सालखन ने जगन्नाथ महतो के कुरमी के ST होने के दावे को खारिज किया, कहा-सूची से हटाने की बात भ्रामक

जमशेदपुर: पूर्व सांसद व आदिवासी सेंगेल अभियान के राष्ट्रीय अध्यक्ष सालखन मुर्मू ने कुरमी-महतो इस दावे का खारिज कर दिया है, जिसमें  शिक्षा मंत्री जगन्नाथ महतो ने 1931 में एसटी होने का दावा किया है. श्री महतो ने केंद्र सरकार से पूछा है कि बिना किसी पत्र या गजट के कुर्मी को क्यों 1931 में एसटी की सूची से बाहर किया गया है?  श्री महतो का कहना है कि यदि कुर्मी एसटी नहीं था तो, उनकी जमीन सीएनटी में कैसे है? उनके इस दावे को निराधार बताते हुए सालखन मुर्मू  ने कहा कि मंत्री को ज्ञात होना चाहिये कि सीएनटी कानून की धारा 46(b) के तहत एससी और ओबीसी की भी जमीन की रक्षा के लिए सीएनटी में प्रावधान है। उन्होंने कहा कि इस प्रावधान को 2010 में मुख्यमंत्री अर्जुन मुंडा, उपमुख्यमंत्री हेमंत सोरेन और सुदेश महतो ने तोड़ने का काम किया था। श्री मुर्मू ने कहा इसके खिलाफ मैंने झारखंड हाईकोर्ट में 4 दिसंबर 2010 को मुकदमा दायर करके उसको बचाया था। हाईकोर्ट ने 25 जनवरी 2012 को हमारे पक्ष में फैसला सुनाते हुए कहा था कि सुप्रीम कोर्ट और ओबीसी की जमीन का हस्तांतरण डीसी की अनुमति से ज़िले के भीतर ही सम्भव है।

1913 में भी कुरमी का एसटी में दर्शाना संदेहास्पद

उन्होंने कहा कि जगन्नाथ महतो का दावा कि हम 1950 के पहले तक एसटी में शामिल थे, उनका यह दमदार नहीं लगता, क्योंकि 1931 की जनगणना में भी अंग्रेजों के द्वारा जारी सेंसस ऑफ़ इंडिया-1931 वॉल्यूम 7, बिहार एंड उड़ीसा, पार्ट वन रिपोर्ट द्वारा डब्लूजी लेसी में इंपीरियल टेबल 18 और 17 में इसका उल्लेख नहीं है। उसी प्रकार बंगाल डिस्ट्रक्ट गैजेटियर-संतालपरगना द्वारा एसएसओ मॉलली-1910 में प्रकाशित सेंसस ऑफ 1901 में भी इनका जिक्र हिंदू के साथ कॉलम ‘बी’ में कृषक जाति के रूप में दर्ज है। जबकि aborigines के रूप में संतालपरगना में केवल संताल, सौरिया पहाड़िया और माल पहाड़िया के नाम दर्ज हैं। उन्होंने कहा कि कुरमी महतो का पुराना दावा कि हम 1913 में एसटी थे, ये भी संदेहास्पद है। चूंकि 2 मई 1913 के आर्डर नंबर 550 का संबंध इंडियन सक्सेशन एक्ट 1865 से है, ना कि यह एसटी चिन्हित करने से संबंधित है?

छोटानागपुर व  बिहार के कुर्मी में कोई भी अंतर नहीं

उन्होंने कहा कि डब्ल्यूजी लेसी, आईसीएस द्वारा सेंसस ऑफ़ इंडिया- 1931 के अपेंडिक्स-5 में वर्णित “छोटानागपुर के कुर्मी” के पेज 293 और पेज 294 में लिखा है कि ऑल इंडिया कुर्मी क्षत्रिय कान्फ्रेंस, जो मुजफ्फरपुर, बिहार में 1929 को हुआ था, जिसमें मानभूम के कुर्मी-महतो भी शामिल हुए थे। उसमें यह फैसला लिया गया कि छोटानागपुर के कुर्मी, बिहार के कुर्मी के बीच में कोई भी अंतर नहीं है। उसी प्रकार उसी साल 1929 में एक विशाल जनसभा मानभूम जिले के घगोरजुड़ी में हुआ था। जहां यूनाइटेड प्रोविन्स, छोटानागपुर, उत्तर प्रदेश और बिहार के कुर्मी बड़ी संख्या में जुटे और उसी फैसले को दोहराया कि हम सब एक हैं और हमारे बीच में रोटी- बेटी का संबंध बना रहेगा। 1931 में भी ऑल इंडिया कुर्मी क्षत्रिय महासभा की बैठक बंगाल के मानभूम जिले में हुई। वहां भी इसी बात को दोहराया गया, बल्कि वहां अनेक कुर्मी प्रतिनिधियों ने जनेऊ या पोईता भी धारण किया और हिंदू धर्म संस्कृति को अपनाने का फैसला लिया और अपने आप को ऊंची जाति होने का दंभ भी भरा। उन्होंने कहा कि जगन्नाथ महतो का दावा उक्त तथ्यों से प्रमाणित नहीं होता है। दूसरी बात 1050 में संविधान लागू होने के बाद ही एसटी-एससी आदि की सूची बनी है। उसके पहले ऐसी कोई सूची नहीं थी। अतः कुरमी जाति को 1931 की सूची से हटाना जैसी बात भ्रामक है, गलत है।
