.

सत्तापक्ष और विपक्ष अब अंकिता की मौत पर राजनीति का खेल खेल रहा है. राजनीतिक दल अब अंकिता हत्याकांड को कम्यूनल कलर देने की कोशिश कर रहे हैं. शुक्र है कि उस हत्यारे की गिरफ्तारी हो गई, वरना दुमका में उठे विरोध की लहर को शांत करना दुमका पुलिस-प्रशासन के लिए परेशानी का सबब बन जाता. बहरहाल, पिकनिक की मौज-मस्ती में चूर सीएम मस्तीवाली सीटी की जगह अगर सिस्टम की सीटी बजा पाते तो शायद अंकिता को जीवनदान मिल सकता था.
