एक बार फिर निजी स्कूलों की मनमानी पर ब्रेक लगाने की कसरत शुुुरू, झारखंड के सभी डीसी-कमिश्नर को जिला स्तर पर कमेटी बनाने का निर्देश 

रांची : एक बार फिर झारखंड के प्राइवेट स्कूलों के शुल्क निर्धारण को लेकर कसरत शुरू की गई है. इसके पूर्व भी कई बार निजी स्कूलों के प्रबंधनों की मनमानी पर रोक लगाने की कोशिश हुई है, पर सब निष्फल साबित हुआ है. विधानसभा में इस मामले में विपक्ष ने सरकार पर दबाव बनाया है.

इस संबंध में स्कूली शिक्षा और साक्षरता विभाग के सचिव उमाशंकर सिंह ने शुक्रवार को सभी आयुक्तों व उपायुक्तों को पत्र लिखा है। पत्र में स्कूल और जिला स्तर पर कमेटी बनाने का निर्देश दिया गया है.

जिलों को भेजे गये पत्र में झारखंड शिक्षा न्यायाधिकरण (संशोधन) अधिनियम 2017 के आलोक में शुल्क समिति का गठन करने को कहा गया है। अधिनियम के प्रावधान के अनुरूप 15 दिनों के अंदर विद्यालय स्तर पर शुल्क समिति व जिलास्तर पर जिला समिति का गठन करने को कहा गया है।

इस संबंध में शिक्षा विभाग को भी जानकारी देने को कहा गया है। अधिनियम के प्रावधान के अनुरूप शुल्क निर्धारण को लेकर पहले विद्यालय स्तर पर गठित कमेटी के समक्ष इसका प्रस्ताव रखना होता है।

समिति प्रस्तावित शुल्क की संरचना प्राप्त होने के 30 दिन के अंदर फीस की मंजूरी देगी

कमेटी फीस वृद्धि के विभिन्न कारणों पर विचार करेगी। इसमें विद्यालय में गुणवत्तायुक्त शिक्षा के लिए विद्यार्थियों को उपलब्ध करायी जा रही सुविधा, प्रशासन और रख-रखाव पर होनेवाले खर्च, शिक्षक और कर्मचारियों को मिलने वाला वेतन, वार्षिक वेतन वृद्धि, विद्यालय की कुल आय में से विद्यार्थियों पर होनेवाला खर्च, शिक्षा के विकास और विद्यालय के विस्तार के लिए आवश्यक राजस्व समेत अन्य आवश्यक कारक को ध्यान में रखने का प्रावधान अधिनियम में है। समिति प्रस्तावित शुल्क की संरचना प्राप्त होने के 30 दिन के अंदर फीस की मंजूरी देगी।

पत्र में ये भी कहा गया है कि विद्यालय स्तर पर शुल्क निर्धारण के लिए गठित कमेटी में बच्चों के अभिभावक के साथ शिक्षक भी शामिल होंगे। प्रावधान के अनुरूप निजी विद्यालय प्रबंधन द्वारा मनोनीत प्रतिनिधि कमेटी के अध्यक्ष होंगे। विद्यालय के प्राचार्य, सचिव, विद्यालय प्रबंधन द्वारा मनोनीत तीन शिक्षक व शिक्षक संघ द्वारा नामित चार माता-पिता इसके सदस्य होंगे। विद्यालय प्रबंधन को फीस निर्धारण के एजेंडा और बैठक की जानकारी एक सप्ताह पहले देना होगा।

विद्यालय समिति अगर तय समय में शुल्क निर्धारण में विफल रहता है तो प्रबंधन यह प्रस्ताव जिलास्तरीय कमेटी के समक्ष रखेगा। विद्यालय में अगर पिछले वर्ष की तुलना में 10 फीसदी से अधिक फीस बढ़ोतरी की जाती है, तो भी इसको जिला कमेटी को भेजा जायेगा।
